The distance backup relays configured with fixed settings may lose their pre-determined coordination, and even form a significant threat to system security due to the variety of system operation condition. There are many special temporary operation conditions in the developing power grids of China, which may be not anticipated in the offline relay coordination. Therefore, periodical online verification of relay coordination is highly desirable to detect improper or incorrect settings under the current system state. However, the verification method is also required to perform verification correctly and efficiently in large-scale power grids, whose importance is similar to that of equal-area criterion for transient stability analysis, and eigenvalue methodology for low frequency oscillation analysis. A new verification method using setting comparison is presented, which performs verification more conveniently and efficiently than conventional method using reach point comparison. The application in large-scale power grids demonstrates the availability of the proposed method. © 2016 IEEE.

In cognitive radio networks (CRNs), spectrum database has been well recognized as an effective means to dynamically sharing licensed spectrum among primary users (PUs) and secondary users (SUs). In spectrum database, the protected incumbents (a.k.a. PUs) and the CRs (a.k.a. SUs) are required to register in database their operational specifications such as transmitting power, antenna height, time of operation and etc. so as to provide an up-to-date radio map for public queries and avoid possible interference. However, it poses potentially serious privacy problems especially when governmental and military systems participate in spectrum sharing through spectrum database. Most recent research works in database-driven CRNs, however, only focused on protecting user's location privacy but merely studied preserving PUs' operational specifications. In this paper, we propose a secure and privacy-preserving scheme using hidden policy-assisted attribute-based encryption technique to protect sensitive PUs' operational privacy without affecting database's accessibility and spectrum utilization efficiency. The security and performance analysis demonstrates that our scheme is secure and computationally efficient. Additionally, our policy-assisted scheme is practical and promising because of its consistency with FCC/NTIA's rule in spectrum regulation in database-driven CRNs.

We demonstrate a phase shifter based on a silicon slot waveguide infiltrated with liquid crystal. We achieve a phase shift of 73 π for a 5V drive voltage, with a voltage-length product of 0.022V·mm around 1V. We can drive the phase shifter directly with a 1V, duobinary pulse-width-modulated signal, allowing direct digital CMOS control of an analog optical phase shifter.

The US Federal Communications Commission began soliciting comments in December 2004 on proposed regulations to permit the use of cell phones and other personal electronic devices (PED) on board commercial airline flights. The numerous reports in the Aviation Safety Reporting System (ASRS) database of navigation errors ceased after the cockpit crew asked for PEDs to be turned off. Corporate and general aviation pilots have reported that approach-certified GPS avionics can lose satellite lock inflight due to cellular tele-phones being on. Personal electronics have caused avionics interference on airliners and general aviation aircraft. The aviation systems should develop and deploy simple real-time tools that can allow the crew to detect RF emissions.

Previous studies have demonstrated that power plane pairs in a printed circuit board are capable of generating significant radiated emissions at resonance frequencies if these resonances are not damped by material or component losses. The paper shows that board resonances may be readily damped by component losses. However, radiated emissions from a damped power bus may still exceed FCC or CISPR limits over a broad band of frequencies.

A simple algorithm for the control of reactances in parasitic circular aerial beamforming arrays is presented. The computation of the capacitances is straightforward and eliminates the use of optimization procedures. Different sets of capacitances for rotating-beam applications are easily obtained. The beam shape is maintained during rotation.

Recent advances in Kerr electro-optic measurement theory resulted in various promising algorithms that can reconstruct the electric field and/or space charge density from optical data. In particular the finite element based Kerr electro-optic reconstruction algorithm (FEBKER) calculates the space charge density directly to avoid the numerical problems associated with taking the gradient of the electric field, uses single parameter intensity measurements to enable transient analysis which otherwise is difficult since multiple parameter intensity measurements is slow due to the rotation of polarizers, and is capable of reconstruction even when the number of measurements are limited by the window size of the experimental set-up. In this paper we apply FEBKER to synthetic Kerr electro-optic data obtained for a point/plane electrode geometry in transformer oil with a specified space charge density distribution. The performance of the algorithm is tested. The impact of experimental error is analyzed by incorporating random error to the synthetic data. Regularization techniques that decrease the impact of experimental noise are applied.

Recently we used the onion peeling method to reconstruct the axisymmetric electric field distribution of point/plane electrodes from Kerr electro-optic measurements. The method accurately reconstructed the electric field from numerically generated data. However in the presence of experimental noise the performance was less satisfactory. The measurements were especially noisy and unstable near the needle tip which is also the most interesting region since most charge injection occurs here. In this paper we propose a new algorithm for Kerr electro-optic reconstruction of space charge in arbitrary geometries. The algorithm is built on the finite element method for Poisson's equation and will be called the finite element based Kerr electro-optic reconstruction (FEBKER) hereafter. FEBKER is tested on a point/plane like simple artificial axisymmetric geometry. Research is underway for application of the method to actual axisymmetric point/plane experiments. The method is readily extendible to arbitrary three dimensional geometries.
