Mr. Anderson was instrumental in introducing the collective protection system (CPS) in the U.S. Navy developing the initial forward-fit package for the USS Gunston Hall and the engineering change proposal (ECP) for the USS Wasp. In 1990 he joined the Human Systems Integration (HSI) Division (SEA 55W5) where he was task leader for auxiliary ships. The objectives of Human Engineering (HE) are generally viewed as increasing human performance, reducing human error, enhancing personnel and equipment safety, and reducing training and related personnel costs. There are other benefits that are thoroughly consistent with the direction of the Navy of the future, chief among these is reduction of required numbers of personnel to operate and maintain Navy ships. The Naval Research Advisory Committee (NRAC) report on Man-Machine Technology in the Navy estimated that one of the benefits from increased application of man-machine technology to Navy ship design is personnel reduction as well as improving system availability, effectiveness, and safety The objective of this paper is to discuss aspects of the human engineering design of ships and systems that affect manning requirements, and impact human-performance and safety The paper will also discuss how the application of human engineering leads to improved performance, and crew safety, and reduced workload, all of which influence manning levels. Finally, the paper presents a discussion of tools and case studies of good human engineering design practices which reduce manning.

This paper describes a learning environment in the domain of breast disease and discusses some of the issues in designing a system cooperatively with content, pedagogical, and computer programming experts. The environment uses curricular content, presented in a non-linear fashion, from third and fourth year medical school;all aspects of the curriculum are available simultaneously to enhance the integration of declarative and procedural knowledge necessary in skilled clinical performance. The system represents an interactive, authentic environment where learners construct knowledge, develop higher order cognitive skills such as diagnosis, reasoning, and decision making, apply knowledge and skills, interact with patients, and receive appropriate feedback. The design of the learning environment is based on the theory of cognitive apprenticeship, thus the type and level of information and feedback provided by the system is dependent up on the learner's input. The system also allows learners to evaluate themselves by comparing their actions and decisions to those of experts in the field. The collaboration of experts from different disciplines in designing this environment has resulted in a greater degree of sophistication in ways in which the project has been conceptualized and reified. By focusing all experts on the learning goals of the environment and by cooperatively assisting each type of expert to extend their knowledge of the other areas, we have been able to create a system that incorporates the key theoretical principles from each area. The result is a learning environment that emphasizes meaningful learning of knowledge and skills that learners can apply when they are confronted with similar situations in the real world. © Springer-Verlag Berlin Heidelberg 1996.

In response to the need for converting diagnostic systems into intelligent tutoring systems, we have developed a futuristic tool to assist in the training of doctors, nurses, health technicians and pharmacists. It is part of an integrated hospital information system, christened Health-2000, which combines a system for medical diagnosis and a system for fault diagnosis among its many features. The main function of the intelligent tutoring system is to provide training in two main areas: the development and use of tutorial software aimed at improving health care, and how to combat malaria. To achieve these objectives, we build on the INFOCOR methodology and the Hypercard Guide for tutorial software development. We simulate the learning environment of the user through lessons and tests, to help build his/her capacity for medical decision making. The system also instructs medical experts on proper use of available tools in the development of tutorial software in their areas of expertise. As to the specific disease covered, malaria is an easy choice. The disease attacks more than 270 million people worldwide, and is the most widespread and most devastating of tropical diseases, causing one to two million deaths per year. © The authors 1996.

He currently the program manager for the Sustainable Hardware and Affordable Readiness Practice Program (SHARP). is a Navy-wide logistics research and development prgram aimed at the successful transiton of proved technologies inot the fleet. SHARP focuses on reducing acquisition performance capability reliability maintainability and readiness of these systems. Mr. Grubb has served as a department director for the past eleven years. His most recent assignment was as director of the Tactical Computer Resources and Test Equipment Department. This organization provided acquisition and in-service engineering support of the Navy's tectical embedded computers priphirals displays and mass memory storage devices. The organization also provided a complete range of product engineering and metrology engineerig services for SSP NevSeaSysCom and the Trident Program. Prior to this appointment Mr. Grubb was deptuy director psysical security programs department and site responsible for program management and system integration of ashore integrated security systems. Mr. Grubb holds a B.S. degree in industrial engineering from Iowa State Universtiy an M.S. degree in industrial engineering from Purdue University and has copleted the course work (Dec.'96 for a master's degree in public and environment affairs at Indiana University-Purdue Univeristy Indianapolis. In an era of fiscal austerity, downsizing and unforgiving pressure upon human and economic capital, it is an Augean task to identify resources for fresh and creative work. The realities of the day and the practical demands of more immediate fleet needs can often dictate higher priorities. Yet, the Navy must avoid eating its seed corn. Exercising both technical insight and management foresight, the fleet, the R&D community, the Office of the Chief of Naval Operations (OpNav) and the product engineering expertise of the Naval Surface Warfare Center (NSWC) are joined and underway with integrated efforts to marry new, fully demonstrated technologies and operational urgencies. Defense funding today cannot sponsor all work that can be mission-justified over the long term because budgets are insufficient to support product maturation within the classical development cycle. However, by rigorous technical filtering and astute engineering of both marketplace capabilities and currently available components, it is possible in a few select cases to compress and, in effect, integrate advanced development (6.3), engineering development (6.4), weapon procurement (WPN), ship construction (SCN), operation and maintenance (O&M,N) budgetary categories when fleet criticalities and technology opportunities can happily meet. In short, 6.3 funds can be applied directly to ''ripe gateways'' so modern technology is inserted into existing troubled or aging systems, sidestepping the lengthy, traditional development cycle and accelerating practical payoffs to recurrent fleet problems. To produce such constructive results has required a remarkable convergence of sponsor prescience and engineering workforce excellence. Summary form only given. We have designed and conducted a pilot multidisciplinary design workshop for a team of graduate students. We are a multidisciplinary group of educators from computer science, geography and education. A primary motivation for our workshop was the reality that increasingly design and problem solving in engineering are complex, multidisciplinary tasks. Our shared interest is to better facilitate and educate multidisciplinary teams of students in group design and group design process. We conducted a pilot workshop in January, 1995, for a multidisciplinary group of six students, five graduates and one senior level undergraduate. Three were from geography (each with graduate training in cartography, geographic information systems (GIS) and/or map animation). Three were from computer science (each having taken one or more graduate courses in human computer interaction, graphics and/or visualization). The students were given the task of designing an interactive, software animation showing some aspect of the growth of the Internet.

Since 1994 he has been a researcher at the National Technical University of Athens Department of Electrical Engineering and Computer Science Telecommunications Laboratory. His interests include data mobile and integrated services networks. Panagiotis P. Demestichas was born in Athens Greece in 1967. He received the Diploma in electrical engineering from the National Technical University of Athens (NTUA) Athens in 1993. At present he is a research assistant at NTUA working towards his Ph.D. dissertation. He participated in the BRITE/EURAM-EURATN and in the RACE-TOMQAT and MONET projects. His research interests are in the areas of broadband and mobile networks queueing theory algorithms and complexity theory. He is a Member of the Technical Chamber of Greece. Miltiades E. Anagnostou was born in Athens in 1958. He received the Electrical Engineers Diploma from the National Technical University of Athens (NTUA) in 1981. During the period 1981–1987 he was a teaching assistant at NTUA. In 1987 he received his Ph.D. in the area of computer networks. In 1987–1989 he served the Greek army in the Air Force Research and Development Center. In 1989–1991 he was a Lecturer and since 1991 he has been an Assistant Professor in the Computer Science Division Department of Electrical and Computer Engineering of the NTUA. The reason why cellular mobile telephony systems exist is that they allow frequency reuse. Dynamic allocation algorithms improve the network efficiency and the service quality. Dynamic allocation is closely related to the following instantaneous allocation problem: given a number of channels (frequencies), a cell structure and the number of calls to be accommodated in each cell, find the optimum allocation of channels to cells subject to restrictions concerning the distance of cells, where the same frequency can be reused. In this paper we formulate and solve this problem by showing that it can be reduced to a 0-1 programming problem. Finally we present results, and draw subsequent conclusions.

Mr So was a research engineer in the University of Ottawa from January 1989 to October 1991 his research interests included CAD techniques of microwave circuits and numerical methods for electromagnetic wave modelling. He specialized in the development of electromagnetic engineering CAD software and successfully implemented a number of electromagnetic wave simulators based on the two-dimensional and three-dimensional transmission-line matrix methods. From August 1990 to February 1991 he accompanied Professor W. J. R. Hoefer to Rome Italy and Sophia Antiopolas France. During that time he implemented a parallel version of the 3D-TLM simulator for the CM-2 Connection Machine using C-Star and X Windows Library. He is a research engineer and a Ph.D. student at the University of Victoria Victoria British Columbia Canada. He ported the 2D- and 3D-TLM simulators to DECmpp 1200 massively parallel computer using MPL C and C++. He also combined OSA90/hope a commercially available microwave CAD program with a 2D-TLM simulation module for geometry optimization using the Datapipe technique of OSA90/hope. This paper describes the implementation of transmission-line matrix (TLM) method algorithms on a massively parallel computer (DECmpp 12000), the technique of distributed computing in the UNIX environment, and the combination of TLM analysis with Prony's method as well as with autoregressive moving average (ARMA) digital signal processing for electromagnetic field modelling. By combining these advanced computation techniques, typical electromagnetic field modelling of microwave structures by TLM analysis can be accelerated by a few orders of magnitude.

An artificial‐neural‐network (ANN) application for steady‐state security evaluation of electrical power systems is presented. Such application is based upon a combined use of a multilayer back‐propagation neural network and of an opportune electrical system model, previously proposed by some of the authors. In the paper, the definition of steady‐state security and the problems arising from its on‐line evaluation are briefly recalled. Then, the ANN utilized is described with particular reference to the solutions adopted by the authors. Afterwards, some remarks on the system model utilized are reported. Finally, numerical applications on the AEP‐14 bus system are presented and the results obtained with different ANN configurations are analyzed. Copyright © 1995 John Wiley & Sons, Ltd.
