Air pre-heater of coal-fired power plant boiler is an important piece of engineering equipment,which is designed to heat air before combustion in furnace with the primary objective of increasing the thermal efficiency of the *** paper presents a mathematical model of heat exchange,which allows for the on-line monitoring of ash fouling in air *** model is built using dynamic heat balance method,in which the cleanliness factor is used to characterize the fouling *** ash fouling model is validated by using the actual data of a 300 MW power plant *** validation results show the effectiveness of the proposed *** can be used for the soot blowing optimization in most coal-fired power plant boiler with air preheaters,not requiring additional special instruments and complex computing systems.

The papers in this special section address distributed signal processing applications that support security and privacy in networked cyber-physical systems. Networked cyber-physical systems (CPSs) are engineering systems with integrated computational and communication capabilities that interact with humans through cyber space. The CPSs have recently emerged in several practical applications of significant engineering importance including aerospace, industrial/manufacturing process control, multimedia networks, transportation systems, power grids, and medical systems. The CPSs typically consist of both wireless and wired sensor/agent networks with different capacity/reliability levels where the emphasis is on real-time operations, and performing distributed, secure, and optimal sensing/processing is the key concern. To satisfy these requirements of the CPSs, it is of paramount importance to design innovative Signal Processing tools to provide unprecedented performance and resource utilization efficiency. © 2015 IEEE.

This paper focuses on the problem of L 2 -L ∞ dynamic output feedback controller (DOFC) design for nonlinear switched systems with nonlinear perturbations in the Takagi- Sugeno fuzzy framework. First, the average dwell time approach is used to stabilize a nonlinear switched system exponentially under an arbitrary switching law. Then, based on the technique of piecewise Lyapunov functions, a fuzzy-rule-dependent DOFC is designed to ensure that the overall closed-loop system is exponentially stable with a weighted L 2 -L ∞ performance level (γ, α). The solvability condition for the desired DOFC is derived using a linearization technique. It is shown that the controller parameters can be obtained as solutions to a set of strict linear matrix inequalities that are numerically solvable with available standard software. Finally, two simulation examples illustrate effectiveness of the developed technique, including cognitive-radio systems.

As for a pipe-line plant subjected to complex logical control specifications, an approach is proposed to generate the control codes via Petri net such that the plant is run as concurrently as possible. A PN model, called the plant net, is designed to represent the whole process of a pipe-line system. In this plant net, the tasks, including fluid transportation from one tank to another and cleaning tank, are represented by operational places, and level sensors in tanks are modeled by labels assigned with transitions. Further, conflict structures are used to describe the conflict relations among tasks due to the shared valves and pipes. By introducing a priority order in the transitions, an algorithm is presented to compute the control commands for valves based on this plant net. A beer filtration plant is taken as an example to illustrate the method.

This paper seeks the optimization of soot-blowing operations for heat transfer surfaces in coal- fired power plant boiler. A preventive soot blowing strategy based on state of health prediction for heat transfer surface was proposed. The average state of health of heat transfer surface was forecasted as the threshold to draft preventive soot blowing strategy. According to the theory of renewal process, an optimization model with the system prediction interval and the threshold of preventive soot blowing operation as the optimization variables and minimize average energy losses as the target function was established. By using Particle Swarm Optimization (PSO), the optimal preventive cycle and soot-blowing threshold were obtained, and the long-run average cost rate was the lowest. The model is validated with experiment data of a 300MW coal-fired power plant boiler and the parameters of prediction model are obtained. The results can verify the feasibility of proposed strategy. It can be used as the guide for the optimization of soot blowing in coal-fired power plant to improve the energy conservation level.

Background: The COVID-19 pandemic highlighted gaps in health surveillance systems, disease prevention, and treatment globally. Among the many factors that might have led to these gaps is the issue of the financing of national health systems, especially in low-income and middle-income countries (LMICs), as well as a robust global system for pandemic preparedness. We aimed to provide a comparative assessment of global health spending at the onset of the pandemic;characterise the amount of development assistance for pandemic preparedness and response disbursed in the first 2 years of the COVID-19 pandemic;and examine expectations for future health spending and put into context the expected need for investment in pandemic preparedness. Methods: In this analysis of global health spending between 1990 and 2021, and prediction from 2021 to 2026, we estimated four sources of health spending: development assistance for health (DAH), government spending, out-of-pocket spending, and prepaid private spending across 204 countries and territories. We used the Organisation for Economic Co-operation and Development (OECD)'s Creditor Reporting system (CRS) and the WHO Global Health Expenditure Database (GHED) to estimate spending. We estimated development assistance for general health, COVID-19 response, and pandemic preparedness and response using a keyword search. Health spending estimates were combined with estimates of resources needed for pandemic prevention and preparedness to analyse future health spending patterns, relative to need. Findings: In 2019, at the onset of the COVID-19 pandemic, US$9·2 trillion (95% uncertainty interval [UI] 9·1–9·3) was spent on health worldwide. We found great disparities in the amount of resources devoted to health, with high-income countries spending $7·3 trillion (95% UI 7·2–7·4) in 2019;293·7 times the $24·8 billion (95% UI 24·3–25·3) spent by low-income countries in 2019. Chimera states in spatiotemporal dynamical systems have been investigated in physical, chemical, and biological systems, and have been shown to be robust against random perturbations. How do chimera states achieve their robustness? We uncover a self-adaptation behavior by which, upon a spatially localized perturbation, the coherent component of the chimera state spontaneously drifts to an optimal location as far away from the perturbation as possible, exposing only its incoherent component to the perturbation to minimize the disturbance. A systematic numerical analysis of the evolution of the spatiotemporal pattern of the chimera state towards the optimal stable state reveals an exponential relaxation process independent of the spatial location of the perturbation, implying that its effects can be modeled as restoring and damping forces in a mechanical system and enabling the articulation of a phenomenological model. Not only is the model able to reproduce the numerical results, it can also predict the trajectory of drifting. Our finding is striking as it reveals that, inherently, chimera states possess a kind of “intelligence” in achieving robustness through self-adaptation. The behavior can be exploited for the controlled generation of chimera states with their coherent component placed in any desired spatial region of the system.

This paper is concerned with the model predictive control (MPC) problem for a class of unconstrained polytopic systems under the try-once-discard (TOD) protocol. Under the TOD protocol, only the sensor gaining the highest priority is allowed to transmit the data to the controller at each time instant. In this case, a switched system related to the activated sensor is constructed and, based on which, a 'min-max' problem is formulated to facilitate the design of the MPC-based controllers. Furthermore, by taking the influence of the TOD protocol into consideration, an online minimization problem on certain upper bound of the objective function is put forward in order to acquire locally optimal control performance under the TOD protocol. Finally, a simulation example is used to illustrate the effectiveness of the proposed technique. © 2017 Chinese Automation and Computing Society in the UK - CACSUK.
