Ingalls Shipbuilding Division Litton Industries Pascagoula Miss. has been an active member of ASNE since 1970. a frequent contributor to the Naval Engineers Journal and a participant at ASNE Day meetings as both an Author and a Discusser. He is an Associate Fellow of the American Institute of Aeronautics has twenty-three years experience in the field of Naval Engineering and is a graduate of the California Institute of Technology from which he received his B.S. degree (1950) and his M.S. degree (1952). both in Mechanical Engineering. and his Ph.D. degree (1954) in Mechanical Engineering and Mathematics. Mr. H. Richard Stiles graduated from the U.S. Naval Academy in 1965. Prior to leaving the naval service in 1970 he was designated as a Naval Aviator and authored two Patents one for an aircraft optical glide slope reference system and the second for an intercommunications system for air traffic control. As an author he has had technical papers published by SNAME — “Planning Hull Structure” — and by the Offshore Technology Conference — “A Fourth Generation Crewboat.” At the present time he serves as an Engineering Specialist for the Hull Technical Department at Ingalls Shipbuilding Division. Mr. Stephen P.K. Ho is also with Ingalls Shipbuilding Division where since 1970 he has worked on various phases of naval engineering and advanced studies. He received both his B.S. and M.S. degrees in Naval Architecture and Marine Engineering from the University of Michigan in 1958 and 1959 respectively. and prior to joining Ingalls Shipbuilding Division also worked with other Marine Firms in ship design particularly in computer applications to Preliminary Design the Construction Process and the Management Information System. Besides ASNE which he joined in January 1980. he is a member of SNAME.

McPhee received his B.S. degree in Chemical Engineering from the University of Alberta (Canada) and his M.E. degree in Chemical Engineering from New York University. He is currently a Chemical Engineer in the Environmental Protection Division David W. Taylor Naval Ship Research and Development Center. Previously he was a Research Chemical Engineer at the National Marine Fisheries Service and a Process Engineer for Conoco FMC B.F. Goodrich and Exxon Corporations. He is a member of the American Institute of Professional Engineers Canadian Council of Engineers Alberta Association of Professional Engineers and the Water Pollution Control Federation. Mr. Charles M. Kelly received his B.S. degree in Chemical Engineering from the University of Maryland. He is currently a Chemical Engineer in the Environmental Protection Division David W. Taylor Naval Ship Research and Development Center where his efforts have focused on solving engineering problems in pollution abatement and energy conservation. He holds two patents dealing with a reduced-flow. water-conserving bathing shower. Mr. Edwin W. Comstock is currently Head of the Surface Ship Hydrodynamics Section (SEA 32132) of the Hull Form Design Performance and Stability Branch Naval Sea Systems Command. He received his B.S.E. degree in Naval Architecture and Marine Engineering in 1970 and his M.S. degree in Ship Hydrodynamics in 1974 both from the University of Michigan. Mr. Comstock began his professional career with the U.S. Navy in 1974 as a Seakeeping Specialist in the Hull Form and Fluid Dynamics Branch of the former Naval Ship Engineering Center being involved in improving the design of naval ships through the integration of R&D technology advances into the ship design process. His efforts prior to 1980 were mainly aimed at developing and establishing Seakeeping Performance Assessment and Design Practices. Other responsibilities have included numerous ship performance investigations in still water and in the sea environment in support of ship design and specific Fleet problems. Prior to his employment by the Navy he worked in the Structural and Hydrodynamic Groups of General Dynamics' Electric Boat Division. There his activities spanned the areas of Submarine structural and Hydrodynamic Design and Construction. A member of ASNE since 1978. he is also a member of ASE and SNAME and has been active in supporting the efforts of the SNAME H-7 (Seakeeping) Panel the National Science Foundation (NSF). and the NATO Naval Armaments Group 6/Sub-Group 5 (Seakeeping). Mr. Robert G. Keane Jr. is presently Head of the Hull Form Design. Performance and Stability Branch (SEA 3213). Ship Design and Integration Directorate (SEA 03). Naval Sea Systems Command (NAVSEA). Reynolds Metals Company a position he had held since 1974. He received his formal education in Pennsylvania and New Jersey with additional studies in Welding Metallurgy at the University of California Los Angeles (UCLA). after which he spent seven years at the New York Naval Shipyard where he was a Welding Supervisor in charge of underwater welders (divers) and other specialized welding applications. Subsequent thereto he worked for the Linde Company Division Union Carbide Corporation in the R&D Laboratory on the development of the inert gas-welding processes TIG and MIG and as a Technical Sales Representative. In 1959. he joined the Engineering Services Department Reynolds Metals Company as a Welding Engineer where he specialized in cryogenic applications welder training programs and marine construction and was the Resident Welding Engineer in New Orleans. La. during the construction of the 306-foot all-aluminum Trailer shipSacal Borincano.In 1963 he accepted a position with Aero jet General Von Karman Center Azusa Calif. as a Process Engineer on the development of the aluminum and stainless steel propulsion systems for the APOLLO and ABLESTAR Space Vehicles. during which time he promoted the use of an electron beam welding system and a high strength aluminum alloy to produce the reliability required of the APOLLO Space Unit. Mr. Hay rejoined the Reynolds Metals Company as Chief Welding Engineer where he produced the first high speed technical movie “The Effect of Arc Variation on Aluminum Welds” and also developed the widely used technical comic book “MIG Welding Aluminum”with Pete and Harry which was later translated into the Parsi language for use in the Mideast. He joined the Royal Canadian Navy in 1961 and attended the Royal Roads Military College from 1961 to 1963 receiving his BE degree in Electrical Engineering. Following Pre-Fleet Training he was assigned to HMCS Gatineau for watchkeeping and engineering training. Work on the prototype AN/SQS-505 Sonar ASROC Missile System and the prototype ASW Data System (ASWDS) followed including shipboard installation and evaluation of the system in HMCS Terra Nova during which time he was the “guinea pig” Combat Systems Engineer. Later during the construction phase of the Canadian Navy's Combined Support Center he acted as Principal Engineer subsequently returning to graduate studies at the Nova Scotia Technical College in 1971 from which he received his Ph.D. in Electrical Engineering designing and building a computer intended for ship machinery health monitoring in the process. Posted to Headquarters in 1974 he served as Project Officer for a mini command and control system known as ADLIPS his additional interests being that of originating plasma and digital television developments. It was during this period that the SHINPADS concept was first put forward and following a year at the Canadian Forces Command and Staff College he was promoted to his present rank in 1977 and posted as Head of the Naval Command and Control Design Authority (DCMS 7). Cdr. Carruthers is a registered Professional Engineer (Ontario). and as an author has had several technical papers published on digital design machinery health monitoring and the SHINPADS concept. At the present time he is Assistant Director Maritime Combat Systems at the National Defense Headquarters in Ottawa where his current responsibilities include all aspects of C2systems. A member of ASNE since February 1978 he is also a member of IEEE U.S. Naval Institute and the IEEE Computer Society.

He received his Associate in Engineering degree in Drafting and Design Technology in 1959 his B.S. degree in Aerospace Engineering in 1965 and his M.S. degree in Engineering Mechanics in 1970 all from Pennsylvania State University. In 1973 he was selected for the Navy's Long-Term Training Program at the University of Michigan from which he received his M.S.E. degree in Naval Architecture in 1974. Mr. Johnson began his professional career at the Ordnance Research Laboratory Pennsylvania State University in 1959 where he was involved in the design of hydroelastic submarine models and conducted research in the area of flow-induced structural vibrations. Subsequently he joined HRB-Singer at State College Pennsylvania in 1967 as a Research Engineer and in 1969 joined the former Naval Ship Engineering Center (NAVSEC) where he was employed in the Submarine Structures Branch Surface Ship Structures Branch and the Performance and Stability Branch of the Hull Division. Currently he is the CASDAC Hull System Technical Director and also Head of the Surface Ship Hydrodynamics Section (SEA 32133) Naval Architecture Division Naval Sea Systems Command a member of ASE SNAME and Tau Beta Pi and one of the Navy Subcommittee Members of the Ship Structures Committee. Mr. Nicholas P. Casacostas is currently a Section Chief for Naval Architecture in the Washington D.C. office of M. Rosenblatt & Son Inc.
