The ability to handle threats, such as disinformation, manipulation of public opinion, and disruption of critical supplies, is becoming increasingly important, thus, necessitating, among other strategies, efforts to establish a proper risk communication to the public. This paper addresses the need for more empirical research in this area to contribute to the development of an in-depth understanding of public risk communication that includes information-related threats and cyber issues. The study involves officials of three public organizations entrusted with safety and security in society: the police, the rescue service, and the county administrative board of a county in the middle of Sweden. The results detail the recognition of risks to be communicated, the organization of the communication process, the messages that these actors seek to bring forth, and to whom as well as challenges of public risk communication in the digital era. The findings indicate that information-related and cyber risks are increasingly essential to consider as an additional layer of public communication. Two implications emerged as particularly important: (1) all communication about risks and crises must consider the systemic risk of mis- and disinformation, and (2) tailored communication about the risks interrelated with disinformation should use human-centered, dialogue-based, and moderated approaches. Further research can focus on associated challenges, considering the distribution of responsibilities, inter-organizational information sharing and cooperation, and the possibly stochastic effects on critical (information) infrastructures and, ultimately, societal values. © IFIP International Federation for Information Processing 2025.

Ferroelectric Semimetals with α−Bi/SnSe van der Waals Heterostructures and Their Topological Currents

We show that proximity effects can be utilized to engineer van der Waals heterostructures (vdWHs) displaying semimetallic spin-ferroelectricity locking, where ferroelectricity and semimetallic spin states are confined to different layers, but are correlated by means of proximity effects. Our findings are supported by first principles calculations involving α−Bi/SnSe bilayers. We show that such systems support ferroelectrically switchable nonlinear anomalous Hall effect originating from large Berry curvature dipoles as well as direct and inverse spin Hall effects with giant bulk spin-charge interconversion efficiencies. The giant efficiencies are consequences of the proximity-induced semimetallic nature of low energy electron states, which are shown to behave as two-dimensional pseudo-Weyl fermions by means of symmetry analysis and first principles calculations as well as direct angle-resolved photoemission spectroscopy measurements.

A review of the economic viability of microgrids has been of high significance, considering the readiness of the global community to advance alternative energy generation resources from fossil fuels. Rural areas have been a critical point of various renewable energy studies due to electrification challenges in most rural areas worldwide. This review is driven by the fact that limited access to electricity affects rural communities' daily economic activities and social empowerment security. This limited access is due to a lack of electrification and generation capacity shortage as electricity demand increases due to population growth. We are conducting this study to explore new ways to bring affordable and dependable electricity to the rural areas of Limpopo province. This paper presents an economic review of implementing population size-dependent microgrids in the province. Four random rural areas with different population sizes have been selected. These areas have almost the same global solar horizontal irradiance and temperatures. The study areas are Ga-Masekwa, Ka-Dzingidzingi, Duthuni, and Mookgopong NU. The Herman-Beta method for peak load estimations and Homer Pro software have been employed to estimate location load profiles and simulate microgrid configurations. The study analyzed different solar power configurations, including solar PV/grid, solar PV/battery, and solar PV/grid/battery, to determine the best microgrid for each area. The results showed that the solar PV/grid configuration is the most cost-effective, with the least net present cost (NPC), levelized cost of energy (LCOE), and high returns of investments. The NPC of study areas sequentially is 284211, 4M, 7.3M, and 13.2M, respectively, and their levelized cost of energy is 0.124/kWh, 0.068/kWh, 0.065/kWh, and 0.064/kWh, respectively. This study gives scope to the economic standpoints of other locations with the same population characteristics. © 2024 IEEE.

In an era of rapid technological innovation, this article provides a comprehensive examination of Gallium Nitride (GaN) Metal-Oxide-Semiconductor Field-Effect Transistors (MOSFETs). This letter addresses the problem of output feedback stabilization for a class of uncertain planar systems with unknown nonlinear structures. The underlying philosophy behind the proposed approach is primarily to revamp/advance the classical lead compensator with an arctangent function-based mechanism that assures bounded control magnitudes, leading to a new design methodology not only conquering the obstruction in constructing state observers but also directing the design of a bounded output feedback stabilizer. Inheriting and leveraging the stability-increasing capability offered by lead compensators, the resultant controller is capable of dealing with systems even suffering from unknown nonlinear structures and measurements concurrently. The strategy presented is further expanded to formulate a bounded output feedback output consensus protocol for uncertain planar two-agent systems with unknown nonlinear heterogeneous dynamics. © 2017 IEEE.

Preceding vehicle identification is crucial for establishing cooperative platooning. This paper presents the development of a prototype preceding vehicle identification system (PVIS) and its field evaluation for the assessment of commercial viability. We designed and assembled a prototype consisting of a processing unit (Jetson Nano board), a communication device (Wi-Fi dongle), a GPS unit, and a distance measurement sensor (Terabee sensor). The Jetson Nano integrates the SparkFun GPS-RTK-SMA unit, the Terabee time-of-flight sensor, and the Wi-Fi dongle. The PVIS prototype in the ego vehicle measures the distance to its preceding vehicle and receives the GPS data from potential preceding vehicles with the PVIS prototypes. With these, the PVIS in the ego vehicle determines the connectivity of the preceding vehicle. The field evaluation results showed that the prototype PVIS works as designed, and each successful identification takes about 5.3 seconds. However, it was found that the Terabee (time of flight) sensor, at times, did not properly measure distances, likely due to an angle issue caused by the roadway surface and vibration of the vehicle. We discussed how to overcome the challenges identified and enhance the prototype for successful commercialization. Copyright © 2024 by SCITEPRESS - Science and Technology Publications, Lda.

Generative artificial intelligence (GenAI) is rapidly driving a new phase of artificial intelligence revolution, marked by various applications such as ChatGPT, Sora and DeepSeek. With powerful capabilities in content generation, personalization and user interaction, GenAI can drive significant enhancements in various mobile services to satisfy individual user preferences. Meanwhile, mobile services offer substantial support for accessibility, functionality and intelligence of GenAI applications. However, current research on integrating GenAI and mobile services remains nascent, lacking necessary theoretical and technical support. In this survey, we break down a new vision to guide research on integrating GenAI and mobile services, aiming to improve 6G intelligence levels and enable 6G mobile networks to support the integration of GenAI and mobile services effectively. We begin by examining the necessity of integrating GenAI with 6G mobile services and exploring potential learning architectures of GenAI models within mobile networks. Next, we analyze potential solutions from two perspectives: how 6G mobile networks empower GenAI and how GenAI enables mobile services. We subsequently explore a promising use case, along with essential features and techniques, to facilitate the integration of GenAI and mobile services. Finally, we discuss future research directions, aiming at realizing intelligent 6G networks. © 2015 IEEE.
