An Internet-based environmentally conscious decision support tool (EcoDS) has been developed for product life cycle management. EcoDS, which is currently implemented in customized forms by various Fortune 100 companies, involves an initial vertical streamlining step, where the significant life cycle stages and impacts are selected. Since the streamlining is performed prior to the inventory, the approach expedites data collection. Comparisons between alternative product designs or manufacturing processes are based on two metrics-financial risk (or cost) and "residual" risk-permitting organizations to retain financial data in their analyses while not having to cost uncertain estimates. For purposes of evaluation these two indicators are individually aggregated using a user- or organization-specified value system. A salient feature of EcoDS is that this output can be condensed into a single summary matrix akin to a hybrid pro forma income statement or "environmental balance sheet". The clear delineation between the tradeoffs involved in each alternative facilitates decision making by upper management. EcoDS' output also identifies key econometrics for future monitoring. A case study on painting alternatives is presented to illustrate the methodology.

The success of distance learning programs is highly dependent on the organizational environment in which they are implemented. This paper discusses how one large organization implemented and evolved a global distance learning program. The primary focus of this paper is the extraction of the perceived benefits and lessons learned during the development and use of this distance learning program. The lessons learned are generalizable and can be transferred to other organizations with appropriate attention to organizational context and environment.

He currently the program manager for the Sustainable Hardware and Affordable Readiness Practice Program (SHARP). is a Navy-wide logistics research and development prgram aimed at the successful transiton of proved technologies inot the fleet. SHARP focuses on reducing acquisition performance capability reliability maintainability and readiness of these systems. Mr. Grubb has served as a department director for the past eleven years. His most recent assignment was as director of the Tactical Computer Resources and Test Equipment Department. This organization provided acquisition and in-service engineering support of the Navy's tectical embedded computers priphirals displays and mass memory storage devices. The organization also provided a complete range of product engineering and metrology engineerig services for SSP NevSeaSysCom and the Trident Program. Prior to this appointment Mr. Grubb was deptuy director psysical security programs department and site responsible for program management and system integration of ashore integrated security systems. Mr. Grubb holds a B.S. degree in industrial engineering from Iowa State Universtiy an M.S. degree in industrial engineering from Purdue University and has copleted the course work (Dec.'96 for a master's degree in public and environment affairs at Indiana University-Purdue Univeristy Indianapolis. Dr. Alfred Skolnick operates System Science Consultants (SSC) specilizing in strategic planning technical program definiton technology assessment and engineering analyses on selected matters of national interest. He has taught physics mathematics and management sciences at University of Virginia and Marymount University and is currently adjunct professor of mathematics at Northern Virginia Community College. In an era of fiscal austerity, downsizing and unforgiving pressure upon human and economic capital, it is an Augean task to identify resources for fresh and creative work. The realities of the day and the practical demands of more immediate fleet needs can often dictate higher priorities. Yet, the Navy must avoid eating its seed corn. Exercising both technical insight and management foresight, the fleet, the R&D community, the Office of the Chief of Naval Operations (OpNav) and the product engineering expertise of the Naval Surface Warfare Center (NSWC) are joined and underway with integrated efforts to marry new, fully demonstrated technologies and operational urgencies. Defense funding today cannot sponsor all work that can be mission-justified over the long term because budgets are insufficient to support product maturation within the classical development cycle. However, by rigorous technical filtering and astute engineering of both marketplace capabilities and currently available components, it is possible in a few select cases to compress and, in effect, integrate advanced development (6.3), engineering development (6.4), weapon procurement (WPN), ship construction (SCN), operation and maintenance (O&M,N) budgetary categories when fleet criticalities and technology opportunities can happily meet. In short, 6.3 funds can be applied directly to ''ripe gateways'' so modern technology is inserted into existing troubled or aging systems, sidestepping the lengthy, traditional development cycle and accelerating practical payoffs to recurrent fleet problems. To produce such constructive results has required a remarkable convergence of sponsor prescience and engineering workforce excellence. It is a generally accepted concept that multiple views are needed in object-oriented analysis or domain analysis techniques. Three commonly adopted models for requirements analysis include object model, functional model and dynamic model. This paper introduces and incorporates the concept of relational modeling into the analysis techniques. Relational modeling mainly deals with two tasks: classification of semantic relations and identification of higher-order system causal relations. Classification of semantic relations supports comparison and evaluation of various relations, which in turn can be used to select suitable methods to process the relations. A higher-order relation depicts the relations between different relations as opposed to the relations between objects often discussed in object modeling. A network of higher-order relations reveals the cause-effect dependency relationships and can facilitate understanding and reasoning of application systems. Furthermore, incorporation of relational modeling techniques can support software reuse in an application domain or across domains.

Undersea technologies in the former Soviet Union

作者： DeHaemer, DJ Dr. Michael J. DeHaemer:is Director of the World Technology Evaluation Center and the Japanese Technology Evaluation Center at Loyola College in Baltimore. He has directed more than a dozen studies of technologies in foreign countries under the sponsorship of the National Science Foundation ARPA Departments of Energy and Commerce and other agencies. He has a continuing interest in assessing foreign technologies in comparison to the United States.—-On the faculty of the Sellinger School of Business at Loyola College Dr. DeHaemer is a former department chairman and an associate professor of information systems and decision sciences. He teaches the strategic use of information technology and human-computer interface design. His research includes user performance with automated speech recognition systems for computers and business applications of artificial intelligence. Dr. DeHaemer completed an earlier career as a submarine officer including command of a ballistic missile submarine. He holds a B.S. degree from the University of Notre Dame and a Master's degree in Operations Analysis from the Naval Postgraduate School. He has an M.B.A. an M.S. in Industrial Engineering and a Ph.D. in Management Information Systems from Rensselaer Polytechnic Institute.

A team of experts, assembled by the World Technology Evaluation Center, visited twenty-five locations in Russia and Ukraine to observe the state of undersea technologies. Academic sites, basic research institutes, industrial development laboratories, and oceanographic operating bases were visited. The report highlights specific technologies that support research submersibles;and critiques the strengths and weaknesses of the ocean technologies establishment. Russia and Ukraine were found to have a number of strengths, especially in test facilities, a large fleet of surface and submersible research vessels, and highly educated and qualified engineers and scientists. Although political and economic conditions need to be over-come, there is motivation for many cooperative commercial or research ventures with both government institutes and new private companies in Russia and Ukraine.

The combination of object-oriented concepts and formal system development methods provides a powerful means for the analysis and design of complex systems. As demonstrated by (A. Hevner and H. Mills, 1993), box structures are a mathematical representation of system views that support object-oriented system development. The authors extend the box description language (BDL) in order for it to support a full description of object-oriented features such as object classes, encapsulation and inheritance. The extended language, object-oriented box description language (OOBDL), provides a semantic and syntactic means of describing objects, classes of objects, and their ability to interact with one another by message passing.< >

作者： JOLLIFF, JV CALLAHAN, CM USN Capt. James V. Jolliff USNgraduated from the U. S. Naval Academy in 1954. Following graduation he served in the USS S. N. Moore (DD—747) and USS Cimarron (AO—22). He received his MS degrees in Naval Architecture from Webb Institute of Naval Architecture and in Financial Management from The George Washington University. He culminated his education at The Catholic University of America where he was awarded his Doctorate in Ocean Engineering in 1972. Capt. Jolliff has served in Naval Shipyards as Ship Superintendent Assistant Repair Officer and Assistant Planning & Estimating Superintendent and as such was primarily concerned with the repair and conversion of U. S. Navy skips. In addition he has served as Maintenance Officer Staff of Commander Mine Force U. S. Pacific Fleet as Co—Chairman of the Naval Engineering Division Engineering Department U. S. Naval Academy and as CV Design Manager in the Advanced Concepts Division and as Head Ship Survivability Office Naval Ship Engineering Center. An active member of ASNE since 1966 he has served as a member of the National Council and is currently the Chairman of the Journal Committee. He has had several papers presented at ASNE Day and published in the Journal and in 1976 was one of the recipients of the ASNE President's Award. At the present time he is assigned as the Commanding Officer Naval Coastal Systems Laboratory (NCSL) Panama City Fla. Mr. Casville M. Callahanis a native of Southwest Virginia where he attended Elementary and Secondary School prior to his three year's service in the U. S. Navy during World War II. He graduated from Lincoln Memorial University Harrogate Tenn. in 1950 receiving his BS degree in Mathematics. In 1952 he received his MS degree in Mathematics from Auburn University Auburn Ala. and taught mathematics at Lincoln Memorial University and at Florida State University Tallahassee Fla. prior to joining the staff of the Mine Defense Laboratory in 1955. Test and Evaluation have become paramount in today's department of Defense acquisition process. Therefore, the U. S. Navy requires both private and public facilities to accomplish the final goals of the “Fly before Buy” concept. Such a facility exists at the Naval Coastal Systems Laboratory (NCSL); an integral part of the Chief of Naval Material's, Director of Navy Laboratories organization. This paper briefly addresses the Laboratory, its mission, and its history. This is followed by an in—depth facilities overview in order to create an understanding of the slow but steady evolution of NCSL's unique fixed facilities. These facilities, when coupled to the local natural environment, provide a unique in situ test and evaluation capability which is unequalled in the United States for assessing seagoing coastal systems. Of prime consideration is the Range Date Acquisition Center (RADAC) and Its ancillary subsystems for tracking, environmental monitoring, communications, and post run analysis. The paper is concluded with a discussion of both past and present use of the aforementioned facilities with an emphasis on user acceptance and future potential growth.
