Background: The COVID-19 pandemic highlighted gaps in health surveillance systems, disease prevention, and treatment globally. Among the many factors that might have led to these gaps is the issue of the financing of national health systems, especially in low-income and middle-income countries (LMICs), as well as a robust global system for pandemic preparedness. We aimed to provide a comparative assessment of global health spending at the onset of the pandemic;characterise the amount of development assistance for pandemic preparedness and response disbursed in the first 2 years of the COVID-19 pandemic;and examine expectations for future health spending and put into context the expected need for investment in pandemic preparedness. Methods: In this analysis of global health spending between 1990 and 2021, and prediction from 2021 to 2026, we estimated four sources of health spending: development assistance for health (DAH), government spending, out-of-pocket spending, and prepaid private spending across 204 countries and territories. We used the Organisation for Economic Co-operation and Development (OECD)'s Creditor Reporting System (CRS) and the WHO Global Health Expenditure Database (GHED) to estimate spending. We estimated development assistance for general health, COVID-19 response, and pandemic preparedness and response using a keyword search. Health spending estimates were combined with estimates of resources needed for pandemic prevention and preparedness to analyse future health spending patterns, relative to need. Findings: In 2019, at the onset of the COVID-19 pandemic, US$9·2 trillion (95% uncertainty interval [UI] 9·1–9·3) was spent on health worldwide. We found great disparities in the amount of resources devoted to health, with high-income countries spending $7·3 trillion (95% UI 7·2–7·4) in 2019;293·7 times the $24·8 billion (95% UI 24·3–25·3) spent by low-income countries in 2019. Background: Experimental and epidemiological studies indicate an association between exposure to particulate matter (PM) air pollution and increased risk of type 2 diabetes. In view of the high and increasing prevalence of diabetes, we aimed to quantify the burden of type 2 diabetes attributable to PM_2·5 originating from ambient and household air pollution. Methods: We systematically compiled all relevant cohort and case-control studies assessing the effect of exposure to household and ambient fine particulate matter (PM_2·5) air pollution on type 2 diabetes incidence and mortality. We derived an exposure–response curve from the extracted relative risk estimates using the MR-BRT (meta-regression—Bayesian, regularised, trimmed) tool. The estimated curve was linked to ambient and household PM_2·5 exposures from the Global Burden of Diseases, Injuries, and Risk Factors Study 2019, and estimates of the attributable burden (population attributable fractions and rates per 100 000 population of deaths and disability-adjusted life-years) for 204 countries from 1990 to 2019 were calculated. We also assessed the role of changes in exposure, population size, age, and type 2 diabetes incidence in the observed trend in PM_2·5-attributable type 2 diabetes burden. All estimates are presented with 95% uncertainty intervals. Findings: In 2019, approximately a fifth of the global burden of type 2 diabetes was attributable to PM_2·5 exposure, with an estimated 3·78 (95% uncertainty interval 2·68–4·83) deaths per 100 000 population and 167 (117–223) disability-adjusted life-years (DALYs) per 100 000 population. Approximately 13·4% (9·49–17·5) of deaths and 13·6% (9·73–17·9) of DALYs due to type 2 diabetes were contributed by ambient PM2·5, and 6·50% (4·22–9·53) of deaths and 5·92% (3·81–8·64) of DALYs by household air pollution. This paper proposes an automatic method, for monitoring inverter fed induction motors using external stray flux measurements. The method relies on the marginal power spectrum of the Synchrosqueezed Wavelet Transform for the feature extraction stage and on Principal Component Analysis for the reduction of the high dimensionality of the generated feature vector. For the next stage two approaches were tested: a) a fault detector based on a one-class classifier and b) a fault diagnosis module based on a multiclass classifier. Both of them achieve high accuracies when tested with measurements coming from an experimental set up able to simulate stator short circuits and bearing faults. An explanation of the performance is given by visual inspection of the projection of the feature vectors into a three-dimensional space.

Background: Decades of steady improvements in life expectancy in Europe slowed down from around 2011, well before the COVID-19 pandemic, for reasons which remain disputed. We aimed to assess how changes in risk factors and cause-specific death rates in different European countries related to changes in life expectancy in those countries before and during the COVID-19 pandemic. Methods: We used data and methods from the Global Burden of Diseases, Injuries, and Risk Factors Study 2021 to compare changes in life expectancy at birth, causes of death, and population exposure to risk factors in 16 European Economic Area countries (Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain, and Sweden) and the four UK nations (England, Northern Ireland, Scotland, and Wales) for three time periods: 1990–2011, 2011–19, and 2019–21. Changes in life expectancy and causes of death were estimated with an established life expectancy cause-specific decomposition method, and compared with summary exposure values of risk factors for the major causes of death influencing life expectancy. Findings: All countries showed mean annual improvements in life expectancy in both 1990–2011 (overall mean 0·23 years [95% uncertainty interval [UI] 0·23 to 0·24]) and 2011–19 (overall mean 0·15 years [0·13 to 0·16]). The rate of improvement was lower in 2011–19 than in 1990–2011 in all countries except for Norway, where the mean annual increase in life expectancy rose from 0·21 years (95% UI 0·20 to 0·22) in 1990–2011 to 0·23 years (0·21 to 0·26) in 2011–19 (difference of 0·03 years). In other countries, the difference in mean annual improvement between these periods ranged from –0·01 years in Iceland (0·19 years [95% UI 0·16 to 0·21] vs 0·18 years [0·09 to 0·26]), to –0·18 years in England (0·25 years [0·24 to 0·25] vs 0·07 years [0·06 to 0·08]). The paper proposes the implementation of a robust cruise control system which is able to ensure the fuel-efficient travel of the vehicle with a look-ahead control algorithm. The H∞-based feedforward-feedback control method guarantees robustness against varying vehicle mass, longitudinal disturbances and the consideration of actuator dynamics. The advantage of the method is the application of a small number of vehicle parameters. Therefore, a method for various passenger cars without significant modifications is needed. The proposed cruise control and the look-ahead method are implemented in a software-in-the-loop (SIL) environment using DSpace Autobox, which cooperates with the high-fidelity CarSim software through CAN communication. © 2016

The present paper illustrates a modelling technique of void damage prediction using constitutive Rousselier damage model in wingbox aircraft structure. The high possibility of aluminium wingbox structure to deform during operating become a driving force in this study. The Rousselier model is implemented by the user-defined material subroutine UMAT in the ABAQUS / Standard. The wingbox is a part of a commercially-made commuter aircraft prototype, in which steady aerodynamic pressure is applied as the quasi-static, ranging from cruise load factor until the ultimate load factor. This analysis is divided into three assessments: load factor assessment, damage detection and implementation of Rousselier-UMAT-XFEM (RuX) model solution. The results indicate the maximum stress concentration occurs at the bottom-root part of the skin. The void volume fraction and the crack grow as the load factor increases to the ultimate load factor. A comparison with the literature is shown in some details.

Filtering random graph processes over random time-varying graphs

Graph filters play a key role in processing the graph spectra of signals supported on the vertices of a graph. However, despite their widespread use, graph filters have been analyzed only in the deterministic setting, ignoring the impact of stochasticity in both the graph topology as well as the signal itself. To bridge this gap, we examine the statistical behavior of the two key filter types, finite impulse response (FIR) and autoregressive moving average (ARMA) graph filters, when operating on random timevarying graph signals (or random graph processes) over random time-varying graphs. Our analysis shows that (i) in expectation, the filters behave as the same deterministic filters operating on a deterministic graph, being the expected graph, having as input signal a deterministic signal, being the expected signal, and (ii) there are meaningful upper bounds for the variance of the filter output. We conclude the paper by proposing two novel ways of exploiting randomness to improve (joint graph-time) noise cancellation, as well as to reduce the computational complexity of graph filtering. As demonstrated by numerical results, these methods outperform the disjoint average and denoise algorithm, and yield a (up to) four times complexity redution, with very little difference from the optimal solution. The behavior of systems is determined by some fundamental principles which can be understood by everyone. The main principles governing systems and control are presented on different levels. The first level is dedicated for everyone. Comics-like interpretation is provided with explanations. The second level discusses the main topics dedicated for the interested students. Several case studies demonstrate how system view is considered in different areas of life. With this approach systems in different areas of life could be better understood contributing to better decisions influencing their performance. Effect of heat treatment and mandrel material on precision tube drawing of Ni-Ti shape memory alloy

The Ni-Ti shape memory alloy (NITINOL) was known as one of difficult materials to meet the dimensional accuracy because of the complex phase transformation and the shape recovery characteristics. In this study, a tube drawing process with mandrel was numerically and experimentally investigated for manufacturing precision NITINOL tube to identify the stable phase transformation condition to remove the R-phase by differential scanning calorimeter. To study the non-linear material and shape recovery behavior of the NITINOL, tension and loading-unloading tests were conducted with three test velocities of 1, 5, and 10 mm/min. The three dimensional finite element (FE) analyses were carried out using the ABAQUS with hyperelastic and Mullins effect model. The amount of the shape recovery was checked for the drawn tubes compared to the numerical results. According to the present investigation, it was found out that the stable phase transformation which improved the ductility and reduced the effect of shape recovery was occurred under the condition of the heat treatment at 700˚C for 30 min and the tensile test velocity of 10 mm/min. The FE results showed similar tendency of the stress-strain curves obtained from the experiments. Moreover, the amount of the shape recovery of the NITINOL could be predicted by the FE analysis. From the results of the FE analysis and the tube drawing with red copper and brass mandrel, the dimensional accuracy was found to be improved by using the brass mandrel, but the drawing stress was somewhat higher for the brass mandrel than the case using the red copper mandrel. In conclusion, the shape recovery effect of the NITINOL could be predicted by the FE analysis and the process condition determined by the current experiments could be helpful for the precision tube drawing of the NITINOL shape memory alloy tube.
