Probing technology has been used as a fault detection and identification method in computer networks and successful applications have been reported. One of the most appealing features of probing-based schemes is that it is an active approach. A set of probes can be sent on a periodic basis. If a network failure is detected, the outcomes of these probes are further analyzed to determine the root cause of the problem. However, the availability of a large set of such probes may in fact place a huge burden on management systems in terms of extra management traffic and storage space. Hence, the need of minimizing such a probing set has become highly desirable. In this work, we propose a preplanned probe selection scheme, in which a small set of probes are chosen such that it maintains the diagnostic power of the original set. The new approach is based on the constraint satisfaction problem paradigm and its powerful search techniques are exploited. The efficiency of the new algorithm has been demonstrated by the results reported.

In this paper, a novel cooperative stochastic channel prioritization algorithm is presented for the purpose of improving spectrum sensing efficiency in cooperative cognitive radio systems. The proposed algorithm achieves the goal by prioritizing the channels for fine sensing based on both local statistics obtained by the cognitive radio as well as long-term spatiotemporal statistics obtained from other cognitive radios. Channel priority is determined in a stochastic manner by performing statistical fusion on the local statistics and statistics from neighboring cognitive radios to obtain a biasing density from which stochastic sampling can be used to identify the likelihood of channel availability. Therefore, the individual cognitive radios collaborate to improve the likelihood of each cognitive radio in obtaining available channels. Simulation results show that the proposed cooperative stochastic channel prioritization algorithm can be used to reduce both sensing overhead and percentage of missed opportunities when implemented in a complimentary manner with existing cooperative cognitive radio systems.

This invited plenary paper introduces a novel spiking neural network methodology, and applies it to an odorant learning, medical and radar detection applications. Rapid HDL is introduced as a 15 minute rapid prototyping approach, where real-time implementations will be demoed on FPGAs. The spike-time dependent plasticity can support coding schemes that are based on spatio-temporal spike patterns. Spiking (or pulsed) neural networks (SNNs) are models which explicitly take into account the timing of inputs. The network input and output are usually represented as series of spikes (delta function or more complex shapes). Plasticity SNNs have an advantage of being able to recurrently process information. Spike-time dependent plasticity can enhance signal transmission by selectively strengthening synaptic connections that transmit precisely timed spikes at the expense of those synapses that transmit poorly timed spikes.

A reconfigurable spiking neural network is implemented in a 0.5 ¿m CMOS digital tiny-chip. The connection weights are uploaded to registers on the ASIC. These weights are learned off-line, using combined simulated annealing and genetic algorithm. Large computational power and many simulations create small powerful networks that are adapted to interact with the environment. These configurations are swapped in and out of the ASIC to cope with varying situations and increase robustness. The network has been successfully tested with a simulated robot in a maze and can be extended for target recognition.

This paper is concerned with understanding the connection between the existing Internet congestion control algorithms and the optimal control theory. The available resource allocation controllers are mainly devised to derive the state of the system to a desired equilibrium point and, therefore,they are oblivious to the transient behavior of the closed-loop system. This work aims to investigate what dynamical functions the existing algorithms maximize(minimize). In particular, it is shown that there exist meaningful cost functionals whose minimization leads to the celebrated primal and dual congestion algorithms. An implication of this result is that a real network problem may be solved by regarding it as an optimal control problem on which some practical constraints, such as a realtime link capacity constraint, are imposed.

This paper presents a statistical framework for the design of flip-flops under process variations in order to maximize their timing yield. In nanometer CMOS technologies, process variations significantly impact the timing performance of sequential circuits which may eventually cause their malfunction. Therefore, developing a framework for designing such circuits is inevitable. Our framework generates the values of the nominal design parameters; i.e., the size of gates and transmission gates of flip-flop such that maximum timing yield is achieved for flip-flops. While previous works focused on improving the yield of flip-flops, less research was done to improve the timing yield in the presence of process variations.

In this work the latency insertion method (LIM) is applied to the treatment of blackbox networks described by their frequency-domain scattering parameters. The method allows the simulation of passive macromodels in the LIM environment. This generalization allows LIM to simulate subnetworks with frequency-dependent parameters describing phenomena such as skin effect and substrate loss. The derivation of the algorithms is presented as well as simulation results to validate the method.

A three hierarchical sliding mode control is presented for a class of an underactuated system which can overcome the mismatched perturbations. The considered underactuated system is a double inverted pendulum (DIP), can be modeled by three subsystems. Such structure allows the construction of several designs of hierarchies for the controller. For all hierarchical designs, the asymptotic stability of every layer sliding mode surface and the sliding mode surface of subsystems are proved theoretically by Barbalat’s lemma. Simulation results show the validity of these methods.

Various national and regional engineering accreditation bodies have developed sets of learning or program outcomes that serve as the foundation for the evaluation of curriculum quality. Some of the outcome structures are very broadly defined, leaving the details of curriculum design and the justification to the university and the accreditation evaluators. Other accreditation bodies define outcomes more thoroughly in topic and depth, with accreditation hinging on the general fit of the curriculum to these specifications. Most of these outcome structures have been developed and used as accreditation standards predominantly over the last decade. During this time, existing curricula are usually altered and upgraded (that is, 'retrofitted') to meet the outcomes requirements. However, new degree programs and new engineering colleges have the opportunity to use the relevant outcomes as design specifications. Such a design ensures quality, prepares the college for future accreditation evaluation, and can be tailored to meet the needs of students and prospective employers. This paper compares the outcomes structure and contents of several accreditation bodies, including the engineering Council of the UK (EC UK), EUR-ACE of the EU, and ABET of the USA. Similarities and differences between the outcomes of the bodies will be highlighted. The use of these accrediting standards as the basis of design specifications for engineering degrees at the Alfaisal University in Riyadh, Saudi Arabia will be presented. The designs for integrated BS, MS and PhD curricula were developed over a two-year period, based on the defined learning outcomes, by a committee comprised of the Founding Dean of engineering and faculty from the Massachusetts Institute of Technology (MIT), the University of Cambridge and independent reviewers. Example BS and MS curricula and their fit to the outcome specifications are described. © American Society for engineering Education, 2009.
