This paper is devoted to solving a problem of improving the content of education and instructional materials used. The digital technologies are developing so fast that the engineering aspects of application and scientific investigations start blurring the aspects associated with the methodology and content of smart learning. The need for development of digital economy places severe requirements not only upon know-how, but also upon the content of smart learning, i.e., the content of educational courses shall be a reflection of professional activity. The techniques and methods of knowledge management can provide for a desired rate and quality of development of educational materials. The research objective is to assess the status of digitalization of Russian higher education as a basis for the development of smart education. To solve the tasks of public administration of education, various state informationsystems are being created. 80% of Russian universities use different informationsystems in the administrative activities of universities. The assessments of the use of ICT in the educational process point to a great potential that has remained unoccupied in the last few years, less than 30% of Russian students are trained using e-learning and distance education technologies. The use of educational technologies and techniques using ICT is fragmentary. The initiative to develop educational tools and techniques on the basis of ICT, as a rule, belongs to nongovernmental organizations that highly appreciate not only the effectiveness of the use of these technologies in the educational process, but also the potential of the market of educational services provided online. The study shows that the Russian education system has created the necessary backlog for the creation of an ICT infrastructure, regulatory and legal support, which should be used to develop smart education.

The paper presents the construction and analysis of vibration problem of thermoviscoelastic shells under the influence of non-stationary heat and under forced loads. The studied model was based on application of simplest finite element semidiscretization to mixed variational problem of dynamical thermoviscoelasticity. The problem in addition to the mutual influence of temperature field and stress field is also taken into account the viscoelastic properties of the material thin wall body. For assumptions quite suitable for applications we prove the well-posedness forthis model of time harmonic vibrations.

Also as a member of the research team for a NCI study with Baylor College of Medicine and NASA he helped develop techniques for detection of carcinoma using multispectral microphotometer scans of lung tissue. He established and became technical director of the AI Laboratory for Ford Aerospace where he developed expert scheduling modeling and knowledge acquisition systems for NASA. Since joining Unisys in 1985 he has led the development of object-oriented programming environments blackboard architectures data fusion techniques using neural networks and intelligent data base systems. Virginia. He earned his B.A. degree in computer science from the College of William and Mary in 1978 and did postgraduate work in London as a Drapers Company scholar. Since joining Unisys in 1981 his work has concentrated on program management and software engineering of large scale data base management systems and design and implementation of knowledge-based systems in planning and logistics. As chairman of the Logistics Data Subcommittee of the National Security Industrial Association (NSIA) he led an industry initiative which examined concepts in knowledge-based systems in military logistics. A valuable technique during concept development is rapid prototyping of software for key design components. This approach is particularly useful when the optimum design approach is not readily apparent or several known alternatives need to be rapidly evaluated. A problem inherent in rapid prototyping is the lack of a "target system" with which to interface. Some alternatives are to develop test driver libraries, integrate the prototype with an existing working simulator, or build one for the specific problem. This paper presents a unique approach to concept development using rapid prototyping for concept development and scenario-based simulation for concept verification. The rapid prototyping environment, derived from artificial intelligence technology, is based on a blackboard architecture. The rapid prototype simulation capability is provided through an object-oriented modeling environment. It is shown how both simulation and blackboard technologies are used collectively to rapidly gain insight into a tenacious problem. A specific example will be discussed where this approach was used to evolve the logic of a mission controller for an autonomous underwater vehicle.
