A large number of papers have proposed cryptographic protocols for establishing secure group communication. These protocols allow a set of group members to exchange or establish keys to encrypt and authenticate messages within the group. At the same time, individuals outside of the group cannot eavesdrop on group communication or inject messages. There have even been usability studies, demonstrating an average user can successfully complete some of these protocols. However, group protocols are rarely used in the real world. In this work, we conduct a survey to help uncover why the general population ignores such mechanisms for group communication. We also try to determine what protocols would best match respondents' current expectations for group protocols and methods for establishing trust. Survey results indicate that a group protocol that leverages location-limited channels, PKI, or Web-of-Trust authenticated public keys and allows addition and deletion of members fulfills the majority of users' expectations.

Each of us has a complex and reciprocal relationship with our environment. Based on limited knowledge of this interwoven set of influences and consequences, we constantly make choices: where to live, how to go to work, what brands to buy, what to do with our leisure time. These choices evolve into patterns, and these patterns become driving functions of our relationship with the world around us. With increasing ease, devices we carry can sense, process, and transmit data on these patterns for our own use or to share, carefully, with others. In particular, here we will focus on location time series, gathered from GPS-enabled personal mobile devices. From this capacity emerges a new class of hybrid mobile-web applications that, first, enable personal exploration of our own patterns and, second, use the same data to index our life into other available datasets about the world around us. Such applications, revealing the previously unobservable about our own lives, offer an opportunity to employ mobile technology to illuminate the ramifications of our choices on others and the effects of the "microenvironments" we move through on us [1,10]. In this paper we conjecture that revolutionary advances in future energy services are needed and that these are only possible by means of information technology (IT). To support this claim, we first briefly describe the fundamental needs for changing the ways energy services have been provided, and possible consequences resulting from not adopting qualitatively new paradigms. We next make the case why managing energy services of the future to meet such needs will only be possible when pursuing a systematic deployment of IT-based mechanisms for processing, delivering and consuming energy. We stress open R&D questions to which basic answers are needed in order to rip benefits of IT. Notably, a multi-disciplinary approach to modeling and simulating a cyber-physical system (CPS) comprising the physical energy grids, and its support communications, sensing, and computing cyber layers is essential. Designing regulatory policies for facilitating penetration of IT at the value is also viewed as one of the key R&D challenges. Finally, we introduce our vision of an IT-framework in support of dynamic energy control protocols (DECPs) and illustrate potential benefits from implementing DECPs.

One policy aim under electric-industry restructuring has been to replace the centralized utility planning process (integrated resource planning) with regional planning for network investments, and decentralized decision-making for merchant investments. Through specific policies such as encouraging market-based merchant transmission and the proposed establishment of National Interest Transmission Corridors under the Energy policy Act of 2005, congestion and reliability have been treated as separable and independent system attributes. This paper brings together separate pieces of research in (S. Blumsack et al., 2006) to explore the proposition that transmission investments can be divided into those which relieve congestion and those which enhance system reliability. Using the DC power flow model with linear ATC, we derive some explicit necessary and sufficient analytical conditions under which the separability and independence assumptions hold. These include (i) the network is series-parallel; (ii) demand is completely price- inelastic; (iii) all customers value reliability identically; and (iv) the grid operator does not discriminate among customers when forced to physically ration consumption. Simulations using the IEEE 118-bus test system are presented which demonstrate the close dependence of reliability and congestion, except at very low levels of demand.

In this paper we model and analyze the dependence of electricity market outcomes on the market structures and rules. Market attributes such as electricity prices and their volatility, profits and revenues by the market participants and system cost are assessed. Of particular concerns are the effects of market structures on the long-term generation investments needed to meet long-term uncertain demand. The paper builds upon an earlier introduction of electricity market modeling resulting from the dynamics of fundamental market drivers, such as demand, supply and market clearing processes. This approach is employed to model and simulate the outcomes in the short- term spot markets, and compare these with the potential outcomes in a newly proposed stratum electricity market (SEM) structure comprising both spot and long-term sub-markets. The performance of the newly proposed SEM is illustrated using Monte Carlo simulations on a simple power system in which the only uncertainties come from the load forecasts and fuel prices.

We describe our findings and experiences from our technical review of vote verification systems for the Maryland State Board of Elections (SBE). The review included the following four systems for possible use together with Maryland's existing Diebold AccuVote-TS (touch screen) voting system: VoteHere Sentinel;SCYTL ***;MIT-Selker audio system;Diebold voter verified paper audit trail. As a baseline, we also examined the SBE's procedures for "parallel testing" of its Diebold system. For each system, we examined how it enables voters who use touch screens to verify that their votes are cast as intended, recorded as cast, and reported as recorded. We also examined how well it permits post-election auditing. To this end, we considered implementation, impact on current state voting processes and procedures, impact on voting, functional completeness, security against fraud, attack and failure, reliability, accessibility, and voter privacy. Our principal findings are, first, that each system we examined may at some point provide a degree of vote verification beyond what is available through the Diebold System as currently implemented, provided the system were fully developed, fully integrated with the Diebold system, and effectively implemented. Second, none of the systems is yet a fully developed, commercially ready product. This interdisciplinary study-the first of its kind-is of interest for the way in which it evaluates the systems, for the technical questions it raises about standard interfaces, and as a snapshot of the state of vote verification technologies and their commercial development. © EVT 2006 - 2006 USENIX/ACCURATE Electronic Voting Technology Workshop. This paper concerns a novel modeling and software framework in support of future electricity and energy services. A broad vision for one such possible framework named Energy-Temporal and Structural Kit (EN-TASK) is described. It is explained why is this needed, and how would such framework facilitate Dynamic Energy Control Protocols (DECPs) of the future. The emphasis is on a framework which zooms in and out to assess potential of candidate technology and /or organizational change at the level where it matters the most.

In this paper, we propose an approach to determining the cost of supplying the dynamic control capacity (DCC) necessary to ensure that the system operates without stability problems over a well-defined range of demand variations and system contingencies. This approach addresses the problem of finding an economically efficient combination of controllers and reserves to provide reliability and security economically and in a technically adequate way. In particular, we discuss the cost of providing DCC as a function of system dynamic performance (DP) metrics. The choice of performance metrics is critical for deciding the installation of controllers in power systems. In this paper, we illustrate the approach using the primary control problems of transient stability and primary voltage control

This paper is motivated by the basic need to develop methods for on-line detection of abnormal conditions in large electric power systems. In order to implement truly effective near-automated tools for this purpose, it is necessary to overcome several problems such as: (1) excessive computational complexity; (b) unacceptable approximations; and, (3) dependence on full state measurements. In an attempt to overcome these major roadblocks, we combine tools capable of producing accurate results over broad ranges of conditions, such as off-line data mining and machine learning, with the approximate, well-understood deterministic methods, such as sensitivity-based methods. The resulting approach indirectly overcomes the dependence on full state measurements; the actual choice of the most relevant measurements becomes a result of such a combined approach. The proposed approach is illustrated on an example of detecting a given voltage threshold violation.
