Since the appearance in 1993, first approaching the Shannon limit, the turbo codes gave a new direction for the channel encoding field, especially since they were adopted for multiple norms of telecommunications, such as deeper communication. To obtain an excellent performance, it is necessary to design robust turbo code interleaver. In this research, we investigated genetic algorithms as a promising optimization method to find good performing interleavers for large frame sizes. In this paper, we present our work, compare with several previous approaches and present experimental results.

We introduce a novel framework for estimating vector fields using sparse basis field expansions (S-FLEX). The notion of basis fields, which are an extension of scalar basis functions, arises naturally in our framework from a rotational invariance requirement. We consider a regression setting as well as inverse problems. All variants discussed lead to second-order cone programming formulations. While our framework is generally applicable to any type of vector field, we focus in this paper on applying it to solving the EEG/MEG inverse problem. It is shown that significantly more precise and neurophysiologically more plausible location and shape estimates of cerebral current sources from EEG/MEG measurements become possible with our method when comparing to the state-of-the-art.

To support our ongoing work in modeling bat echolocation, an artificial bat head was designed and fabricated using a 3D printer, an ultrasonic cochlea-like filter bank with 16 channels was designed with moderate quality (Q) factor, and 128 spiking neurons convert these signals to spike trains. A two-dimensional address-event arbiter is used to transmit these spikes off of the chip. We demonstrate that the population of spiking neurons can be decoded to estimate azimuth and elevation of ultrasonic chirps. This chip was fabricated in a commercially-available 0.5(mu)m CMOS process and consumes approximately 36(mu)W.

The present work intends to evaluate the functional characteristics of the cerebral network during the successful memory encoding of TV commercials. We estimated the functional networks in the frequency domain from a set of high-resolution EEG data. High resolution EEG recordings were performed in a group of healthy subjects and the cortical activity during the observation of TV commercials was evaluated in several regions of interest coincident with the Brodmann areas (BAs). Summarizing the main results of the present study, a sign of the memorization of a particular set of TV commercials have been found in a group of investigated subjects with the aid of advanced modern tools for the acquisition and the processing of EEG data. The cerebral processes involved during the observation of TV commercials that were remembered successively by the population examined (RMB dataset) are generated by the posterior parietal cortices and the prefrontal areas, rather bilaterally and are irrespective of the frequency bands analyzed. Such results are compatible with previously results obtained from EEG recordings with superficial electrodes as well as with the brain activations observed with the use of MEG and fMRI devices.

This paper provides an overview of quantitative and qualitative outcome of the national program for e-learning in Taiwan (ELNP for short). The national program was planned and initiated in 2002 by the National science Council. Taiwan government wished to promote e-learning industry and make all people have same opportunity to learn knowledge via e-learning. A five-year national program for e-learning started from 2003. This paper shows both of quantitative and qualitative outcomes of national program in the past four years from four different ways: public welfare, academic researching output, e-learning industry, technological results.
