We study a distributed node-specific signal estimation problem where the node-specific desired signals and/or the sensor observations can have partially-overlapping latent signal subspaces. First, we provide the minimum number of linear combinations of observed sensor signals that each node can broadcast to still let all other nodes achieve the network-wide Linear Minimum Mean-Square Error (LMMSE) estimate of their node-specific desired signals. Later, for a fully-connected wireless sensor network, we derive a distributed algorithm that, under some settings, allows each node to achieve the LMMSE estimate of its node-specific desired signals by broadcasting the smallest number of signals. Unlike the existing algorithms, the proposed algorithm deals with the problem of partially-overlapping node-specific interests and incomplete observability of all latent sources at the nodes. Finally, the effectiveness of the proposed technique is shown through numerical simulations. © 2015 IEEE.

Intelligent Integrated Computer-Assisted Language Learning (iiCALL) describes various approaches in the field of second language learning. The term "Integrated" refers to approaches which operate inside established workspaces such as Web-browsers and e-mail clients, whereas the term "Intelligent" relates to appropriate methods from the field of computer linguistics. The iiCALL environments are composed of several single systems, which are developed by specialists from different domains with specific background-knowledge (e.g. didactic experts, linguists, or software developers). High-quality solutions of such learning environments are characterized by solid technical delivery and proper language content. Both demand semantic interoperability between these systems as well as flexibility and scalability of the entire environment. Similar challenges exist in healthcare. Hence, the idea of the Health Level Seven V3 standard is adapted to meet the requirements for iiCALL. This paper addresses this challenge and presents a development framework for the conception of iiCALL, as well as a software framework for generic and transparent information exchange within those environments. © Springer International Publishing Switzerland 2015.

The performance of primary health care clinic can be impacted by both of patient behavior and appointment rules. In this paper, we compare and evaluate the level of patient service and clinic performance of different overbooking appointment rules under changing patient behavior. The focus is on the appropriate selection of overbooking rules based on panel characteristics. Analysis methodology involves simulation modeling and design-of-experiment based statistical analysis. Our experimental results demonstrate that the selection of overbooking rule does play an important role in the clinic performance, and different patient behavior leads to the different selection of best rules.

Dysarthria is a motor speech disorder due to neurologic deficits. The impaired movement of muscles for speech production leads to disordered speech where utterances have prolonged pause intervals, slow speaking rates, poor articulation of phonemes, syllable deletions, etc. These present challenges towards the use of speech technologies for automatic processing of dysarthric speech data. In order to address these challenges, this work begins by addressing the performance degradation faced in forced alignment. We perform initial alignments to locate long pauses in dysarthric speech and make use of the pause intervals as anchor points. We apply speech recognition for word lattice outputs for recovering the time-stamps of the words in disordered or incomplete pronunciations. By verifying the initial alignments with word lattices, we obtain the reliably aligned segments. These segments provide constraints for new alignment grammars, that can improve alignment and transcription quality. We have applied the proposed strategy to the TORGO corpus and obtained improved alignments for most dysarthric speech data, while maintaining good alignments for non-dysarthric speech data. The reliability of axle bearings has significant safety and economic implications on rail operations. The MAXBE project, an FP7 project funded by the European Commission appeared in this context. The project focuses on the development of novel wayside and on-board monitoring systems for an early detection of axle bearings faults and for defining a condition-based maintenance model for axle bearings. Different wayside monitoring systems were developed based on diverse approaches as well as two on-board monitoring systems. To support the decision making of the responsible stakeholders synchronized measurements from the onboard and the wayside monitoring systems were integrated into a platform. The wayside monitoring systems were tested in several locations in Europe. The onboard systems were tested in one train that circulate in the Portuguese Northern Railway Line. The research has been complemented through extensive laboratory tests and multibody dynamic modelling used to correlate the in-situ measurements with the status of the axle bearing life. A condition-based maintenance model for axle bearings was also developed as well as a smart diagnostics for an early detection of faults and a software tool for the optimal physical distribution of the diagnostic systems. It is well-known that sleep apnea affects the respiration and the heart rate (HR), and studies have shown that the cardiorespiratory coupling is also compromised during obstructive sleep apnea (OSA). Furthermore, the classification of hypopneas is challenging, in particular when only ECG-derived features are used. In this context, this study investigates how different ECG-derived respiratory (EDR) signals resemble the respiratory effort during different types of apneas, and how the amount of information transferred from respiration to HR varies according to the respiratory signal used, real or ECG-derived. ECG and respiratory signals of 10 patients suffering from sleep apnea were analysed, and three different EDR algorithms were used to estimate the respiratory effort. The information transfer was quantified using information dynamics on HR and both the real and estimated respiratory signals. Results suggest that the information transfer is reduced during all types of apneas/hypopneas, and they indicate that the EDR might not capture all variations in cardiorespiratory dynamics during hypopneas. As a result, the information transfer computed using the real respiratory signal achieve accuracies of up to 85% in the detection of sleep apnea with 76% of hypopneas correctly detected, compared to 79% achieved using the EDR with only 63% of correctly identified hypopneas.

Parallel Test Paper Generation (k-TPG) is a biobjective distributed resource allocation problem, which aims to generate multiple similarly optimal test papers automatically according to multiple userspecified criteria. Generating high-quality parallel test papers is challenging due to its NP-hardness in maximizing the collective objective functions. In this paper, we propose a Collective Biobjective Optimization (CBO) algorithm for solving k-TPG. CBO is a multi-step greedy-based approximation algorithm, which exploits the submodular property for biobjective optimization of k-TPG. Experiment results have shown that CBO has drastically outperformed the current techniques in terms of paper quality and runtime efficiency.

This paper examines the need for a community capability index as an assessment tool to better align the needs of underdeveloped communities with the resources of aid providers. The development of a community capability index has become more and more important for prioritizing the deployment of increasingly limited resources. In this paper, a survey of current theoretical models is conducted and a proposed framework is developed. A discussion of alternative methods for assessing and measuring the capabilities of a community is presented. A metaanalysis of existing literature in the area is offered, and methods for creating and validating community capability indices are explored. A description of further investigation into resource capabilities is given, and the constructs of these categories are identified. Our findings are: (1) A general model for evaluating community capabilities can be used to support better alignment of resources with needs, (2) A systematic approach for identifying capability constructs can support better insight into prioritizing assistance, and (3) A community capability matrix in the form of a "basic community capability index" (BCCI) can support a relative comparison evaluation along a continuous scaled metric. The framework proposed here is presented as an initial approach for evaluating community distress, prioritizing assistance, and aligning aid resources.
