This book contains the refereed proceedings of the 3rd International IFIP-TC6 Networking Conference, Networking 2004. Conferences in the Networking series span the interests of several distinct, but related, TC6 working groups, including Working Groups 6.2, 6.3, and 6.8. Re?ecting this, the conference was structured with three Special Tracks: (i) Networking Technologies, Services, and Protocols; (ii) Performance of computer and Communication Networks; and (iii) Mobile and Wireless Communications. However, beyond providing a forum for the presentation of high-quality - search in various complementary aspects of networking, the conference was also targetedtocontributingtoauni?edviewofthe?eldandtofosteringtheinter- tion and exchange of fruitful ideas between the various related (and overlapping) specialized subcommunities therein. Towards this second objective, more than a few conference sessions (and thematic sections in this book) ‘cut across’ the Special Tracks, along more generic or fundamental concepts. Networking 2004 was fortunate to attract very high interest among the c- munity, and the conference received 539 submissions from 44 countries in all ?ve continents. These ?gures correspond to a remarkable increase in subm- sions from the previous very successful events (roughly, a 156% increase over Networking 2000 and 71% over Networking 2002), and indicate that Netw- king conferences are progressively becoming established as worldwide reference events in the ?eld.

The series Advances in Industrial control aims to report and encourage technology transfer in controlengineering. The rapid development of control technology has an impact on all areas of the control discipline. New theory, new controllers, actuators, sensors, new industrial processes, computer methods, new applications, new philosophies , new challenges. Much of this development work resides in industrial reports, feasibility study papers and the reports of advanced collaborative projects. The series offers an opportunity for researchers to present an extended exposition of such new work in all aspects of industrial control for wider and rapid dissemination. In some areas of manufacturing, the elements of a flexible manufacturing system form the key components of the process line. These key components are four-fold: a set of programmable robots and machines, an automated materia- handling system that allows parts to be freely routed and re-routed, a buffer storage system where parts and partly-assembled components can wait until required for further processing and assembly and finally, a supervisory control system. The technology employed to coordinate and control all these components as a working system is usually based on programmable logic controllers. The use of this automation hardware and software in manufacturing is designed to yield significant cost reductions and to enhance quality.

This volume of the Lecture Notes in computer Science series contains all papers accepted for presentation at the 10th IFIP/IEEE International Workshop on Distributed Systems: Operations and Management (DSOM’99), which took place at the ETH Zürich in Switzerland and was hosted by the computerengineering and Networking laboratory, TIK. DSOM’99 is the tenth workshop in a series of annual workshops, and Zürich is proud to host this 10th anniversary of the IEEE/IFIP workshop. DSOM’99 follows highly successful meetings, the most recent of which took place in Delaware, U.S.A. (DSOM'98), Sydney, Australia (DSOM'97), and L’Aquila, Italy (DSOM'96). DSOM workshops attempt to bring together researchers from the area of network and service management in both industry and academia to discuss recent advancements and to foster further growth in this ?eld. In contrast to the larger management symposia IM (In- grated Network Management) and NOMS (Network Operations and Management S- posium), DSOM workshops follow a single-track program, in order to stimulate interaction and active participation. This paper considers the design of linear time-varying networks and of nonlinear time-invariant networks, the latter being operated in the small-signal mode. In the first part, the design example considered is a network whose time delay is a prescribed function of time. A quadratic performance criterion 'is formulated and the design is obtained iteratively by steepest descent. The second part of the paper considers the design of a nonlinear timeinvariant network with variable bias sources whose small-signal equivalent network is identical with a given linear time-varying network. Explicit conditions are given under which this can be done.
