The WATERS Network (WATer and Environmental Research systems Network) will be an integrated real-time distributed observing system which will enable academic and government scientists, engineers, educators, and practitioners to advance effective management of our nation's water resources by understanding human interactions with water and the natural and built environment. WATERS will provide easily accessible real time environmental data as well as analysis tools to engineers, scientists, educators, K- graduate students and policymakers so they can better understand how water quantity, quality and related components of the hydrologic cycle are impacted by natural and human influences. The WATERS strategic plan will be completed by July 2007 and requires constituent input. This paper describes the draft Conceptual Design and the Education Plan of WATERS Network. This paper will highlight the potential impact of WATERS on undergraduate and graduate environmental engineering education in order to elicit input from the environmental engineering education community on how WATERS Network could better meet the future needs of undergraduate and graduate students and educators. In this paper, we propose a new genetic algorithm based on the two-dimensional encoding method. Appropriate two-dimensional crossover and mutation operations are designed based on the two-dimensional representation to generate the next generations. A two-dimensional repairing mechanism is also proposed to adjust infeasible chromosomes into feasible ones. Experiments are finally made to show the effectiveness of the proposed genetic algorithm.

This paper describes a simple system that can be used for autonomous demand-side management in a load site such as a home or commercial facility. The system identifies the operation of individual loads using transient patterns observed in the voltage waveform measured at an electric service outlet. The theoretical foundation of the measurement process is introduced, and a preprocessor that computes short-time estimates of the spectral content of the voltage waveform is described. The paper presents several example measurements demonstrating the ability of the system to obtain estimates of the spectral content of the voltage waveform. © 2006 IEEE.

This paper presents a low-frequency square-wave drive, consisting of a single high voltage converter, an ac lamp ignition circuit, current control devices and a single backlight controller, capable of driving an arbitrary number of parallel cold cathode fluorescent lamps (CCFLs) with independent accurate lamp current regulation. Key to the architecture is a proposed capacitive coupling approach for ac lamp ignition that results in reliable, simultaneous ignition of parallel lamps with a maximum ignition voltage near the normal lamp operating voltage. A brief summary of the lamp model and behavior is presented to explain the findings during the capacitive ignition and low-frequency operation. Experimental results are presented demonstrating parallel lamp ignition and current regulation for four, 250 mm CCFLs.

A new token-passing algorithm called AR-TP for avoiding the non-determinism of some networking technologies is presented. In this paper, we address the general problem of learning from both labeled and unlabeled data. Based on the reasonable assumption that the label of each data can be linearly reconstructed from its neighbors’ labels, we develop a novel approach, called Linear Neighborhood Propagation (LNP), to learn the linear construction weights and predict the labels of the unlabeled data from the labeled data. The main procedure is composed of two steps: (1) it computes the local neighborhood geometry according to the image information by solving a constrained least squares problem, (2) the obtained geometry will be used to predict the labels of unlabeled data by solving a linearly constrained quadratic optimization problem. LNP has at least three characteristics. Firstly, it is much practical in that only one free parameter, the size of neighborhood, requires user-tuning. Secondly it can be easily extended to out-of-sample examples. Finally the labels achieved from LNP can be sufficiently smooth with respect to the intrinsic structure collectively revealed by the labeled and unlabeled points. Many promising experimental results, such as object recognition, data ranking and interactive image segmentation, demonstrate the effectiveness and efficiency of the proposed approach.

The static coupling of wrist force sensor is a major influencing factor to its measuring precision. Aiming at resolving the disadvantages such as low decoupling precision of the traditional method, we put forward a nonlinear decoupling method based on neural network. The major idea applied is to use the BP network to realize the mapping from input to output of the sensor. Owing to BP network's good nonlinear mapping ability, the decoupling result can reach an arbitrary precision theoretically. The effectiveness of this method was verified in the calibration of wrist force sensor of a force sensing system for an underwater robot gripper. The decoupling results demonstrate the validation of neural network method

Automatic movement recognition is a crucial part to the development of weight lifter training and evaluating system which uses the kinematic data from video-analyzing and dynamic information for diagnosing weight lifter's performance. Previous works focused mainly on video processing (kinematic data) for analyzing athlete's performance, which needs a tremendous computation. In this paper a novel approach to the problem was investigated, using the vertical component of an athlete's ground reaction force (GRF). Typical movement phases of a weight lifter are decomposed and recognized automatically in terms of the GRF signal measured by a force platform. Support vector machine (SVM) multi-classifier for the recognition of weight lifter's movement phases were implemented and the model parameters were determined by art and science. The classification results demonstrate the validity of SVM-based method

This paper presents an effective and efficient face normalization method based on eyes location. The face is first rapidly detected based on boosted cascade of simple Haar-like features. Then, the algorithm detects the position of pupils in the face image using the geometric relation between the face and the eyes. Finally, the algorithm normalizes the orientation, the scale and the grayscale of the face image. The experimental results demonstrated that this algorithm can detect and normalize the face image efficiently and accurately. The algorithm can be used in face recognition because the normalized faces can improve the recognition rate
