Usually, in a group decision context, the importance level, confidence degree and amount of knowledge are very different among individuals. So, when all the individuals have to reach agreement, is quite important to model these kind of features in order to get more appropriate decisions. Last related works are focussed in the selection process to model the importance of the experts, but such approach, under some circumstances, can behave badly. In this contribution, we present a new adaptive consensus reaching model specifically designed to undertake group decision making situations in which the experts have different importance or confidence levels. © 2010 Springer-Verlag Berlin Heidelberg.

In the development stage of the embedded system, the market demand and system development trend will be influence by the Time to Market. Reliable and fast system deployment is not easy to implement. Reduced price and system development time can increase the product value. Thus the component re-use library can help reduce the development time, this kind of design can reduce the emergence of rewriting and raise the efficiency by a wide margin. We design and study the reusable component in this research, proposing a prototype database based on XML. This technique has many advantages like reduces the time required for storage, improves the overall efficiency of the system, shortens the development time, increases reliability and reduces the risks handling etc.

Ubiquitous tele-care (u-Telecare) is a migration from tele-health and mobile health (m-Health) for continuous care. The u-Telecare is quite adaptable in the user environment which owns specific attributes, such as telecommunication, highly mobility, and medical care. Based on the preliminary survey and evaluation, some innovative software applications can support mobile nursing carts (MNC) for nurses, handheld devices for physicians, hospice care for terminal cancer patients, and home care devices for chronic diabetic patients. The research findings discovered that software defined radio (SDR) is a feasible solution and can be implemented for handling the physical layer of the multi-wireless communication standards. In this paper, we propose an ubiquitous seamless MNC (u-SMNC), which provides agile and high quality software focusing on the design and application implementation in order to supply an experimental software platform that allows MNCs and physician's handheld devices.

Grid computing is emerging as the foundation upon which virtual collaborations can be built among large organizations with the aim of integrating and sharing computer resources, and thus offering performance speed and resource availability, which is unattainable by any single institutional technology resources. With the level of increase in the number of tertiary institutions in Africa, and the attendant lack of basic information technology resources, the use of grid computing for collaboration purposes would contribute to the enhancement of research, course delivery, course management, and other aspects of institutional development. This paper carries out an empirical study of the possibility of adoption of grid computing as a vehicle for collaboration among tertiary institutions in Nigeria from the perspective of the potential adopters (users) of the systems. This study uncovers challenges to the adoption of grid technology by the tertiary institutions. The key challenges that significantly affect the adoption of grid computing in tertiary institutions are mainly attitudinal (perceived need and perceived benefits). Infrastructural issues (facilitating conditions) also impose limitations on the ability of universities to implement grid computing. © 2011 IIMC LTD.

With the recent spreading of social networks and digital communities, the Web has a new business model for providing free content-sharing services. Using the power of the masses and the collective intelligence, Web 2.0 sites have created enormous e-commerce opportunities for marketing and advertising. Thus, there is still a necessity of developing tools to help users to reach good decisions in such frameworks. We propose to manage this collective intelligence with a Decision Support System (DSS). It allows that users with similar user profiles that the potential customer can advice him/her according with their own experiences in their e-commerce activities. From user preferences the DSS obtains a collective advice that helps customers to make decisions related with their e-commerce activities.

In future power systems, the Smart Grid technologies will bring in a large number of new entities, which are different from those in the current systems in two major aspects: first, the entities are geographically distributed throughout the system with their detailed information not available to the system operator, and second, the entities tend to autonomously optimize their own benefits. In view of both aspects, it is difficult to use the current centralized framework to operate future systems. In this paper, we present and analyze a new partially decentralized framework and the corresponding mechanisms as one step from the current framework toward the future ones, and the focus is on the real time electricity markets with a dispatch cycle of five minutes. In each dispatch cycle, the system operator posts electricity price forecasts, and individual entities actively respond to the prices to dispatch themselves. The system-wide power imbalance is used as a correction term in the next dispatch cycle to iteratively update the price forecasts, so that system balance is maintained in the long term. The new framework can accommodate the large number of entities without knowing their detailed information, and enable the entities to achieve better economic benefits. Small examples are used to analyze our framework and to compare it with the current one.

Background: Competitions in text mining have been used to measure the performance of automatic text processing solutions against a manually annotated gold standard corpus (GSC). The preparation of the GSC is time-consuming and costly and the final corpus consists at the most of a few thousand documents annotated with a limited set of semantic groups. To overcome these shortcomings, the CALBC project partners (PPs) have produced a large-scale annotated biomedical corpus with four different semantic groups through the harmonisation of annotations from automatic text mining solutions, the first version of the Silver Standard Corpus (SSC-I). The four semantic groups are chemical entities and drugs (CHED), genes and proteins (PRGE), diseases and disorders (DISO) and species (SPE). This corpus has been used for the First CALBC Challenge asking the participants to annotate the corpus with their text processing solutions. Results: All four PPs from the CALBC project and in addition, 12 challenge participants (CPs) contributed annotated data sets for an evaluation against the SSC-I. CPs could ignore the training data and deliver the annotations from their genuine annotation system, or could train a machine-learning approach on the provided pre-annotated data. In general, the performances of the annotation solutions were lower for entities from the categories CHED and PRGE in comparison to the identification of entities categorized as DISO and SPE. The best performance over all semantic groups were achieved from two annotation solutions that have been trained on the SSC-I. The data sets from participants were used to generate the harmonised Silver Standard Corpus II (SSC-II), if the participant did not make use of the annotated data set from the SSC-I for training purposes. The performances of the participants' solutions were again measured against the SSC-II. The performances of the annotation solutions showed again better results for DISO and SPE in comparison to CHED and P
