The WATERS Network (WATer and Environmental Research Systems Network) will be an integrated real-time distributed observing system which will enable academic and government scientists, engineers, educators, and practitioners to advance effective management of our nation's water resources by understanding human interactions with water and the natural and built environment. WATERS will provide easily accessible real time environmental data as well as analysis tools to engineers, scientists, educators, K- graduate students and policymakers so they can better understand how water quantity, quality and related components of the hydrologic cycle are impacted by natural and human influences. The WATERS strategic plan will be completed by July 2007 and requires constituent input. This paper describes the draft Conceptual Design and the Education Plan of WATERS Network. This paper will highlight the potential impact of WATERS on undergraduate and graduate environmental engineering education in order to elicit input from the environmental engineering education community on how WATERS Network could better meet the future needs of undergraduate and graduate students and educators. A Depth-first Algorithm of Finding All Association Rules Generated by a Frequent Itemset

The classical algorithm of finding association rules generated by a frequent itemset has to generate all non-empty subsets of the frequent itemset as candidate set of consequents. Xiongfei Li aimed at this and proposed an improved algorithm. The algorithm finds all consequents layer by layer, so it is breadth-first. In this paper, we propose a new algorithm Generate Rules by using Set-Enumeration Tree (GRSET) which uses the structure of Set-Enumeration Tree and depth-first method to find all consequents of the association rules one by one and get all association rules correspond to the consequents. Experiments show GRSET algorithm to be practicable and efficient.

This paper addresses the issue of ontology caching on semantic web. The Semantic Web is an extension of the current web in which information is given well-defined meaning, better enabling computers and people to work in cooperation. Ontology serves as the metadata for defining the information on semantic web. Ontology based semantic information retrieval (semantic retrieval) is becoming more and more important. Many research and industrial works have been made so far on semantic retrieval. Ontology based retrieval improves the performance of search engine and web mining. In semantic retrieval, a great number of accesses to ontologies usually lead the ontology servers to be very low efficient. To address this problem, it is indeed necessary to cache concepts and instances when ontology server is running. Existing caching methods from database community can be used in the ontology cache. However, they are not sufficient for dealing with the problem. In the task of caching in database, usually the most frequently accessed data are cached and the recently less frequently accessed data in the cache are removed from it. Different from that, in ontology base, data are organized as objects and relations between objects. User may request one object, and then request another object according to a relation of that object. He may also possibly request a similar object that has not any relations to the object. Ontology caching should consider more factors and is more difficult. In this paper, ontology caching is formalized as a problem of classification. In this way, ontology caching becomes independent from any specific semantic web application. An approach is proposed by using machine learning methods. When an object (e.g. concept or instance) is requested, we view its similar objects as candidates. A classification model is then used to predict whether each of these candidates should be cached or not. Features in classification models are defined. Experimental results indicat

In this paper we address and discuss the problem of learning graphical models using structure learning algorithms. We present a new enhanced parameterized structure learning approach. A concurrent fusion method to aggregate expert knowledge stored in distributed knowledge bases or probability distributions is also described. Experimental results of a case study show that our approach can improve the efficiency of learning structure algorithms for knowledge fusion applications. © 2006 Civil-Comp Press.

As context-aware systems become more widespread and mobile there is an increasing need for a common distributed event platform for gathering context information and delivering to context-aware applications. The likely heterogeneity across the body of context information can be addressed using runtime reasoning over ontology-based context models. However, existing knowledge-based reasoning is not typically optimised for real-time operation so its inclusion in any context delivery platform needs to be carefully evaluated from a performance perspective. In this paper we propose a benchmark for knowledge-based context delivery platforms and in particular examine suitable knowledge benchmarks for assessing the ability of platforms to deal with semantic interoperability. © 2006 IEEE.

Within the scope of the course computer science in Mechanical engineering, a blended learning concept is used in order to teach students of mechanical engineering the basic principles of computer science. This concept comprises of classical lectures and tutorials, project work and an e-learning platform and is designed for about 1400 students per semester. Basic elements of the e-learning platform are multimedia learning applications, a message board, live recordings of the lectures and in the future ClaRA, an interactive e-learning unit. ClaRA is web-based and supports the tutoring of the basics of object-oriented programming using the programming language C++. It substitutes courses with compulsory attendance, providing the students a chance to teach themselves C++ irrespective of the factors like time and place. The paper describes on one hand the new e-learning unit ClaRa and the implementation and evaluation of the project, on the other hand, the actual experiences with the change in the blended learning concept. © 2006 IEEE.

A runtime system for implementation of image processing operations is presented. It is designed for working in a flexible and distributed environment related to the software architecture of a newly developed UAV system. The software architecture can be characterized at a coarse scale as a layered system, with a deliberative layer at the top, a reactive layer in the middle, and a processing layer at the bottom. At a finer scale each of the three levels is decomposed into sets of modules which communicate using CORBA, allowing system development and deployment on the UAV to be made in a highly flexible way. Image processing takes place in a dedicated module located in the process layer, and is the main focus of the paper. This module has been designed as a runtime system for data flow graphs, allowing various processing operations to be created online and on demand by the higher levels of the system. The runtime system is implemented in Java, which allows development and deployment to be made on a wide range of hardware/software configurations. Optimizations for particular hardware platforms have been made using Java's native interface. © World Scientific Publishing Company.

Service discovery protocols are extremely important for developing distributed applications in ad-hoc environments. However to perform Service Discovery in mobile ad-hoc networks requires the design and development of extremely complex and dynamic systems. This requires a paradigm shift in the methodologies employed to design and evaluate these systems so as to ensure quality and correctness. Currently there exists no generic method for formally specifying these systems. Due to this it is extremely difficult to formally analyze protocols in this domain to study and observe the behavior. The same issue also hinders comparison of different protocols against a fixed set of metrics. In this work we propose a framework for the formal specification of service discovery protocols in mobile ad-hoc networks. The purpose of this framework is to provide a formal basis for performance evaluation and behavioral study of these protocols. This allows different service discovery architectures to be evaluated against a given set of metrics, a generic way to specify protocols and an automated process for performance evaluation and behavioral study. © 2004 Elsevier B.V. Since we can hardly get semantics from the low-level features of the image, it is much more difficult to analyze the image than textual information on the Web. Traditionally, textual information around the image is used to represent the high-level features of the image. We argue that such "flat" representation can not describe images well. In this paper, Hierarchical Representation (HR) and HR-Tree are proposed for image description. Salient phrases in HR-Tree are further to distinguish this image with others sharing the same ancestor concepts. First, we design a method to extract the salient phrases for the images in data records. Then HR-Trees are built using these phrases. Finally, new hierarchical clustering algorithm based on HR-Tree is proposed for users' browsing conveniently. We demonstrate some HR-Trees and clustering results in experimental section. These results illustrate the advantages of our methods. © Springer-Verlag Berlin Heidelberg 2006.

Emergent semantics from folksonomies: A quantitative study

Defining and using ontology to annotate web resources with semantic markups is generally perceived as the primary way to implement the vision of the Semantic Web. The ontology provides a shared and machine understandable semantics for web resources that agents and applications can utilize. This top-down approach (in the sense that an ontology is defined first on top of existing web resources and then used later to markup them), however, has a high barrier to entry and is difficult to scale up. In this paper, we investigate using a bottom-up approach for semantically annotating web resources as supported by the now widely popular social bookmarks services on the web where users can annotate and categorize web resources using "tags" freely choosen by the user without any pre-existing global semantic model. This kind of informal social categories is coined as "folksonomies". We show how global semantics can be statistically inferred from the folksonomies to semantically annotate the web resources. The global semantic model also disambiguate the tags and group synonymous tags together. Finally, we show that there indeed are hierarchical relations among the emerged concepts in the folksonomy and it is plausible to further identify them if we use more advanced probabilistic models. © Springer-Verlag Berlin Heidelberg 2006.
