FUEL-CELL POWER-PLANTS FOR SURFACE FLEET APPLICATIONS

After one year of military service with the French navy he worked as naval architect and program director for the French navy between 1984 and 1988. He was in charge of the development of AGNES200 Surface Effect Ship design which completed its sea trials in 1992. He also was responsible for the construction of five ships (four hydrographic vessels and one experimental MCM vessel) which entered service between 1988 and 1991. He has been involved in a number of projects and studies for the U.S. Navy U.S. Coast Guard and other foreign and domestic customers. At Band Lavis & Associates Inc. Mr. Goubault has expanded the computer tools used to conduct parametric analysis of advanced hullforms and has developed cost-effectiveness assessment tools and methodologies for both commercial and military ships. Mr. Goubault is a member of ASNE. Marc Greenberg:is employed as a cost analyst at the cost and economic analysis branch systems assessment and engineering division Naval Surface Warfare Center. He provides cost estimates and analyses of Navy ship and submarine technologies and has assisted in the development of parametric cost models since 1991. Employed as an electronics engineer by the U.S. Army Information Systems Command from 1989 to 1991 he provided support in simulation design and construction of high frequency and microwave communication systems. Mr. Greenberg received his BS degree in ceramic science and engineering from the Pennsylvania State University May 1987. He is a member of MORS. Todd Heidenreich:is employed in the design analysis and tools branch systems assessment and engineering division of the Carde-rock Division Naval Surface Warfare Center. This paper describes the results of a study undertaken to determine the impact of fuel cell technology on the design and effectiveness of future naval surface combatants. The study involved the collection of data to characterize four different fuel cell technologies: proton exchange membrane, molten carbonate, phosphoric acid, and solid oxide fuel cells. This information was used to expand current computer models to develop specific fuel cell plants that met the power requirements for several applications on a nominal 5000 Lton destroyer and a nominal 2000 Lton corvette. Each of the fuel cell technologies was incorporated into several applications aboard the destroyer and the corvette. These applications included combinations of centralized and distributed ship service power, and propulsion power. In addition, the impact of fuel cell technology was determined for a ship service power backfit option aboard a DDG-51 class destroyer. The results of the impact on the ship designs were analyzed and a military effectiveness assessment was conducted to address such issues as the impact of fuel cells on mobility, survivability, affordability, and on the environment. The paper identifies which aspects of the fuel cell technologies have the greatest impact upon the ship designs and their operational costs. Recommendations are given for future technology development efforts required to make fuel cells suitable for Navy service.

A SURVEY ON THE PARALLEL DISTRIBUTED PROCESSING OF PRODUCTION systems

The importance of production systems.in artificial intelligence (AI) has been repeatedly demonstrated by a large number of expert systems. As the number and size of expert systems.grow, there has however been an emerging obstacle in such AI applications: the large processing time. The need for faster execution of production systems.has spurred research in both the software and hardware domains, including connectionist architectures. This paper surveys various aspects of parallel distributed processing of production systems. Approaches taken to date to solve the problems associated with production systems.are classified here into three levels: the algorithmic level, the parallel implementation level, and the connectionist level. Several pattern matchers and multiple rule firing principles are presented to demonstrate the algorithm level improvement. Several parallel implementation efforts are surveyed along with experimental results on real machines or with simulators. The presentation of three different types of connectionist production systems.(local, distributed, and hierarchical representation) completes this survey. Finally, we explore some potential avenues towards the implementation of a true asynchronous parallel production system.

We extend the results of our previous paper [8] to the nonlinear case: The Lloyd polynomial of the covering has at least R distinct roots among 1,…, n, where R is the covering radius. We investigate PWC with diameter 1, finding a partial characterization. A distributed information system includes autonomoys database systems.interconnected by communication networks. The system has to provide the interoperability among the database systems.for users. In this paper, the interoperability means that users can define dynamically their views on multiple database systems. The classical distributed database systems.aim at providing services where users can use multiple database systems.without being conscious of their heterogeneity and distribution. Also, it is assumed that each database system can accept operations from users if the operations are authorized by the security constraint However, each database system may not take the operations or not reply them quickly due to the internal situation like overloaded one even if the operations can be accepted. Thus, each database system has some autonomy, i.e. can decide what and how it can do for each operation. In this paper, we discuss how to provide the interoperability on autonomous database systems. © 1991 IEEE.

As database applications become larger and more complex, the development of suitable test plans to assure robust and reliable software becomes essential. The testing procedure must establish the applications' reliability from the human expectation viewpoint as well as its correctness and robustness. The predetermined goal of this testing procedure are to assure high reliability of the application and ascertain that the software performed according to specifications, while remaining within the project's time and budgetary constraints. Errors identified during development can be corrected with minimal cost when compared to errors uncovered by users after the software release. By overlapping testing with development, and automating the production of a standardized set of test plans, the incremental production time can be minimized. By generating an application specific test plan, syntactic and semantic specifications of the actual system applications can be tested. A side effect of this specific, interleaved correctness testing is the uncovering of user interface inconsistencies and their refinement before exposure of the application to the real end user. Analysis of the results of our experimental testing showed the keystone to be the test plan. Since the completeness and veracity of this document is a prime determining factor in the validity of the testing, we have developed a program using C++ on a Sun workstation to automatically generate test plans from the design schema. This paper presents an automated/manual testing scheme suitable for assuring the validity of large database applications. The initial premises, design, execution and consequences of the test procedure is detailed, followed by a description of the automation of strategic components. © 1991 ACM.

A solution is presented to the L/sup 1/ minimization problem for plants with commensurate delays. In the special case where the weight has one pole, the problem can be solved by a single linear programming problem. Other special cases are also presented. A method for computing the optimal performance and a characterization of minimizing solutions are given.< >

The paper presents a frequency-domain estimator which can identify both a nominal model of a plant as well as a frequency-domain bounding function on the modeling error associated with this nominal model. This estimator, which we call a robust estimator, can be used in conjunction with a robust control-law redesign algorithm to form a robust adaptive controller.
