This paper presents a road traffic estimation method using a GSM mobile phone as a probe. The technique relies on localization by signal strength matching. Our emphasis is on the unusual-large size of the database. We built a module that automatically collects location-signal with one second refresh rate and carried it along a test route to collect database. To handle big database, we additionally present a noise reduction algorithm, which eliminates bad data and compacts the database. For the localization algorithm, the fast nearest neighbor strategy is applied in the database matching to reduce computation time. The position estimations which formerly implemented noise reduction are compared with the ordinary results. Furthermore, we compared the computation time of the fast nearest neighbor algorithm to the normal method. The results show that the mobile phone positioning based on signal strength pattern matching can locate its location down to 63 meter accuracy.

This paper presents a new method to solve unit commitment problem with operating constraints using a hybrid ant system/priority list method (HASP). The proposed methodology employs ant system in cooperating with the priority list method to find unit commitment solution as means of mutually combining the advantages of them in that a flexibility of the priority list method is reinforced, while AS algorithm can gain the benefit of using bias information for improving its performance during search process. The simulation results show that the proposed HASP is capable of obtaining satisfactory solution within reasonable computational time. Moreover, the proposed HASP can be extensively applied to handle the ramp rate limits and the operating reserve constraint, which are important for modern power system operation.

There have been a number of methods proposed for accurate state of charge (SOC) estimation of a battery as an important role of the battery management system (BMS). However, adequate test data of batteries and BMS development costs must be taken into consideration before application in actual vehicles. In addition, different algorithms need to be adopted according to the type of energy storage device and system configuration. For a mild-HEV hybrid energy storage device that uses the ultracapacitor module and the VRLA battery, the small capacitance of ultracapacitor module makes accurate SOC difficult. Accordingly, this paper introduces a dynamic SOC estimation algorithm capable of SOC compensation of the ultracapacitor module even when there is current input and output. A cycle profile that simulates the operating conditions of a mild-HEV was applied to a vehicle simulator to verify the effectiveness of the proposed algorithm based on testing.

A method for quasi-direct pole placement is presented for a class of retarded time delay systems with a single control input. The pole placement is done in two steps. First, a number of dominant poles, smaller than the number of controller parameters, are directly assigned. This leads to constraints on the controller parameters. By using the singular value decomposition a simple parameterization of all controllers satisfying these constraints is obtained. In the second step, the remaining degrees of freedom in the parameter space are used to shift the remaining part of the system spectrum as far to the left as possible. It is done using an optimization procedure for nonsmooth, nonconvex functions. An extensive real-plant example is presented to demonstrate the application of the novel pole placement procedure.

The paper presents an optimization based algorithm for stabilizing retarded systems using a state derivative feedback controller. It is shown that an application of such a controller results in neutral dynamics of the closed loop system if small feedback delays occur. Therefore, the strong stability theory of neutral systems needs to be considered in the controller synthesis problem. The stabilization approach is based on minimizing the spectral abscissa of the closed loop system over the controller parameter space, subject to a strong stability constraint.

This paper presents an optimal PI controller for Automatic reactive power Regulators (AQR) which equip some French hydro power plants. The developed AQR algorithm participates to secondary voltage control following some control performance criteria required by the Transmission system Operator. controller parameters are calculated by solving a constrained nonlinear optimization that maximizes the robustness of the feedback control while incorporating the control performance specifications. That involves a 'worst case' design approach which takes into account modeling uncertainties and gain variations in the operating domain. Moreover a mere anti-windup strategy has been achieved in the AQR algorithm. Referring to Matlab simulations and measurements carried out on a 110 MVA pilot hydro unit, results are complying with demands.
