The TOPSIS method is widely used to support multi-criteria decision-making processes. In this method, one of the most important challenges is to choose an appropriate method for standardizing the decision matrix. There is a problem with determining the impact of standardization on the final result. Additionally, a significant problem is how to identify the criterion weighting vector. In this paper, we present a solution to the problem taken from the literature using four different methods of normalization. Next, we present how to calculate the final ranking without identifying the weights using the COMET method. The most important contribution is to confirm that basically, each normalization method has returned a different ranking order. The real ranking order can only be one. So when it comes to the accuracy of the results, it is essential to compare the extent to which the ranking pairs are similar to each other. The obtained results were compared using three ranking similarity coefficients. © 2020 The Authors. Published by Elsevier B.V.

Multi-criteria decision-methods (MCDA) has a broad field of applications in various areas, such as engineering, logistic, health management, and others. Their main objective is to rank the decision variants, from the best to the worst. It is always essential to get a reliable solution to a decision problem. However, rankings obtained with different MCDA methods are often different, and that is why an interesting research gap is related to measuring the accuracy and reliability of MCDA methods. In this paper, we examine how much different can be rankings obtained using TOPSIS and VIKOR methods. For this purpose, we apply classical versions of TOPSIS and VIKOR methods to randomly generated decision matrices with different criteria and alternatives. Then, we compare the obtained ranking using three ranking similarity coefficients. The comparison results of conducted simulations are represented as boxplots, which contain the primary distribution of similarity of results calculated using the tested methods. The work is finished with a discussion and conclusions on the results in different classes of problems. © 2020 The Authors. Published by Elsevier B.V.

The problem of choosing the optimal urban transport modes is a broad and challenging subject to study and will be addressed in this document. The current urban transport problem affects the environment the most. Many modes of urban transport use energy from exhaust gas, which is a significant air pollutant. The fuels that powering those modes of transportation are also a non-renewable source of energy, which means that they will run out at some point and no longer be able to available. The solution to this problem could be to replace urban transport combustion vehicles with green-energy vehicles. One such means is electric scooters, whose energy source can be renewable electricity. Currently, there are many types of electric scooters on offer, which differ from each other by some important parameters. Choosing the optimum electric scooter is a significant issue. Investing in electric scooters for the city can bring big economic and environmental profits. These issues would be the primary motivation and justification to undertake this research. In this paper, the Characteristic Objects METhod (COMET) is used to identify the assessment model electric scooters for the sustainable development of cities. This approach has an extremely rare feature in the Multi-Criteria decision Analysis (MCDA) methods, i.e., it is resistant to the paradox of reversal of rankings and is easy to use for an expert. This technique is crucial as an uncomplicated and effective way of solving decision-making problems. For the problem of selecting electric scooters, an expert was chosen, who identified the model by making pairwise comparisons of characteristic objects. Then, the model was used to evaluate the alternatives, and so a ranking of considered electric scooters was created. Once identified, the model can evaluate the next set of alternatives, which is important in such a dynamic market of new technologies. © 2020 The Authors. Published by Elsevier B.V.

Random processes are increasingly becoming a topic of consideration in many areas where decision-making is an important factor. The random factor affects the difficulty of determining input parameters. The selection of these parameters can be a key element in achieving the correct results. Stochastic optimization methods can be used to solve this problem. In this article, the simulated annealing method was used to obtain an optimal solution, which then, in combination with the COMET method, provided satisfactory results by determining the relationship between the preferences of the initial alternatives and newly identified alternatives. The purpose of this study was to systematize the knowledge of effective selection of input parameters for stochastic methods. The obtained solution indicates how to select a grid to an unknown problem and how to select a step in the simulated annealing method to achieve more precise results. © The Editor(s) (if applicable) and The Author(s), under exclusive license to Springer Nature Singapore Pte Ltd 2020.

In this paper we describe the development of a decision support system for crowd control. decision support is provided by suggesting a control strategy needed to control a specific current riot situation. Such control strategies consists of deployment of several police barriers with specific barrier positions and barrier strengths needed to control the riot. The optimal control strategy for the current situation is found by comparing the current situation with pre-stored example situations of different sizes. The control strategies are derived for these pre-stored example situations by using genetic algorithms where successive trial strategies are evaluated using stochastic agent-based simulation.

The logical consistency of decision making matrices is an important topic in developing each multi-criteria decision analysis (MCDA) method. For instance, many published papers are addressed to the decisional matrix’s consistency in the Analytic Hierarchy Process method (AHP), which uses Saaty’s seventeen-values scale. This work proposes a new approach to measuring consistency for using a simple three-value scale (binary with a tie). The paper’s main contribution is a proposal of a new consistency coefficient for a decision matrix containing judgments from an expert. We show this consistency coefficient based on an effective MCDA method called the Characteristic Objects METhod (COMET). The new coefficient is explained based on the Matrix of Expert Judgment (MEJ), which is the critical step of the COMET method. The proposed coefficient is based on analysing the relationship between judgments from the MEJ matrix and transitive principles (triads analysis). Four triads classes have been identified and discussed. The proposed coefficient makes it easy to determine the logical consistency and, thus, the expert responses’ quality is essential in the reliable decision-making process. Basketball is a constantly developing sport due to the dynamics of changes in the significant characteristics of a basketball player. The acquisition of new basketball players' skills strongly influences the development of new technologies, as well as the game itself. In addition, it plays an important role in the personal development of young people seeking new achievements. However, it is difficult to determine which basketball player is the best. Creating a proper ranking of the best basketball players in the NBA league is extremely important. There are many rankings of players in the NBA league, but it is difficult to determine if they are correct due to lack of relevant data in the assessment process. The NBA has many talented basketball players in different positions. Their different predispositions make the correct ranking very difficult. Using only one attribute of a given basketball player may prove to be wrong when assessing basketball players playing on different positions. In addition, some basketball players may be missing data, because it was not collected during the player's playing time. Therefore, the survey was carried out in the absence of some statistics in several basketball players. The aim of such a survey is to prove that creating the correct ranking is possible for incomplete data. For the evaluation of selected basketball players from the NBA league a technique from the family of multi-criteria decision making methods (MCDA) called COMET was used. The COMET method works on the basis of fuzzy logic, and its distinguishing feature compared to other methods is its resistance to the paradox of reversal of rankings. Resistance to the paradox of reversal of rankings is ensured by the fact that the assessment of alternatives does not take place on their own, but on characteristic objects. In every decision-making problem which involves two or more criteria, there is to identify the relative importance of those criteria in order to make a proper decision. Very often, a decision-makers employee, for this purpose, subjective weighting methods, such as Analytic Hierarchy Process (AHP) or RANking COMparison (RANCOM). However, there is no simple way to compare the quality of the weights identification using different methods. To address this issue, this paper proposes a simple but efficient Weights Similarity Coefficient, which allows us to evaluate the relative performance of different subjective weighting methods. Furthermore, we propose a framework that utilizes the proposed coefficient in order to provide more complete comparison results. To demonstrate the applicability and effectiveness of the proposed framework, a case study is performed to compare two popular weighting methods: AHP and RANCOM. The results of the comparison prove that proposed coefficient with the combination of the proposed framework is an efficient instrument for weighing methods comparison. © 2023 The Authors. This paper describes preliminary research on the relationship between the selection of characteristic values in the COMET method and the accuracy of the final ranking. Simulation studies on three test functions are presented. These functions are references to the conducted simulations and have been taken from the literature. Thanks to their application, human error can be excluded and focus only on methodical error. The presented experiment compares two approaches in determining characteristic values. For each function, 10000 randomly selected sets are generated and based on which the similarity of the ranking calculated by the COMET method with a reference ranking is calculated. The results are interpreted by means of box diagrams. The research showed the high effectiveness of both approaches and was used to determine the next directions for future works. © 2020 The Authors. The methods of multi-criteria decision making are more and more willingly used as assistance in finding an optimal solution to the problem. As the family of these methods grows, choosing the appropriate technique and whether the use of multiple methods for one problem will provide a similar final result may be a problem. In this paper, extensions of the classic TOPSIS method have been used to show one decision problem results. We used the Interval TOPSIS, Bag-Based TOPSIS, and Fuzzy TOPSIS methods to examine the influence of used methods to final rankings. They solved the theoretical problem of selecting a high-protein supplement for persons in power training. The results were then compared using selected similarity coefficients to emphasize the correlation between the resulting rankings. The research showed that the method used has an impact on the final ranking, which was confirmed by the indicators obtained through the similarity coefficients. © 2020 The Authors.
