In recent years, a number of countries have introduced plans for national electronic patient record (EPR) systems. This paper argues that, in the near future, both patients and healthcare stakeholders will be able to access medical records from WWW-based EPR systems. We contend that the primary impediment to the successful implementation and widespread uptake of the EPR concept is the fact that current healthcare information security (HIS) applications are not sufficiently robust. This paper identifies two main Information Security technologies: 1) Public key infrastructure (PKI) and 2) Biometrics that hold a lot of promise in a healthcare context. The key contribution of this paper is to propose a novel multi-layered HIS framework based on a combination of PKI, Smartcard and Biometrics technologies. We argue that this new HIS framework could assist healthcare institutions to provide a truly secure infrastructure for the electronic transmission of clinical data in the future. This paper also makes a case for the creation of a new nodal HIS body because existing information security bodies like the Forum of Incident Response and Security Teams are for general-purpose organizations and not specifically suited for the healthcare sector.

This paper presents our experiments on continuous audiovisual speech recognition. A number of bimodal systems using feature fusion or fusion within Hidden Markov Models are implemented. Experiments with different fusion techniques and their results are presented. Further the performance levels of the bimodal system and a unimodal speech recognizer under noisy conditions are compared.

This paper presents a security incident data model. The model uses many of the existing security incident taxonomies to organise its security incident related information. Where characteristic of incidents is not covered by existing taxonomies some progress has been made in developing one. The proposed structure stores both management and technical information. Indication of further development for the presented core structure has also been given. © IFIP International Federation for Information Processing 2002.

The issues relating to security have wider scope than the technical details of computer system structure. In larger organisations the security problems become more complex since there are more requirements for data access management. The information associated with security management needs to be well organised. In this paper we present the first step in creating an Enterprise IT Security data Model. The aim of this research is to create a model that is able to capture the information needed by the security management in the provision of adequate security for an Enterprise.

One of the major obstacles in developing quality eLearning content is the substantial development costs involved and development time required [12]. Educational providers, such as those in the university sector and corporate learning, are under increasing pressure to enhance the pedagogical quality and technical richness of their course offerings while at the same time achieving improved return on investment. One means of enhancing the educational impact of eLearning courses, while still optimizing the return on investment, is to facilitate the personalization and repurposing of learning objects across multiple related courses. However, eLearning courses typically differ strongly in ethos, learning goals and pedagogical approach whilst learners, even within the same course, may have different personal learning goals, motivations, prior knowledge and learning style preferences. This paper proposes an innovative multi-model approach to the dynamic composition and delivery of personalized learning utilizing reusable learning objects. The paper describes an adaptive metadata driven engine that composes, at runtime, tailored educational experiences across a single content base. This paper presents the theoretical models, design and implementation of the adaptive hypermedia educational service. This service is currently being successfully used for the delivery of undergraduate degree courses in Trinity College, Dublin as well as being used as part of a major EU research trial. © 2002 Springer-Verlag Berlin Heidelberg.

Exception handling in a multi-agent system (MAS) has not been well addressed compared to other software engineering paradigms. This results in part from the lack of a comprehensive classification of exceptions in MAS. The interaction between agents presents exceptions that cannot be addressed by the exception handling techniques used in traditional software engineering systems due to the introduction of the notions of sociability and autonomy. This paper attempts to provide an insight of agent exceptions by dividing them into three levels, namely environmental, knowledge and social level. The use of a temporal dimension in the form of explicit deadlines in communicative acts is presented as a means of clarifying and facilitating exception analysis at a social level. Comments are made on related work and areas for further work are identified.

This paper reports on the need for integration and different aspects of interoperability in CSCW. This is a part of our research towards investigating and developing an integrative framework for CSCW applications. The framework will enable different applications to communicate with each other to share information and to support organizational activities. It will be flexible enough to accommodate the various and varying needs of the user community. We discuss different types of integration and interoperability in CSCW and consider different models of CSCW systems. A framework for CSCW integration is presented. The framework includes ontological, coordination, user interface, security and transaction models. An example application scenario involving integration is given. The work is novel as no integrative framework for CSCW exists currently.

Web-based engineering design activities require fault tolerance and concurrent access to shared resources such as databases and Web servers. Such activities are generally dynamic, cooperative, long-lived, interactive, and non-prescriptive. We propose a new multi-agent transaction model, which is based on extended transactions and multi-agent technologies. The novelty of this model is that it automatically customises transactions to the requirements of the design activities. In addition, this model is believed to improve concurrency and fault tolerance, facilitate interaction and co-operation of participating systems involved in design activities.

In the last 10 years, the Information and Communication Technologies (ICTs) revolution has redefined the structure of the 21st century healthcare organization. It is clear that the 21st century healthcare organization will bring about new healthcare services and that traditional management and technological concepts would not be the appropriate conduit for disseminating these new healthcare services. The fundamental challenge faced by the 21st century clinical practitioner is to acquire proficiency in understanding and interpreting clinical information so as to attain knowledge and wisdom. An additional challenge that must be considered is that clinical practitioners make potentially life-saving decisions whilst attempting to deal with large amounts of clinical data. We focus on the emergence of telehealth as an alternative implementation for transfer of medical information using futuristic Information and Communication Technologies (ICT). We contend that current healthcare applications are being used in a static manner; futuristic applications will need to be dynamic in nature and would call for the transfer of context-based healthcare information. A knowledge Management (KM) solution would allow healthcare institutions to give clinical data context, so as to allow knowledge derivation for more effective clinical diagnosis. It would also provide a mechanism for effective transfer of the acquired knowledge in order to aid healthcare workers as and when required Using data inputs from our collaborating organization, Applied Network Solutions (ANS), we argue that healthcare institutions that integrate KM and ICT into their main organizational processes are more likely to survive and prosper. These organizations would have a profound understanding of how to use clinical information for creating value in tangible and intangible terms.

Advances in information and communication technologies (ICT), together with the search for effective and efficient ways to deliver healthcare, have resulted in the emergence of new heath delivery systems such as Community Health Information Networks (CHIN) and Telemedicine applications. The technical infrastructure for this is often dependent upon connecting different types of computer networks, each running on different types of technologies so as to present to the user the image of a single virtual electronic health highway. It is generally agreed that current software development technology cannot deliver this due to limitations of restricted scalability, fragmented management, and inflexibility in providing business support. One of the potential solutions may be the use of Object Oriented (OO) technology. This paper explores the feasibility of combining OO technologies with healthcare-based workflow management systems (WFMS). We introduce the concept of workflow technologies and discuss the main advantages and limitations of WFMS. We detail the circumstances in which the use of WFMS could be considered and the technological factors necessary for its successful implementation. We also present an Object Management group (OMG) model analysing it in the context of the support offered for WFMS. The main advantages and disadvantages of the model are discussed. A workflow managerrient coalition (WFMC) model is then contrasted with the OMG management model in order to identify the architectural differences between them. We focus on the relationship between workflow concepts and the position of the two reference models (WFMC and OMG) and on the use of UML in the design of information systems. We conclude by summarizing our findings on the extent to which OO technology can be used to build collaborative applications in healthcare and medical information systems.
