作者: MARK H. MOORE Mark H. Moore is the Daniel and Florence V. Guggenheim Professor of Criminal Justice Policy and Management at the Kennedy School and Director of the Hauser Center for Nonprofit Organizations. Founding Chair of the Kennedy School's Committee on Executive Programs he served in that role for more than a decade. He is also Faculty Chair of the school's Program in Criminal Justice Policy and Management. His research interests are in public management and leadership in civil society and community mobilization in criminal justice policy and management and in the intersection of the three domains. In the area of public management he has published Creating PublicValue: Strategic Management in Government. In the area of criminal justice policy he has written Buy and Bust: The Effective Regulation of an Illicit Market in Heroin and Dangerous Offenders: The Elusive Targets of Justice. In the intersection of public management and criminal justice he has recently published two monographs on measuring police performance: one entitled “Recognizing the Value of Public Policing” and the other “What Citizens Should Want (and Measure!) in Police Performance.” Both are available from the Police Executive Research Forum.
