Recently we proposed a state-space model with time delays for gene regulatory networks. Although the system can be uniquely determined under some assumptions, the solution space is still too large to use an exhaustive search method to find the optimal solution. This work employs Boolean variables to capture the existence of the discrete time delays of the regulatory relationships among the internal variables, and proposes a genetic algorithm (GA) to determine the optimal Boolean variables (the optimal solution) and to further infer gene regulatory networks with time delays. Computational experiments performed on a real gene expression dataset show that GA is effective at finding the optimal solution. Not only does the regulatory network with time delay obtained from the dataset possesses the expected properties of a real one, but the approach also improves the prediction accuracy by 72%, compared to gene regulatory network without time delays.

This paper gives contribution to the construction of an image mosaic by pasting together a sequence of photographs taken by a regular digital camera from the same position but in different directions. In order to find the best match between two overlapping images, a fuzzy-genetic based algorithm is presented. A translation vector with a minimal difference between the common picture parts has to be found. The difference is defined using the fuzzyfied contours of each images. The search of the optimal translation is considered as a minimization process. This paper proposes a method that uses genetic algorithms to find the minimum point corresponding to the optimal translation. Using the fuzzy based comparison of the two images yields a fast fitness function, while the implementation of the proposed method in a genetic hardware has a low and variable computational cost. The precision of the method is inverse-proportional with the computational time, which makes it ideal to be used in real time systems.

The noninvasive acoustical analysis of normal and pathological voices help speech specialists to perform accurate diagnose of diseases. Pathological voices show higher vocal noise level due to malfunctioning of vocal cords. Addition of noise component in speech has found to change the spectral properties. In this study, we show the use of energy spectrum which is obtained from 21-channel filter-bank outputs, for the classification of pathological voices. A simple k-means nearest neighbor classifier based on spectral distance is designed and a good classification results have been reported.

The paper is devoted to the problem of modeling demand for inventory management of slow-moving items in the case of reporting errors. It is proposed a generalization of the beta-binomial demand model that takes into account possible reporting errors in the learning sample. For the new model, there are developed identification and forecasting algorithms that provide consistent estimators of the model parameters and mean square optimal forecasts. The efficiency of the proposed approach is illustrated by an application example for slow-moving car parts.

Background: Health care is entering the Information Society. It is evident that the use of modern information and communication technology offers tremendous opportunities to improve health care. However, there are also hazards associated with information technology in health care. Evaluation is a means to assess the quality, value, effects and impacts of information technology and applications in the health care environment, to improve health information applications and to enable the emergence of an evidence-based health informatics profession and practice. Objective: In order to identify and address the frequent problems of getting evaluation understood and recognised, to promote transdisciplinary exchange within evaluation research, and to promote European cooperation, the Exploratory Workshop on "New Approaches to the Systematic Evaluation of Health Information Systems" (HIS-EVAL) was organized by the University for Health sciences, Medical informatics and Technology (UMIT), Innsbruck, Austria, in April 2003 with sponsorship from the European science Foundation (ESF). Methods: The overall program was structured in three main parts: (a) discussion of problems and barriers to evaluation;(b) defining our visions and strategies with regard to evaluation of health information systems;and (c) organizing short-term and long-term activities to reach those visions and strategies. Results: The workshop participants agreed on the Declaration of Innsbruck (see Appendix B), comprising four observations and 12 recommendations with regard to evaluation of health information systems. Future activities comprise European networking as well as the development of guidelines and standards for evaluation studies. Conclusion: The HIS-EVAL workshop was intended to be the starting point for setting up a network of European scientists working on evaluation of health information systems, to obtain synergy effects by combining the research traditions from different evaluation fields, leadi
