Digital libraries, particularly those with a community-based governance structure, are best designed in a collaborative setting. In this paper, we compare our experience using two design methods: a Task-centered method that draws upon a group's strength for eliciting and formulating tasks, and a Use Case method that tends to require a focus on defining an explicit process for tasks. Statistical learning and probabilistic inference techniques are used to infer the hand position of a subject from multi-electrode recordings of neural activity in motor cortex. First, an array of electrodes provides training data of neural firing conditioned on hand kinematics. We learn a non-parametric representation of this firing activity using a Bayesian model and rigorously compare it with previous models using cross-validation. Second, we infer a posterior probability distribution over hand motion conditioned on a sequence of neural test data using Bayesian inference. The learned firing models of multiple cells are used to define a non-Gaussian likelihood term which is combined with a prior probability for the kinematics. A particle filtering method is used to represent, update, and propagate the posterior distribution over time. The approach is compared with traditional linear filtering methods; the results suggest that it may be appropriate for neural prosthetic applications.

Size resolved particle composition and nitric acid (HNO3)measurements from the ASEPS'98 experiment conducted in the BalticSea are used to provide observational evidence of substantialgas-particle transfer of oxidized nitrogen (N) compounds in themarine boundary layer. We then focus on the importance ofHNO3 reactions on sea salt particles in determining spatio-temporal patterns of N dry deposition to marine *** results obtained assuming no kinetic or chemical limiton HNO3 uptake and horizontally homogeneous conditions withnear-neutral stability, indicate that for wind speeds 3.5 – 10 ms-1 transfer of HNO3 to the particle phase to formparticle nitrate (NO3 -) may decrease the N depositionvelocity by 50%. We extend this research using the CHEM-COASTmodel to demonstrate that, in a sulphur poor environment undermoderate wind speeds with HNO3 concentrations representativeof those found in the marine boundary layer, inclusion ofheterogeneous reactions on sea spray significantly reducesmodelled NO3 - deposition in the near coastal zone.

Digital libraries and their user communities are increasingly internat ional in nature. However - though technological progress and global education have brought American and European communities closer - cross-cultural and other crosscutting issues impede the formation of &lquo;world community&rquo; on larger scales. The pertinent issues include: collaboration in the presence of language and cultural barriers, international copyrights, international revenue streams, and universal access. This panel will examine notions of "community" from a variety of theoretical and practical perspectives, and discuss lessons that can be gleaned from applications of the community concept. Topics are expected to include scalability, sustainability, regenerative cycles in healthy communities, and examples of digital-library efforts that have international potential or implications.

We propose an object-oriented (OO) formulation and implementation of lazy/delayed evaluation by reusing and extending an existing linear recursive structure (LRS) framework with the help of the strategy, decorator and factory design patterns. The result is a robust, flexible framework that can handle both infinite and finite lists and to which existing algorithms for finite lists can be applied without modification. The OO techniques used to develop this model are effective tools for teaching abstraction and design of data structures.
