Using an ensemble of redistricting plans, we evaluate whether a given political districting faithfully represents the geo-political landscape. Redistricting plans are sampled by a Monte Carlo algorithm from a probability distribution that adheres to realistic and non-partisan criteria. Using the sampled redistricting plans and historical voting data, we produce an ensemble of elections that reveal geo-political structure within the state. We showcase our methods on the two most recent districtings of NC for the U.S. House of Representatives, as well as a plan drawn by a bipartisan redistricting panel. We find the two state enacted plans are highly atypical outliers whereas the bipartisan plan accurately represents the ensemble both in partisan outcome and in the fine scale structure of district-level results. Magnetic-free nonreciprocal photonic platform based on time-modulated graphene capacitors

We propose a paradigm for the realization of nonreciprocal photonic devices based on time-modulated graphene capacitors coupled to photonic waveguides, without relying on magneto-optic effects. The resulting hybrid graphene-dielectric platform is low loss, silicon compatible, robust against graphene imperfections, scalable from terahertz to near-infrared frequencies, and it exhibits large nonreciprocal responses using realistic biasing schemes. We introduce an analytical framework based on solving the eigenstates of the modulated structure and on spatial coupled mode theory, unveiling the physical mechanisms that enable nonreciprocity and enabling a quick analysis and design of optimal isolator geometries based on synthetic linear and angular momentum bias. Our results, validated through harmonic-balance full-wave simulations, confirm the feasibility of the introduced low-loss (<3 dB) platform to realize large photonic isolation through various mechanisms, such as narrow-band asymmetric band gaps and interband photonic transitions that allow multiple isolation frequencies and large bandwidths. We envision that this technology may pave the wave to magnetic-free, fully integrated, and CMOS–compatible nonreciprocal components with wide applications in photonic networks and thermal management.

SummaryBackgroundAcross low-income and middle-income countries (LMICs), one in ten deaths in children younger than 5 years is attributable to diarrhoea. The substantial between-country variation in both diarrhoea incidence and mortality is attributable to interventions that protect children, prevent infection, and treat disease. Identifying subnational regions with the highest burden and mapping associated risk factors can aid in reducing preventable childhood diarrhoea. MethodsWe used Bayesian model-based geostatistics and a geolocated dataset comprising 15 072 746 children younger than 5 years from 466 surveys in 94 LMICs, in combination with findings of the Global Burden of Diseases, Injuries, and Risk Factors Study (GBD) 2017, to estimate posterior distributions of diarrhoea prevalence, incidence, and mortality from 2000 to 2017. From these data, we estimated the burden of diarrhoea at varying subnational levels (termed units) by spatially aggregating draws, and we investigated the drivers of subnational patterns by creating aggregated risk factor estimates. FindingsThe greatest declines in diarrhoeal mortality were seen in south and southeast Asia and South America, where 54·0% (95% uncertainty interval [UI] 38·1–65·8), 17·4% (7·7–28·4), and 59·5% (34·2–86·9) of units, respectively, recorded decreases in deaths from diarrhoea greater than 10%. Although children in much of Africa remain at high risk of death due to diarrhoea, regions with the most deaths were outside Africa, with the highest mortality units located in Pakistan. Indonesia showed the greatest within-country geographical inequality; some regions had mortality rates nearly four times the average country rate. Reductions in mortality were correlated to improvements in water, sanitation, and hygiene (WASH) or reductions in child growth failure (CGF). Telemedicine offers the ability to provide real-time medical support, education, and care to remote and austere locations under limited bandwidth restrictions. These types of communication channels can easily be overwhelmed and delays or interruptions make communication difficult, if not impossible. These interruptions destroy the temporal orientation of communication resulting in significant cognitive loading. The objective of this research was to lower cognitive load and minimize digital communication bandwidth by developing a priority model from perceptual quality and content focus of telemedical video. H.264/AVC encoding was used to encode two types of medical context with varying bitrates, frame rates, and frame sizes. Telemedical video contexts were room awareness, and medical procedure. Objective quality and subjective quality tests were performed using Structural Similarity (SSIM) and perceptual feedback, respectively. The objective of this research is to develop context specific telemedicine communication models for the highest perceptual quality for available bandwidth for the purpose of increased temporal orientation and decreased cognitive load. Our research presents a method to select the best encoding parameters (maximum bitrate, frame rate and frame size) for the medical context to minimize bandwidth and maintain diagnostic and education quality.

Given the difficulty of invasive methods to assess muscle action during natural human movement, surface electromyography (sEMG) has been increasingly used to capture muscle activity in relation to kinesiological analysis of specific tasks. Isolated isometric, concentric and eccentric forms of muscle action have been receiving the most attention for research purposes. Nevertheless natural muscle action frequently involves the use of a preceding eccentric muscle action as a form of potentiation of immediate muscle concentric action, in what is designated as muscle stretch-shortening cycle (SSC). The most frequently applied protocols for the evaluation of SSC on vertical jumps are by virtue of their reproducibility and control of experimental conditions, squat jump (SJ) without countermovement (CM), countermovement jump (CMJ) with long CM and drop jump (DJ) with short CM. The methods used to extract information and relationship of the captured signals also present a high diversity, with the question about the consistency of the methods and obtained results. The objective of this study is to evaluate the consistency of the analysis and results by applying different EMGs signal analysis techniques related to strategic muscle groups of the lower limbs at different countermovement evaluated in vertical jumps. Raw sEMG signals of 5 lower limb muscles of 6 subjects during SJ, CMJ and DJ were rectified, filtered and obtained their envelope, and then correlated (CR) for detection of synergistic, agonist and antagonist activity, applied principal component analysis (PCA) for the detection of uncorrelated components explaining maximum variability and normalized cross-correlation (CCRN) for detection of maximum correlations and time lag. CR of EMG envelopes presented higher coactivities (CoA) in DJ relative to SJ and these CoA superior to CMJ with greater synergy in DJ relative to SJ and CMJ that present several loop cycles corresponding to time lag of activity. Since phage-bacteria interactions are among the most abundant in nature, they have become in the object of intensive study. In particular, how phages evolved temperateness - the propensity of the phage to enter lysogeny - and how temparateness has been optimized, remains poorly understood. In this work, we study the advantages of the lysogeny over the lytic path in phages under fluctuating environments. Also we explore how multiplicity of infection (MOI) drives the decision made by the phage. We found that temperate phages might use the lysogenic path to protect themselves from long periods of bad conditions. Additionally, phages with MOI strategies might have better chances of survive long periods of detrimental conditions.

Autism Spectrum Disorder is a pervasive developmental disorder that will affect children in terms of interpersonal communication, social interaction, and imaginative levels in play. Many therapies to help the motor neuron performance is one of them Pretend Play. Pretend Play is a therapy that invites children in playing to demonstrate something else and tell how to use objects that are considered in the child's imagination. However, in the era of highly developed technology, many fields have used the Augmented Reality method as a visualization of various aspects. With this method researchers will present the therapeutic visualization of the block to 3D transportation tool that is useful for strengthening motor nerves and visual strength of the child. The system can run well during marker detection, marker movement, and 3D object display with the accuracy of precision angle and distance between virtual world with real world reach 100% with angle 0 at distance 31 cm and the maximum distance from the marker is 46 cm and the maximum angle is 30˚.

In spite of considerable evidence of the effectiveness of active learning and other contemporary teaching methods, barriers to adoption of those methods, such as possible student resistance, continue to exist. This study addresses student resistance by analyzing data from 1,051 students who completed our Student Response to Instructional Practices (StRIP) instrument in 18 introductory engineering courses where active learning was implemented. Through descriptive statistics, correlation analyses, and hierarchical linear regression modeling, we demonstrate that students ‘perceptions of their instructors’ use of explanation and facilitation strategies can have a significant impact on student resistance. This study provides a more complete picture of the relative efficacy of these strategies to reduce resistance and confirms that students ‘perceptions of their instructors’ use of these strategies can influence both how students engage with active learning and how students evaluate the course and instructor. We provide evidencebased advice for both new and experienced instructors to reduce student resistance to active learning and other contemporary teaching methods. © 2018 National Science Teaching Association.
