This paper is part of an ongoing activity of the IEEE Application of Probability Methods Subcommittee to advance the probabilistic methods used to analyze Bulk Power System (BPS) reliability. The objective of the Task Force is to develop a set of guidelines for measuring delivery point reliability. This involves reviewing published literature and other documentation of existing procedures, definitions, and indices. This report presents the results of the Task Force efforts to compile a useful set of terms and procedures for consistent reporting of BPS delivery point reliability.

For motivation purpose, imagine the following continuous pattern matching problem. Given are two continuous pictures, each consisting of unicolor regions;one picture is called the scene and the other the pattern. The problem is to find all occurrences of the pattern in the scene. As a step towards efficient algorithmic handling of the continuous pattern matching problem by computers, where discretized representations are involved, we consider in this paper a two-dimensional pattern matching problem where the pattern and the text are specified in terms of exemplar digitized images. From the wider perspective of areas such as computer vision or image processing, our problem definitions identify an important gap in the fundamental theory of image formation and image processing - how to determine, even in the absence of noise, if a digitized image of a scene could contain an image of a given pattern?. © Springer-Verlag Berlin Heidelberg 1993.

Based on the ray optics and uniform geometrical theory of diffraction, one 3D deterministic model with full propagation parameters for indoor radio propagation is presented. Mechanisms for specular reflection and transmission are discussed and one refined model for these mechanisms is proposed. For wideband radio propagation, one frequency domain approach is applied to check the validity of approximation of wideband simulation in the time domain. Comparisons between the 2D and 3D models are made and the effects of diffraction are studied. The polarization characteristics such as cross polarization discrimination and effects of rotations of antennas can also be studied by using this model. To examine the accuracy of the simulations, various numerical results and comparisons with measurements are also provided.< >

electrical and Structural Properties of Cobalt Annealed on Silicon-Germanium Epilayers

The structural and electrical properties of cobalt annealed on heteroepitaxial, strained-layer silicon-germanium were studied by transmission electron microscopy, four-point-probe and four-terminal resistor resistivity measurements, and junction diodes. The I50nm thick epitaxial p-Si0.87Ge0.13 was grown by UHV-CVD at 590r.C. Cobalt was deposited by DC magnetron sputtering. The cobalt was rapid-thermally annealed at various temperatures in forming gas. The cobalt film and the SiGe layer reacted, as illustrated by changes in their film thicknesses, and increased interfacial roughness. The roughness and reacted-film thickness increased with increasing temperature. The sheet resistances of the samples were dependant on the anneal temperature and time. Films formed by annealing at 700r.C, 3 min, were 80nm thick, and had 2.8Ω/sq sheet resistivity, corresponding to 20µΩ-cm resistivity. The contact was ohmic, with contact resistivity of l.6×-10-4Ω-cm2. SiGe/ Si heterojunction diodes contacted by the reacted film, containing Co, Si, and Ge, were compared to diodes contacted by aluminum.

Constraint analysis is a design tool for object-oriented database environments that makes use of knowledge about constraints to support the design of user views and the specification of propagation actions. The constraint analysis process is supported by the formal, uniform representation of schema constraints. The formal representation supports the ability to analyze and explain constraints;the uniform representation allows both inherent and explicit constraints to be analyzed in the same manner. Using constraint analysis, the effects of constraints can be made explicit at design time to support the flexible specification of database operations that maintain object integrity. This paper presents the constraint representation that supports the analysis and explanation process. © 1988, Springer-Verlag.

A computationally efficient identification procedure is proposed for a nonGaussian white-noise-driven linear, time-invariant, nonminimum phase system. The method is based on the idea of computing the complex cepstrum of higher order cumulants of the system output. In particular, the differential cepstrum parameters of the nonminimum phase impulse response are estimated directly from higher-order cumulants by least-squares solution or two-dimensional FFT operations. The method reconstructs the minimum-phase and maximum-phase impulse response components separately. It is flexible enough to be applied on autoregressive (AR), moving average (MA), or ARMA system without a priori knowledge of the type of the system. Benchmark simulation examples demonstrate the effectiveness of the method even with short length data records.< >

Timely information on scientific and engineering developments occurring in laboratories around the world provides critical input to maintaining the economic and technological strength of the United States. Moreover, sharing this information quickly with other countries can greatly enhance the productivity of scientists and engineers. These are some of the reasons why the National Science Foundation (NSF) has been involved in funding science and technology assessments comparing the United States and foreign countries since the early 1980s. A substantial number of these studies have been conducted by the World Technology Evaluation center (WTEC) managed by Loyola College through a cooperative agreement with NSF. The National Science and Technology Council (NSTC), Committee on Technology's Interagency Working Group on NanoScience, engineering and Technology (CT/IWGN) worked with WTEC to develop the scope of this Nanostucture Science and Technology report in an effort to develop a baseline of understanding for how to strategically make Federal nanoscale R&D investments in the coming years. The purpose of the NSTC/WTEC activity is to assess R&D efforts in other countries in specific areas of technology, to compare these efforts and their results to U. S. research in the same areas, and to identify opportunities for international collaboration in precompetitive research. Many U. S. organizations support substantial data gathering and analysis efforts focusing on nations such as Japan. But often the results of these studies are not widely available. At the same time, government and privately sponsored studies that are in the public domain tend to be "input" studies.
