This case study analyzes how value is created in the development process of a collaborative training product-service system (PSS) designed for provincial government officials in Vietnam. This initiative, part of the USAID Strengthening Provincial Capacity (USAID SPC) project, encapsulates a series of training solutions designed to empower officials with key skills in engineering and technology management, including the knowledge to improve global value chains, upgrade technology infrastructure and sustainable production models. A primary driver for the “four-day course delivery”, the PSS analyzed in this study, was to bolster economic competitiveness at the provincial level in the context of Industrial Revolution 4.0 (IR 4.0). This case study offers lessons on stakeholder-value mapping and recommendations for future approaches to training courses development that enhances capacity development. These trainings aligned with the demands of balancing organizational development and public value creation in the context of developing countries transitioning to a knowledge economy, such as Vietnam. The learnings from this case study may provide a blueprint for similar endeavors in other countries navigating the complexities of digital transformation of public services.

Crowdsourcing through telematics and mobile platforms has been heavily researched for transport applications in the last decade, falling in the realm of intelligent transport systems (ITS). The value of crowdsourced data lies in enabling the participation of the key stakeholders for a human-centric, user-oriented, and reliable information system. On the other hand, there is a need for robust systems for public transport telematics. This study demonstrates the power of crowdsourced open data for promoting fuel efficiency and eco-driving practices on bus operations through the pilot implementation of a real-time smartphone-based bus monitoring system for the EDSA Busway. The platform is integrated with the SafeTravelPH public transport crowdsourcing app. Through collaboration with operators and drivers, the prototype collected real-time data on vehicle operation, passenger boarding and alighting and vehicle occupancy feeds. An innovative approach in capturing vehicle operating parameters, including engine RPM, speed, and fuel levels, is implemented using image processing and artificial intelligence (AI) techniques. Various fuel efficiency indices that can provide sound bases for the evaluation of bus driving behavior and fuel-efficient bus operations are presented.

Multi-Objective Transmission Expansion: An Offshore Wind Power Integration Case Study

Despite ambitious offshore wind targets in the U.S. and globally, offshore grid planning guidance remains notably scarce, contrasting with well-established frameworks for onshore grids. This gap, alongside the increasing penetration of offshore wind and other clean-energy resources in onshore grids, highlights the urgent need for a coordinated planning framework. Our paper describes a multi-objective, multistage generation, storage and transmission expansion planning model to facilitate efficient and resilient large-scale adoption of offshore wind power. Recognizing regulatory emphasis and, in some cases, requirements to consider externalities, this model explicitly accounts for negative externalities: greenhouse gas emissions and local emission-induced air pollution. Utilizing an 8-zone ISO-NE test system and a 9-zone PJM test system, we explore grid expansion sensitivities such as impacts of optimizing Points of Interconnection (POIs) versus fixed POIs, negative externalities, and consideration of extreme operational scenarios resulting from offshore wind integration. Our results indicate that accounting for negative externalities necessitates greater upfront investment in clean generation and storage (balanced by lower expected operational costs). Optimizing POIs could significantly reshape offshore topology or POIs, and lower total cost. Finally, accounting for extreme operational scenarios typically results in greater operational costs and sometimes may alter onshore line investment. Copyright © 2023, The Authors. Persons who have experienced a prior myocardial infarction (MI) are at a greater risk of experiencing a secondary event. External factors, such as stress, can cause transient hypertension, further increasing cardiovascular disease risk. However, challenges to monitoring stress-induced hypertension include obtrusiveness of monitoring devices, unknown validity in high-risk populations, and unsubstantiated sensitivity in stressful environments. In this pilot study, we investigated data from a validated, multimodal, wearable patch to examine physiological correlates of laboratory-based hypertensive stress responses. The device collected electrocardiogram, seismocardiogram, and photoplethysmogram signals from 35 participants (26 post-MI and 9 healthy participants) during a protocol involving a public speaking stressor. We calculated the change from rest to stress in 10 features extracted from these signals and assessed their correlation to stress-induced changes in mean arterial pressure (MAP) derived from a validated brachial pressure cuff. MAP changes correlated significantly with changes in heart rate (p<0.001, r=0.69), left ventricular ejection time (p<0.001, r=-0.63), pulse arrival time (p<0.001, r=-0.58), and pulse transit time (p<0.001, r=-0.56) captured by the *** relevance— We demonstrate the potential of a multimodal patch to capture multiple physiological correlates of stress-induced hypertension with moderate dose-response effect sizes. Future work with larger populations could combine these physiological correlates for the purpose of cardiovascular risk stratification using low-burden technologies.

In this demonstration paper, we present FixCyprus, which is a cost-effective crowdsourcing service for road transportation authorities in Cyprus to gather information and manage defects and incidents on the road network and surrounding infrastructure (e.g., pavements, lighting, drinking water pipes, etc.). The production service, which includes a lightweight and user-friendly mobile application for sharing image-annotated incident reports, is already operating nationwide for six months providing significant budget savings by reducing field inspections and the use of expensive equipment. We will demonstrate FixCyprus using two modes: i) Interactive mode, where attendees will be able to create and submit their own dummy incident reports and see the end-to-end processing flow in a test environment and ii) Trace-driven mode, where attendees will be able to visualize a large number of synthetic reports, see the workload for manually managing them, and explore enhancements that are underway for automating some of the underlying tasks using machine learning.

The Neural Networks Based Needle Detection for Medical Retinal Surgery

In recent years, deep learning technology has developed rapidly, and the application of deep neural networks in the medical image processing field has become the focus of the spotlight. This paper aims to achieve needle position detection in medical retinal surgery by adopting the target detection algorithm based on YOLOv5 as the basic deep neural network model. The state-of-the-art needle detection approaches for medical surgery mainly focus on needle structure segmentation. Instead of the needle segmentation, the proposed method in this paper contains the angle examination during the needle detection process. This approach also adopts a novel classification method based on the different positions of the needle to improve the model. The experiments demonstrate that the proposed network can accurately detect the needle position and measure the needle angle. The performance test of the proposed method achieves 4.80 for the average Euclidean distance between the detected tip position and the actual tip position. It also obtains an average error of 0.85 degrees for the tip angle across all test sets. Copyright © 2023, The Authors. All rights reserved.

Environmental monitoring plays a crucial role in understanding the impact of human activities on our ecosystems. However, the cost and complexity of traditional monitoring systems often hinder widespread deployment, especially in resource-constrained regions. This research paper explores the feasibility and effectiveness of employing Arduino Internet of Things (IoT) modules as a low-cost alternative for environmental research monitoring. The study focuses on designing and implementing an Arduino-based environmental monitoring system capable of gathering real-time data on key environmental parameters, such as temperature, humidity, air quality, and soil moisture. The hardware setup comprises Arduino microcontrollers interfaced with a range of environmental sensors and connectivity modules for data transmission. To assess the system's reliability and accuracy, a series of field experiments were conducted in diverse environmental settings, including urban areas, agricultural zones, and natural habitats. The collected data was compared against measurements from conventional monitoring equipment to validate the Arduino-based system's performance. The research demonstrates that the Arduino IoT modules can effectively monitor and transmit environmental data with a reasonable level of accuracy and stability, making them suitable for various environmental research applications. The low-cost nature of Arduino components and the open-source ecosystem facilitate customization and scalability, enabling researchers and organizations to develop tailored monitoring solutions for specific environmental contexts. Additionally, the paper discusses the challenges and limitations encountered during the deployment of Arduino-based monitoring systems, including power constraints, sensor calibration, and data processing techniques. The COVID-19 pandemic underscored the critical need for rapid epidemic trend identification and effective intervention strategies to mitigate disease progression and its socio-economic impact. Concurrent with emerging threats, endemic diseases like dengue continue to strain healthcare systems, particularly in populous, economically challenged nations. This paper introduces AVSim (Airborne and Vectorborne Simulator), an agent-based model designed to provide granular insights for optimizing resource allocation within existing healthcare management frameworks. AVSim leverages realistic human mobility and behavioral patterns to simulate disease propagation within a detailed, scalable environment encompassing homes, schools, hospitals, and commercial venues. Human movement is modeled based on occupational and behavioral patterns, including age-specific activities. The simulator incorporates age- and environment-specific disease outcomes, host-host and host-vector interactions, and multiple disease stages, including mild, severe, and critical phases. Immunity, quarantine, and hospitalization are also modeled. Furthermore, AVSim supports tracing the path of disease spread, providing micro-level insights into transmission dynamics. Implemented in Python, AVSim offers flexibility and extensibility, enabling users to create highly customized scenarios for airborne and vector-borne disease modeling. Case studies demonstrating AVSim’s application to COVID-19 and dengue illustrate its potential for generating actionable epidemic insights, thereby enhancing public health planning and response. © 2025, CC BY-SA.

Distributed energy resources (DERs) are increasingly being considered as an attractive solution to the non-wire alternative problem, given their various benefits to the system. However, high levels of DER penetration can result in unanticipated electric grid operating conditions, as they are traditionally not considered in planning processes by the transmission utilities. Consequently, there arises a need to value DERs based on the impacts they have on the overall system as viewed from a transmission level. This paper presents three metrics to quantify the impacts caused by the addition of DERs to an existing system. The proposed approach employs a statistical approach to measure the shift of critical system parameters from normal operating conditions due to the addition of DERs. A test system developed based on the western Kansas region is used to analyze the impact of DERs and demonstrate the usefulness of the proposed method. The results provide additional insights on how value of DERs can be studied based on the candidate location of installation.

With almost half the Indian population facing water stress [42], likely to be aggravated with climate change [76, 122], an intersecting crises of environment, livelihood, and social justice can worsen the vulnerability of rural communities that are directly dependent upon water resources for their livelihood and sustenance. To address this challenge of rural water security especially for marginalized communities, MGNREGA is a public works and employment generation scheme in India that contributes towards the construction of water related assets such as farm ponds, checkdams, and trenches and bunds, to improve irrigation and climate resilience of rural communities. MGNREGA is a demand-driven scheme that solicits demands for water related assets through the local governance structure in India of village-level community meetings called Gram Sabhas. In many areas, Civil Society Organizations (CSOs) and community based institutions also play a significant role by coordinating participatory processes to build the capacity of rural community members to participate in local governance and demand such assets under MGNREGA. However, through multiple field visits, we observed a need to strengthen local processes with appropriate data and tools to support context-sensitive and evidence-based bottom-up planning. In this study, we adopt an approach of building a digital participatory tool, built on a technology stack that encapsulates different geospatial datasets, to answer key research questions of whether such technology artefacts can improve the participation of rural communities in water security planning and management, through, (1) community empowerment by building a data-driven understanding of water security, (2) ecological sustainability of water resources through scientific planning of assets, and (3) equity led participatory processes to improve fairness in the distribution of assets.
