A systematic fuzzy approach is developed to model fuzziness and uncertainties in the preferences of decision makers involved in a conflict. This unique fuzzy preference formulation is used within the paradigm of the Graph Model for Conflict Resolution in which a given dispute is modeled in terms of decision makers, each decision maker's courses of actions or options, and each decision maker's preferences concerning the states or outcomes which could take place. In order to be able to determine the stability of each state for each decision maker and the possible equilibria or resolutions, a range of solution concepts describing potential human behavior under conflict are defined for use with fuzzy preferences. More specifically, strong and weak definitions of stability are provided for the solution concepts called Nash, general metarational, symmetric metarational, and sequential stability. To illustrate how these solution concepts can be conveniently used in practice, they are applied to a dispute over the contamination of an aquifer by a chemical company located in Elmira, Ontario, Canada.

A robust method for symbol recognition is presented that utilizes a compact signature based on a modified Hough Transform (HT) and knowledge-based hierarchical neural network structure. Relative position and orientation information is extracted from a symbol image using a modified Hough Transform (HT). This information is transformed and compressed into a compact, 1-D signature vector that is invariant to geometric transformations such as translation, rotation, scaling, and reflection. The proposed method uses a knowledge-based hierarchical neural network structure to reduce the complexity of the recognition process by effectively segmenting the search space into smaller and more manageable clusters based on a priori knowledge. The method achieved overall recognition rates of 96.7% on line graphic symbols from the GREC'05 symbol database under various models of image degradation and distortion.

This paper presents an efficient and robust method for performing non-rigid image registration and relative gamma estimation in a simultaneous manner. The proposed method identifies regions of interest within the target image and determines the optimal correspondence and relative gamma between each region of interest and the reference image. The problem of finding the optimal correspondence and relative gamma between each region of interest and the reference image is combined and formulated such that both problems can be solved as a single minimum squared distance problem efficiently using the Fast Fourier Transform (FFT). The resulting correspondence and relative gamma information is used to estimate the geometric transformation between the target image and the reference image, as well as perform gamma correction between the images. Experimental results demonstrate that good registration and relative gamma estimation accuracy can be achieved using the proposed method, making it well-suited for registering images captured under different levels of exposure.

Many popular image compression schemes are based on block-transform coding, a technique where images are broken into small blocks of pixels prior to transformation and compression. Block-transform coding often introduces blocking artifacts which are particularly prevalent at low bit-rates due to quantization errors. A novel algorithm for deblocking block-transform compressed images is proposed in this paper. This algorithm is based on a phase-adaptive, shifted thresholding technique that estimates the original uncompressed image as the weighted sum of shifted versions of the decompressed image subjected to a threshold. An efficient integer transform is used to construct the shifted versions of the decompressed image. The aggregation weights are obtained adaptively using the local phase moment characteristics of the underlying image content. The proposed algorithm utilizes important human perceptual characteristics to provide effective image deblocking while preserving image detail. Experimental results show that the proposed algorithm is more efficient than comparable methods and yields both subjective results and peak signal-to-noise ratio (PSNR) results comparable to existing methods.

This paper introduces a robust approach to the problem of edge detection in situations characterized by high levels of image degradation and illumination non-uniformity. Popular edge detection methods are dependent solely on local image characteristics to localize edge information. In the proposed algorithm, we demonstrate that superior edge detection performance can be achieved by utilizing nonlocal image characteristics. This is accomplished by estimating the edge strength of a given pixel based on the local frequency characteristics of every pixel within an image. The proposed method is highly robust to scenarios characterized by illumination non-uniformity and low signal-to-noise ratios. Experimental results show that using the proposed method, edge detection can be qualitatively improved over existing methods on a small set of test images.
