The massive growth of the Internet traffic in the last decades has motivated the design of high-speed optical networks. Resilient Packet Ring (RPR), also known as IEEE 802.17, is a standard designed for optimising the transport of data traffic over optical fiber ring networks. In this paper, we consider a Weighted Ring Arc-Loading Problem (WRALP), which arises in engineering and planning of the RPR systems. The WRALP is a combinatorial optimisation NP-complete problem. Given a set of point-to-point unidirectional traffic demands of a specified bandwidth, the demands should be assigned to the clockwise or to the counter-clockwise ring in order to yield the best performance. This paper suggests an efficient load balancing algorithm - the Bees Algorithm. We compare our results with nine meta-heuristics used in literature to solve the same problem. The simulation results verify the effectiveness and robustness of the Bees Algorithm.

The common solution is using the plastic-type seals to protect the power meter. The purpose of sealing is toguarantee the identity and integrity of the power meter. However, the seals are easy to reach. Once the seals were broken, it is simple to tamper the energy meter. In order toachieve the more security of power meter, a new class of electronic seals based on radio frequency identification (RFID) technology has been developed. The RFID seal is more costeffective than the smart power meter. It can be applied to today's environment for achieving the purpose of tamperproof. In this paper, we focused on this important aspect of electricity theft which has been a matter of serious concern for the power companies. We design and implement an innovative, secure, efficient, and flexible RFID eSeals application for power meter. It can be guaranteed for the integrity of power meter andenhance the efficiency.

The evolution of broadband telecommunication technologies has enabled applications over networks, which, in turn, has enabled the emergence of novel network services and applications such as VoIP and video on demand in triggering demand for higher network bandwidth. Passive Optical Networking (PON) is suitable for eliminating bandwidth insufficiency, so national governments and communities are observing the emergence of Fiber-To-The-Home (FTTH) technologies. Ethernet-based Passive Optical Networks (EPON) and Gigabit-based PON (GPON) are two candidates for next-generation PON in bandwidth efficiency. To predict which is more suitable nationally, we define a foresight framework based on hybrid Multiple Criteria Decision Making (MCDM) methods for selecting the most suitable PON. The development of next-generation PON, including Ethernet PON (EPON) and Gigabit PON (GPON), is introduced and compared. Experts from industry and academia were invited to predict the most suitable next-generation PON for Japan and emerging economies such as Taiwan. Results showed that EPON is most suitable for Japan and GPON most suitable for Taiwan. Results for the technological foresight can serve as the basis for national telecommunication policy and business product definition.

After stroke happened, central nervous system (CNS) damage causes not only drop foot, but also upper extremity limit when the patient is walking. Drop foot causes the pain on the patient's legs, and furthermore, it may make the patient fall down. The general way to treat is to equip the patient with ankle foot orthoses or commit Functional Electrical Stimulation (FES) on the drop foot. However, CVA patient treatment lacks of upper extremity when the upper extremity training is applied. Therefore, the purpose of this research is to integrate two electrical channel stimulator to improve CVA patients' bad walking posture coming from drop foot and upper extremity swing limit. This system provides a hardware control interface and a gait stimulation timing control unit. The two-channel electrical stimulator's source is Trio-300 and the system controller core is Picl8F4520. The foot switch detects patients' steps to control FES output. By FES, controlling the patients' extremity could improve CVA patient walking safety and extremity balance.

Security assessment of Thermal Power Plants (TPPs) is one of the important means to guarantee the safety of production in thermal power production enterprises. Essentially, the evaluation of power plant systems relies to a large extent on the knowledge and length of experience of the experts. Therefore in this domain Case-Based Reasoning (CBR) is introduced for the security assessment of TPPs since this methodology models expertise through experience management. Taking the management system of TPPs as breakthrough point, this paper presents a case-based approach for the security assessment decision support of TPPs (SATPP). First, this paper reviews commonly used approaches for TPPs security assessment and the current general evaluation process of TPPs security assessment. Then a framework for the management System Security Assessment of Thermal Power Plants (MSSATPP) is constructed and an Intelligent Decision Support System for MSSATPP (IDSS-MSSATPP) is functionally designed. MSSATPP involves several key technologies and methods such as knowledge representation and case matching.

There is an essential quest in the literature to open up the "black-box" of characteristics of the new information technology innovation by identifying the users' preferences on mobile service and service characteristics. In this paper, we study how Analytic Hierarchy Process (AHP) approach can be used to select the most important mobile service category. The results are based on a survey study in two universities in Turku/Finland. According to the findings, communication and information mobile services are the most important services for the respondents respectively, while entertainment services are the least important ones. The focus of this study is not on users of mobile services, but rather on mobile service characteristics. The results have important implications for mobile service/content providers on how to develop and implement specific mobile services.

This paper presents classification of DRDO tender documents into predefined categories. Since there is a consistent growth in the volume of digital documents, both on the internet and within organizations, the need to classify them into categories is obvious. In this paper we used `bag-of-words' technique to represent the tender documents. The dataset was prepared and fed into Weka toolkit. Classification was implemented by Naïve Bayes classifier using 10-folds cross validation technique. The machine resulted in classifying the tender documents with an accuracy of 77.36% by technology category and 67.2% by lab's name.
