Biodiversity Conservation in Local Planning

Local land-use policy is increasingly being recognized as fundamental to biodiversity conservation in the United States. Many planners and conservation scientists have called for broader use of planning and regulatory tools to support the conservation of biodiversity at local scales. Yet little is known about the pervasiveness of these practices. We conducted an on-line survey of county, municipal, and tribal planning directors (n = 116) in 3 geographic regions of the United States: metropolitan Seattle, Washington;metropolitan Des Moines, Iowa;and the Research Triangle, North Carolina. Our objectives were to gauge the extent to which local planning departments address biodiversity conservation and to identify factors that facilitate or hinder conservation actions in local planning. We found that biodiversity conservation was seldom a major consideration in these departments. Staff time was mainly devoted to development mandates and little time was spent on biodiversity conservation. Regulations requiring conservation actions that might benefit biodiversity were uncommon, with the exception of rules governing water quality in all 3 regions and the protection of threatened and endangered species in the Seattle region. Planning tools that could enhance habitat conservation were used infrequently. Collaboration across jurisdictions was widespread, but rarely focused on conservation. Departments with a conservation specialist on staff tended to be associated with higher levels of conservation actions. Jurisdictions in the Seattle region also reported higher levels of conservation action, largely driven by state and federal mandates. Increased funding was most frequently cited as a factor that would facilitate greater consideration of biodiversity in local planning. There are numerous opportunities for conservation biologists to play a role in improving conservation planning at local scales.

The impact of the Gyeongui Line Park project on residential property values in Seoul, Korea

Gyeongui Line Park is an urban park project that the City of Seoul has adopted as a means to revitalize declining neighborhoods. This study aims to analyze the project's effects on housing prices. Unlike extant hedonic studies, this analysis focuses on revealing the heterogeneous effects of the project by the development process, from inception to completion, to understand when and to what extent the park has influenced housing values in the host neighborhood. Findings indicate that the Gyeongui Line Park project has resulted in generally positive externalities to both apartments and multi-family dwellings, with the magnitude varying by relative locations. The effects differ according to the project's phase and housing type: in the apartment market, values increased about 15% per 100-m approach to the park, starting with the announcement of the park's procurement plan in 2006;continued to increase through Phase I completion;then decelerated to 0-3% at the beginning of Phase II construction. For multi-family homes, the project corresponded with positive, but smaller increases on housing values (about 2%) starting with Phase I construction in 2012, with the magnitude remaining at 1-2% from 2012 to the present. Findings from this study and its methodology will be valuable in determining the course of future planning efforts to maximize the positive effects of projects in urban revitalization practice. With this research, we aim to identify built environmental components of retail districts that affect pedestrian behaviors and influence their shopping behavior. We conducted GPS experiments to observe visitors' choice of walking route-pedestrian volume and visit duration-and the questionnaire survey to obtain their records of shopping on where and how much they spent in the Sinchon retail district of Seoul, South Korea. We then employed a path analysis to assess the causal relationship between the built environment, walking behavior, and shopping behavior. We found that pedestrians prefer streets with safety from vehicles, high design quality;higher hierarchy, centrality, and provision of resting places or other street amenities;and that all of these variables also increase pedestrian's visit duration and induce spending at stores on the street. This study would provide design guidelines to municipalities or private retailers looking to revitalize retail districts through environmental improvements.

Is Water Pricing Policy Adequate to Reduce Water Demand for Drought Mitigation in Korea?

Korea experienced an unexpected drought in the southern Seoul metropolitan area from 2015 to 2017. After that, the Korean government has been drafting various policies to mitigate the effects of drought. However, these are primarily long-term drought policies, such as reservoir expansion. A comprehensive water demand reduction policy, which considers both short-term and long-term droughts, is also required. To confirm the effectiveness of the water pricing policy in Korea, we estimated the water demand reduction volume during droughts by assuming the drought and water pricing policy. We used two models for simulation: the severe drought area prediction (SDAP) model and the SD (system dynamics) model. The results showed the water demand reduction by price would not be significantly effective in Korea. We indicated that the effectiveness of policies could differ in each situation so that appropriate policies are needed for each country. This discussion could provide policy implications for other countries being at risk of droughts as well as the Korean government. Furthermore, we discussed non-price water policies that could be implemented in combination with the pricing policy in cases where the water pricing policy does not effectively reduce water demand.

The re-occupancy of displaced households in a community following a hazard event is a complex social process driven collectively by the functionality states of community building portfolios and supporting lifelines. This study presents a novel approach for household re-occupancy (HRO) modeling using discrete state, Discrete Time Markov Chain (DTMC). Our hypothesis is that the re-occupancy state of a displaced household at a post-event time is collectively determined by the joint functionality status (JFS) (of its related school(s), workplace(s) and pre-event dwelling unit) and by the resourcefulness of the household largely determined by its income level. Accordingly, we construct a one-step transition probability matrix of the DTMC modeling the household's JFS as a function of the functionality states of its school(s), workplace(s) and pre-event dwelling unit;additionally, based on available social science studies, we further define a set of time-dependent conditional re-occupancy probability functions (CRPFs) that give the probability of a household re-occupying its pre-event dwelling units at any time conditional on the change in household's JFS and its income level. Finally, the time-variant household-level re-occupancy probability is derived by solving the DTMC with partially absorbing boundary conditions described by the CRPFs. The community-level HRO is then obtained through aggregating the household-level re-occupancy state across the community over the recovery time horizon. Effects of low-impact development practices for flood events at the catchment scale in a highly developed urban area

Because conventional responses to urban flooding, such as the extension of sewer conduits, are basically incompatible with recent trends of sustainable development, it is desirable to restore the natural hydrological cycle and maximize the infiltration capacity of a site at the source of flooding. Thus, low-impact development (LID) practices have frequently been suggested as adaptation strategies to local climate change. Studies have demonstrated the potential effects of LID, but they have not quantified and verified the extent of its capacity to mitigate the effects of actual floods. Therefore, this study set up catchment-scale sites located at the boundary where rainwater is treated in an urban area and evaluated the impacts of two types of LID using the Storm Water Management Model (SWMM) based on actual flood events during the wet season. The results showed that LID could reduce the runoff volume, peak flow, and inundation volume compared with conventional development. This study also used and demonstrated the implications of sensitivity testing and model updating to increase the correlation between the real system and the modeled site;therefore, the results can be used as a reference to assess the effectiveness of green space when planning urban redevelopment and regeneration projects where sewer systems already exist.

This study aims to expand understanding of the urban morphology's role on residential energy demand beyond the previous approach that focused only on the direct effect of physical urban form. This paper suggests the importance of indirect pathways through which three morphological factors-namely urban spatial conditions, land use and architectural attributes-affect the thermal efficiency of residential buildings and then the energy demand. To verify the alternative mechanism of morphology, an empirical building-level dataset of a residential area in Seoul, South Korea was established and analyzed using a structural equation modelling method. The urban morphology models substantially explained the variation in the thermal efficiency of houses, revealing the indirect contribution of the urban design and land use characteristics via other variables as well as the direct contribution of the architectural attributes. For instance, unfavorable urban design conditions of a parcel were associated with substantial underutilization of land property, consequently delaying improvement in residential thermal efficiency. The expectation of redevelopment or the complex ownership of a property also hindered the reinvestment efforts. Policy implications derived from the results were discussed at the end of the paper.

Urban heat mitigation by roof surface materials during the East Asian summer monsoon

Roof surface materials, such as green and white roofs, have attracted attention in their role in urban heat mitigation, and various studies have assessed the cooling performance of roof surface materials during hot and sunny summer seasons. However, summers in the East Asian monsoon climate region are characterized by significant fluctuations in weather events, such as dry periods, heatwaves, and rainy and cloudy days. This study investigated the efficacy of different roof surface materials for heat mitigation, considering the temperatures both at and beneath the surface of the roof covering materials during a summer monsoon in Seoul, Korea. We performed continuous observations of temperature at and beneath the surface of the roof covering materials, and manual observation of albedo and the normalized difference vegetation index for a white roof, two green roofs (grass (Poa pratensis) and sedum (Sedum sarmentosum)), and a reference surface. Overall, the surface temperature of the white roof was significantly lower than that of the grass and sedum roofs (1.1 degrees C and 1.3 degrees C), whereas the temperature beneath the surface of the white roof did not differ significantly from that of the grass and sedum roofs during the summer. The degree of cloudiness significantly modified the surface temperature of the white roof compared with that of the grass and sedum roofs, which depended on plant metabolisms. It was difficult for the grass to maintain its cooling ability without adequate watering management. After considering the cooling performance and maintenance efforts for different environmental conditions, we concluded that white roof performed better in urban heat mitigation than grass and sedum during the East Asian summer monsoon. Our findings will be useful in urban heat mitigation in the region.

Urban Forest Growth and Gap Dynamics Detected by Yearly Repeated Airborne Light Detection and Ranging (LiDAR): A Case Study of Cheonan, South Korea

Understanding forest dynamics is important for assessing the health of urban forests, which experience various disturbances, both natural (e.g., treefall events) and artificial (e.g., making space for agricultural fields). Therefore, quantifying three-dimensional changes in canopies is a helpful way to manage and understand urban forests better. Multitemporal airborne light detection and ranging (LiDAR) datasets enable us to quantify the vertical and lateral growth of trees across a landscape scale. The goal of this study is to assess the annual changes in the 3-D structures of canopies and forest gaps in an urban forest using annual airborne LiDAR datasets for 2012-2015. The canopies were classified as high canopies and low canopies by a 5 m height threshold. Then, we generated pixel- and plot-level canopy height models and conducted change detection annually. The vertical growth rates and leaf area index showed consistent values year by year in both canopies, while the spatial distributions of the canopy and leaf area profile (e.g., leaf area density) showed inconsistent changes each year in both canopies. In total, high canopies expanded their foliage from 12 m height, while forest gap edge canopies (including low canopies) expanded their canopies from 5 m height. Annual change detection with LiDAR datasets might inform about both steady growth rates and different characteristics in the changes of vertical canopy structures for both high and low canopies in urban forests.

Who lives in and owns cold homes? A case study of fuel poverty in Seoul, South Korea

The study aims to identify residence groups that are highly vulnerable to fuel poverty in the urban area of a South Korean city. Thereby, the paper emphasizes that fuel poverty problems occur in different ways according to the social and spatial contexts and thus need a more contextualized policy approach beyond the simplistic criteria of household income and heating cost. To fully capture the meaning of cold homes, an empirical dataset of thermal efficiency of individual dwellings and actual heating in a residential area in Seoul, South Korea is examined along with the tenure type and the ownership attributes. The analyses reveal that the amount of actual heating energy consumption did not show any clear relation with the thermal efficiency of housing or the tenure type. Additionally, considerably inefficient dwellings like old, detached houses are occupied by elderly owners who often lack both the financial capability and intention to properly maintain their properties. The result indicates that people who are living in cold homes are not always confined to poor residents living in rented homes. The study proposes some new types of potential fuel poverty based on the analyses of thermal efficiency and heating patterns by dwellings.
