The NSF-funded Redshirt in engineering Consortium was formed in 2016 with the goal of enhancing the ability of academically talented but underprepared students coming from low-income backgrounds to successfully graduate with engineering degrees. The Consortium takes its name from the practice of redshirting in college athletics, with the idea of providing an extra year and support to help promising engineering students complete a bachelor's degree. The Consortium builds on the success of three existing "academic redshirt" programs and expands the model to three new schools. The Existing Redshirt Institutions (ERIs) help mentor and train the new Student Success Partners (SSPs), and SSPs contribute their unique expertise to help ERIs improve existing Redshirt programs. The Redshirt model consists of seven main programmatic components aimed at improving the engagement, retention, and graduation of students underrepresented in engineering. These components include: "intrusive" academic advising and support services, an intensive first-year academic curriculum, community-building (including pre-matriculation summer programs), career awareness and vision, faculty mentorship, NSF S-STEM scholarships, and second-year support. Successful implementation of these activities is intended to produce two main long-term outcomes: a six-year graduation rate of 60%-75% for Redshirt students, and increased rates of enrollment and graduation of Pell-eligible, URM, and women students in engineering at participating universities. In the first year of the grant (AY 16-17), SSPs developed their own Redshirt programs, hired and trained staff, and got their programs off the ground. ERIs implemented faculty mentorship programs and expanded support to Redshirt students into their sophomore year. More than any other infectious disease epidemic, the COVID-19 pandemic has been characterized by the generation of large volumes of viral genomic data at an incredible pace due to recent advances in high-throughput sequencing technologies, the rapid global spread of SARS-CoV-2, and its persistent threat to public health. However, distinguishing the most epidemiologically relevant information encoded in these vast amounts of data requires substantial effort across the research and public health communities. Studies of SARS-CoV-2 genomes have been critical in tracking the spread of variants and understanding its epidemic dynamics, and may prove crucial for controlling future epidemics and alleviating significant public health burdens. Together, genomic data and bioinformatics methods enable broad-scale investigations of the spread of SARS-CoV-2 at the local, national, and global scales and allow researchers the ability to efficiently track the emergence of novel variants, reconstruct epidemic dynamics, and provide important insights into drug and vaccine development and disease control. Here, we discuss the tremendous opportunities that genomics offers to unlock the effective use of SARS-CoV-2 genomic data for efficient public health surveillance and guiding timely responses to COVID-19. © 2021, CC BY-NC-ND.

We forecast 1,000,000 COVID-19 cases outside of China by March 31st, 2020 based on a heuristic and WHO situation reports. We do not model the COVID-19 pandemic;we model only the number of cases. The proposed heuristic is based on a simple observation that the plot of the given data is well approximated by an exponential curve. The exponential curve is used for forecasting the growth of new cases. It has been tested for the last situation report of the last day. Its accuracy has been 1.29% for the last day added and predicted by the 57 previous WHO situation reports (the date 18 March 2020). Despite substantial declines since 2000, lower respiratory infections (LRIs), diarrhoeal diseases, and malaria remain among the leading causes of nonfatal and fatal disease burden for children under 5 years of age (under 5), primarily in sub-Saharan Africa (SSA). The spatial burden of each of these diseases has been estimated subnationally across SSA, yet no prior analyses have examined the pattern of their combined burden. Here we synthesise subnational estimates of the burden of LRIs, diarrhoea, and malaria in children under-5 from 2000 to 2017 for 43 sub-Saharan countries. Some units faced a relatively equal burden from each of the three diseases, while others had one or two dominant sources of unit-level burden, with no consistent pattern geographically across the entire subcontinent. Using a subnational counterfactual analysis, we show that nearly 300 million DALYs could have been averted since 2000 by raising all units to their national average. Our findings are directly relevant for decision-makers in determining which and targeting where the most appropriate interventions are for increasing child survival. © 2022, The Author(s).

Corrections to “On the Decidability and Complexity of Diagnosability for Labeled Petri Nets” [Nov 17 5931-5938]

This note aims to correct a complexity result in our paper that investigates the verification of diagnosability for unbounded Petri nets. The main result of [1] is Theorem IV.1, which shows that the diagnosability verification problem can be reduced to a Petri net model checking problem called Yen's problem [2]. This main reduction is still correct. However, it was pointed out by Atig and Habermehl [3] that Yen's original complexity result is not completely correct 1. Specifically, they showed that: (i) in general, Yen's problem is still decidable, but it is as hard as the reachability problem, which corrects the original EXPSPACE-completeness claim in [2]; and (ii) for a special case called the increasing fragment, Yen's problem can be solved in EXPSPACE.

The diurnal cycle CO2 emissions from fossil fuel combustion and cement production reflect seasonality, weather conditions, working days, and more recently the impact of the COVID-19 pandemic. Here, for the first time we provide a daily CO2 emission dataset for the whole year of 2020 calculated from inventory and near-real-time activity data (called Carbon Monitor project: https://***) for power generation (for 29 countries), industry (for 73 countries), road transportation (for 406 cities), aviation and maritime transportation and residential fuel use sectors (which we estimate for 206 countries). It was previously suggested from preliminary estimates that did not cover the entire year of 2020 that the pandemics may have caused more than 8% annual decline of global CO2 emissions. Here we show from detailed estimates of the full year data that the global reduction was only 5.4% (-1,901 MtCO2, ±7.2% for 2-sigma range). This decrease is 5 times larger than the annual emission drop at the peak of the 2008 Global Financial Crisis. However, global CO2 emissions gradually recovered towards 2019 levels from late April with global partial re-opening. More importantly, global CO2 emissions even increased slightly by +0.9% in December 2020 compared with 2019, indicating the trends of rebound of global emissions. Later waves of COVID-19 infections in late 2020 and corresponding lockdowns have caused further CO2 emissions reductions particularly in western countries, but to a much smaller extent than the declines in the first wave. Despite partial mobility restrictions in European countries and in some US States that have been affected by the second and third waves of the pandemics, emission reductions observed in Autumn 2020 were much smaller than those of Spring 2020. That even substantial world-wide lockdowns of activity led to a one-time decline in global CO2 emissions of only 5.4% in one year highlights the significant challenges for climate change mitigation

Small Caribbean island power systems face numerous unique policy, technical, infrastructural and financial challenges which have stymied electric vehicle (EV) adoption. This paper outlines the approach to strategically plan for long-term EV penetration toward the development of an EV policy in Trinidad and Tobago with application to other Caribbean territories. Through analysis of the EV registration processes and roles of local stakeholders, legislation and coordinated enforcement processes have been identified to ensure safe development of EV systems. Internationally accepted practices have also been suitably modified for adoption by small island developing states (SIDS) to ensure an enabling environment for EVs is legislated.

Background: Experimental and epidemiological studies indicate an association between exposure to particulate matter (PM) air pollution and increased risk of type 2 diabetes. In view of the high and increasing prevalence of diabetes, we aimed to quantify the burden of type 2 diabetes attributable to PM_2·5 originating from ambient and household air pollution. Methods: We systematically compiled all relevant cohort and case-control studies assessing the effect of exposure to household and ambient fine particulate matter (PM_2·5) air pollution on type 2 diabetes incidence and mortality. We derived an exposure–response curve from the extracted relative risk estimates using the MR-BRT (meta-regression—Bayesian, regularised, trimmed) tool. The estimated curve was linked to ambient and household PM_2·5 exposures from the Global Burden of Diseases, Injuries, and Risk Factors Study 2019, and estimates of the attributable burden (population attributable fractions and rates per 100 000 population of deaths and disability-adjusted life-years) for 204 countries from 1990 to 2019 were calculated. We also assessed the role of changes in exposure, population size, age, and type 2 diabetes incidence in the observed trend in PM_2·5-attributable type 2 diabetes burden. All estimates are presented with 95% uncertainty intervals. Findings: In 2019, approximately a fifth of the global burden of type 2 diabetes was attributable to PM_2·5 exposure, with an estimated 3·78 (95% uncertainty interval 2·68–4·83) deaths per 100 000 population and 167 (117–223) disability-adjusted life-years (DALYs) per 100 000 population. Approximately 13·4% (9·49–17·5) of deaths and 13·6% (9·73–17·9) of DALYs due to type 2 diabetes were contributed by ambient PM2·5, and 6·50% (4·22–9·53) of deaths and 5·92% (3·81–8·64) of DALYs by household air pollution. Background: Implementation and process evaluation is vital for understanding how interventions function in different settings, including if and why interventions have different effects or do not work at all. Objective: This paper presents the protocol for an implementation and process evaluation embedded in a multicenter randomized controlled trial conducted in Denmark and Norway (the selfBACK project). selfBACK is a data-driven decision support system that provides participants with weekly self-management plans for low back pain. These plans are delivered through a smartphone app and tailored to individual participants by using case-based reasoning methodology. In the trial, we compare selfBACK in addition to usual care with usual care alone. Methods: The aim of this study is to conduct a convergent mixed-methods implementation and process evaluation of the selfBACK app by following the reach, effectiveness, adoption, implementation, and maintenance framework. We will evaluate the process of implementing selfBACK and investigate how participants use the intervention in daily life. The evaluation will also cover the reach of the intervention, health care provider willingness to adopt it, and participant satisfaction with the intervention. We will gather quantitative measures by questionnaires and measures of data analytics on app use and perform a qualitative exploration of the implementation using semistructured interviews theoretically informed by normalization process theory. Data collection will be conducted between March 2019 and October 2020. Results: The trial opened for recruitment in February 2019. This mixed-methods implementation and evaluation study is embedded in the randomized controlled trial and will be collecting data from March 2019 to October 2020;dissemination of trial results is planned thereafter.
