A business model is presented for managing and expanding municipal Fiber Optical Metropolitan Area networks (MANs) in Greece. It is based on establishing a utility company owned by municipalities within a region, which manages their MANs via a combination of in-sourcing and out-sourcing. The proposed business model addresses issues such as horizontal integration (e.g. extent of municipal utility companies), vertical integration, city interconnection, ownership and organizational structure. We subsequently outline the benefits associated with the proposed model. The paper concludes with a summary of the models expected benefit and future research work.

Non-negative matrix factorization (NMF) is an algorithm for decomposing multivariate data into a signal dictionary and its corresponding activations. When applied to experimental data, NMF has to cope with noise, which is often highly correlated. We show that correlated noise can break the Donoho and Stodden separability conditions of a dataset and a regular NMF algorithm will fail to decompose it, even when given freedom to be able to represent the noise as a separate feature. To cope with this issue, we present an algorithm for NMF with a generalized least squares objective function (glsNMF) and derive multiplicative updates for the method together with proving their convergence. The new algorithm successfully recovers the true representation from the noisy data. Robust performance can make glsNMF a valuable tool for analyzing empirical data.

In this paper, the effect of external optical feedback (EOF) on the turn-on time delay (t on ) of uncooled semiconductor laser diode (SLD) is investigated theoretically. The effects temperature of operation (T) and EOF on t on are calculated according to their effect on threshold carrier density (N th ). The temperature dependence (TD) of N th is calculated according to the TD of laser cavity parameters and not by the well-known Parkove relationship. Simulation results show that t on increases as T increases due to increasing of N th . In addition, t on decreases as external reflectivity (r ext ) increases when the phase of reflected light is coherent. While at incoherent reflected light, t on increases sharply around specified value of r ext where this leads to inoperable case for SLD.

This paper addresses a new restoration mechanism in drop region of EPON network by using the optical switch device to increase the efficiency, survivability and reliability of fiber to the home (FTTH) customer access network. The developed device will be installed at the drop section to detect the failure line that occurs in the multi-line drop section of FTTH network downwardly from passive optical splitter to the customer premises (ONU). The drop section restoration mechanism called smart drop restoration scheme (SDRS) will contribute for tree based and bus based architecture. Conventionally, the failure line of FTTH network can be measured using Optical Time-Domain Reflectometer (OTDR) upwardly from customer premises to the central office. The optical switches will be controlled by Access Control System (ACS). If the breakdown is the detected in drop section, ACS will recognize the related access line by the 3% tapped signal that is connected to every access line. The activation signal is then sent to activate the dedicated protection scheme. But if fault is still not restored, the shared protection scheme will be activated. Results from Optisystem software simulation will be presented so as to prove the solution feasibility.

The lock-on range, R, of infrared (IR) heat seeker missile has been studied in details. An analytical expression form of R has been derived in term of target (assumed as aircraft hot metal tailpipe), atmosphere and infrared (IR) detector parameters. The R is represented in term of ldquoLambert W functionrdquo and as a function of target temperature, T, and atmosphere extinction coefficient, alpha. Assuming clear sky background, the simulation results show: firstly, R increases as the target temperature increases. High value of R is achieved when the temperature of aircraft engine is high especially in takeoff case where the engine thrust is large. Secondly, R can be decreased by (1) increasing the attenuation coefficient of the propagation medium, i. e. by cooling the aircraft hot engine or any other obscurants that absorb or scatter the IR radiation (2) or by decreasing emissivity , epsiv, of the target surface which depends on the applied coatings / paintings. The decreasing of R will increase the probability of aircraft survivability assuming effective aircraft early warning system where the detecting range of the latter should be larger than the missile lock-on range.

In this paper, the temperature-pattern dependence (T-PD) of initial/residual carrier density, Ni, of high-speed digitally modulated uncooled semiconductor laser diode has been investigated in details. The temperature dependence (TD) of N ii has been calculated according to the TD of threshold carrier density, N th , analytically and not by the well known exponential Pankove. While the pattern dependence (PD) of N i has been calculated according to the effect of the number of ldquo0rdquo bits preceding the considered ldquo1rdquo bit, N bit , and bitrate, Brate, on the carrier density through the time interval between the ldquo1rdquo bits. We show, for the first time, that Ni may increase or decrease, i. e. fluctuate, with temperature of operation, T, depending on the time interval between the previous and the next ldquo1rdquo bits.

This paper proposes a design and architecture of access control system to implement remote monitor and control for fiber to the home. Our solution works on a standard local area network (LAN) using a specially designed hardware interfaced with an Ethernet system rising PIC microcontroller. The developed design will be installed with optical line terminal (OLT) at the central office (CO). Protection switching is achieved automatically when failure occurs without interrupting customer service.
