In an increasingly competitive environment, a more efficient management of resources is of utmost importance. However, despite the recognized importance given to the organization's strategy, many still remain focused on the usual budgeting cycle to financially control their actions. This short-term and incremental tactical behavior does not allow decisors to focus on what lies beyond the horizon. The Organizational Cockpit concept emerges as a strategic management system, in near real time, as an attempt to explain and communicate the organization's strategy at all levels. It fosters strategic performance monitoring and measuring by providing information on how the “flight” is doing, thus creating the conditions to allow strategic navigation, permitting to assess performance and, at the same time, information about actions taken, the resources used and their result. This concept can also be used to assess the organization's performance within the Portuguese Integrated Management System and Performance Evaluation in Public Administration.

As human history has shown, organizations suffer constant changes and adaptations to the environment. Organizations have to be flexible, adaptable and agile, so they can face an increasing inconstant future. Technology has undergone many changes and information has taken a higher level of importance for the evolution of the organizations as competing entities. The Portuguese Air Force Operations Division possesses an established Strategy. The Organizational Cockpit, derived from the metaphor “Flying the Organization”, is a new concept that aims to provides strategic near real time steering in organizations. Strategy representation is made in a map, having all the detailed actions entered into a Balanced Scorecard. Action details, relating to the “Time” dimension, are inserted in the Flight Plan. Like in an aircraft the crucial organizational information is monitored in an organizational cockpit allowing for constant situational-awareness and near real time steering adding flexibility, agility, adaptability and self-awareness to the organizational context.

It is important for organizations to have flexible, personalized and specific views, in order to ensure the availability and visualization of important data that, integrated into the information system, can bring an increment of organizational self- awareness, adaptability, flexibility and agility to the Organization. The creation of a system of views for the information architecture of the Portuguese Air Force is important because it ensures the availability of the necessary information for each user, aiding decision making in real time, given the constant change in the external environment. The lack of appropriate views to the various levels of the Organization defined the problem. The research conducted intended to identify what information had to be seen by the different stakeholders and develop an integrated system of operational views (missionboard), that could improve the operation and introduce a link between the strategic, tactic and operational levels.

Thick graphene which was grown by Chemical Vapor Deposition(CVD) on Nickel substrate and had thickness range about 500nm ~ 1μm was transferred into Si wafer using Hot Pressing with Thermal Release Tape(TRT). After transferring thick graphene into Si wafer, Scotch tape peeling test and Raman spectrum analysis were conducted. Patterning of thick graphene was demonstrated by RIE process with O 2 , Ar gas. Thick graphene etch rate is about 100nm/min at a etching condition which is O 2 -70sccm, Ar-30sccm, chamber pressure-0.055Torr, RF power-150W.

In order to fight the effects of the current international crisis, and in order to keep up with the internal budget cuts and reductions, the Portuguese Air Force is forced to develop mechanisms to improve its efficiency as an organization. An example of these mechanisms is the Integrated Management System (SIAGFA). Its main goal is to increase organizational efficiency, by the reduction of human and material resources, to perform certain management tasks in different areas of interest. The focus of this research is centered mainly in the SIAGFA operational component, specifically in information regarding the operational qualifications, concerning each crew member. It determines whether the individual has the necessary skills to fly a specific aircraft and what missions he can execute within the range of missions for which the aircraft is intended. The research, based on Organizational engineering concepts and on Information Architecture methodology, identified the necessary requirements for integrating the different operational qualification events within the same baseline, providing a basis framework for cataloguing and identifying who is qualified, who is missing some event to be qualified and who has lost qualification.

We propose a general framework to analyze incentives for user cooperation, and characterize the tradeoff between fairness and efficiency for cooperative networks. More specifically, we define the incentive region as a set of action profiles that provides cooperation benefits to all users and focus on the optimization of efficiency and fairness within this region. We introduce a linear resource allocation (LRA) scheme and show that most existing fairness measures can be converted to LRA with different linear coefficient vectors. We then propose the concept of strong price of fairness (SPoF) to study the network efficiency of the strong equilibrium. We show that both the SPoF and fairness measures are connected to the linear coefficient vector of LRA, which makes it possible to study the fairness and efficiency relationship. We then use the random access (RA) system as an example to show how to use the proposed framework to study a specific wireless network.

Different from the conventional operation mode in existing taxi dispatch systems, in this paper, we envision a new cyber-technology enabled taxi dispatch system which can efficiently provide vacant taxis with cruising route suggestions, not to respond to any specific pick-up request but instead, hoping to find prospective customers (such system is also complementary to the conventional operation mode). We address the Taxi Cruising Guidance (TCG) problem with the objective being to minimize the Global Vacant Rate (GVR), which is defined as the ratio of traveling miles with no passenger onboard, to the total traveling miles in a given time period. We propose a number of heuristic solutions and conduct comprehensive performance evaluations based on large-scale simulations. A case study is also presented by utilizing real traces collected from taxis in the city of Shanghai. As part of our research, we leverage a well-known microscopic traffic simulator (called TRANSIMS) to demonstrate that the application of TCG is also beneficial to traffic management.
