Command detonation (i.e., static firing) provides a method of testing munitions for their postdetonation residues early in the acquisition process. However, necessary modifications to the firing train and cartridge orientation raise uncertainty whether command detonation accurately represents residue deposition as it occurs during live-fire training. This study collected postdetonation residues from live-fired 60 mm IMX-104 mortar cartridges and then compared estimated energetic-compound deposition rates between live fire and prior command detonations of the same munition. Average live-fire deposition rates of IMX-104 compounds determined from 11 detonations were 3800 mg NTO (3-nitro-1,2,4-triazol-5-one), 34 mg DNAN (2,4-dinitroanisole), 12 mg RDX (1,3,5-Trinitroperhydro-1,3,5-Triazine), and 1.9 mg HMX (1,3,5,7-Tetranitro-1,3,5,7-Tetrazocane) per cartridge. Total live-fire residue deposition (mean standard deviation: 3800 900 mg/cartridge) was not significantly different from command detonation using a representative fuze simulator (3800 900 mg/cartridge, n = 7, p = 0.76) but was significantly different from command detonation using a simplified fuze simulator (2200 500 mg/cartridge, n = 7, p < 0.01). While the dominant residue compound NTO was broadly similar between live fire and command detonation, the minor residue compounds RDX and DNAN were underestimated during command detonation by a factor of approximately three to seven.

Empirical measurements of the spatial distribution, particle-size distribution, mass, morphology, and energetic composition of particles from low-order (LO) detonations are critical to accurately characterizing environ-mental impacts on military training ranges. This study demonstrated a method of generating and characterizing LO-detonation particles, previously applied to insensitive munitions, to 81 mm mortar rounds containing the conventional explosive formulation Composition B. The three sampled rounds had estimated detonation efficiencies ranging from 64 to 82 as measured by sampled residual energetic material. For all sampled rounds, energetic deposition rates were highest closer to the point of detonation; however, the mass per radial meter varied. The majority of particles (>60 ), by mass, were <2 mm in size. However, the spatial distribution of the <2 mm particles from the point of detonation varied be-tween the three sampled rounds. In addition to the particle-size-distribution results, several method performance observations were made, including command-detonation configurations, sampling quality control, particle-shape influence on laser-diffraction particle-size analysis (LD-PSA), and energetic purity trends. Overall, this study demonstrated the successful characterization of Composition B LO-detonation particles from command detonation through combined analysis by LD-PSA and sieving.

Decades of military activity on live-fire training ranges have resulted in the contamination of land and groundwater by recalcitrant high explosives, in particular, TNT and RDX. While the transformation products of TNT, and TNT itself, are highly toxic, they tend to bind strongly to organic matter and clay in soil and so remain contained at the site of contamination. RDX however, is a major concern due to its high soil mobility. Contamination of RDX on training ranges, and subsequent contamination of groundwater poses a significant threat to drinking water sources. There are currently no cost-effective processes to remediate large areas of contaminated vegetated land on training ranges, or methods to contain the RDX. In previous SERDP-funded studies (ER-1318 and ER-1498), plants were genetically modified through the insertion of two genes, xplA and xplB, to degrade RDX from soils. The objective for this project is to demonstrate and evaluate, through the use of field-scale testing, the ability of XplAB-expressing grasses to contain and degrade RDX from explosives contaminated soil in situ.

Munitions are encountered in a variety of underwater environments as unexploded ordnance(UXO) or discarded military munitions (DMM). The objective of this project was to validate an underwater suite of tools that can be used to render safe underwater UXO and DMM. Testing was conducted on inert Navy 5-inch/38-caliber projectiles in a test tank (demonstration 1) and in the ocean off a pier (demonstration 2). The proprietary technology for underwater demilitarization of munitions utilized a suite of tools that accomplished the following:1) cleaned a munition of external bioencrustations using a high-pressure waterjet cleaning tool, 2) positioned a cut and capture apparatus on the munition, 3) cut an access hole in the side of the munition using a high-pressure entrainment-style abrasive waterjet cutting head,4) removed the resulting plug, 5) washed out the internal contents of the munition using a high-pressure washout head, and 6) captured the effluent generated during operations without leakage to the environment.

This paper identifies a set of best practices regarding firmware management and security for embedded control devices that are critical components of an energy infrastructure system. Such systems are considered an aspect of Utility Monitoring and Control Systems (UMCS) in the dod community, but the practices presented in this report are equally applicable to the civilian sector as well as the national critical infrastructure systems identified by the Department of Homeland security that utilize embedded devices for control and monitoring purposes. The intended audience are vendors of embedded devices and firmware as well as the military bases that receive and apply updates of the firmware to their infrastructure. The importance of secure firmware management practices by both vendors and customers as well as the definition and operation of firmware within an embedded control device are provided initially for context and background. Secure development and distribution methods of vendor firmware is then addressed. The report next provides best practices for customer storage and organization of firmware in addition to the performance of security checks for verification purposes. Application of updates to embedded devices and retention practices of firmware are discussed as well. Finally, a section on how dod detects and responds to malicious firmware is included as an example of how best practices can be integrated with critical infrastructure monitoring. References and an Appendix describing an example best practices firmware update process of for an electrical power distribution relay conclude the paper.

The Department of Defense (dod) expends considerable resources managing and conserving threatened, endangered, or at-risk snake species. Management for these species is often hampered by a lack of basic knowledge regarding their population size and trajectory. The low detectability of most snakes makes it difficult to determine their presence, or to employ traditional methods to estimate abundance. This work demonstrated a novel, simulation-based method, Innovative Density Estimation Approach for Secretive Snakes (IDEASS), for estimating snake density based on systematic road surveys, behavioral observations of snake movement, and spatial movement (radio telemetry) data. This method was used to generate meaningful density estimates for two rare and cryptic snakes of conservation concern, the Southern Hognose and Eastern Diamondback Rattlesnake, at Fort Stewart, Georgia. IDEASS was also applied to an existing dataset to retroactively estimate density of a more common species of management concern, the Western Rat snake, at Fort Hood, Texas. In all three cases, traditional density estimation via visual surveys and capture mark-recapture (CMR) failed completely due to lack of captures and recaptures, despite extensive field effort. We conclude that IDEASS represents a powerful tool, and in some cases the only viable method, for estimating density of secretive snakes.

This demonstration had three specific objectives. The first objective was to demonstrate the utility of quantitative proteomics (qProt) to measure the absolute abundance of Dhc reductive dechlorination biomarker proteins in laboratory-controlled microcosms with various Dhc cell titers. Contaminant concentration and ethene measurements over time were used to determine cis-DCE and vinyl chloride (VC) reductive dechlorination rates. The second objective was to correlate observed degradation rates with Dhc biomarker gene and protein abundances. The successful completion of objectives 1 and 2 led to a go/no-go decision point before conducting demonstration/validation efforts of the qProt approach at military sites impacted with chlorinated ethenes.

A set of automated tools for the analysis of binary executables has been developed within an open source software analysis framework. This technology aims to mitigate cyber risk in the context of facility maintenance and protection of dod base and facility substations as well as building automation systems. A process for the analysis of firmware upgrades to substation equipment has also been defined, which would result in improved supply chain integrity for mission-critical energy delivery systems.

Navy explosive ordnance disposal (EOD) technicians require environmentally acceptable remediation techniques for underwater ordnance disposal where unexploded ordnance (UXO) cannot be moved to the surface and rendered safe. The current protocol calls for a blow-in-place (BIP) procedure where an explosive charge is utilized to detonate the UXO in place, adding to the net explosive weight of the UXO. During a typical BIP procedure, the resulting shockwave and bubble formation/collapse from the detonation of the UXO and BIP charge introduces pressures and acoustic noise that is detrimental to marine life. Therefore, a method is needed that serves to neutralize the UXO with minimal environmental impact (no detonation). This effort demonstrated the phenomena of explosively-generated plasma (EGP) technology for the remediation of underwater UXOs. It was shown that a drastically smaller explosive charge could be used to initiate a "low order" response for the UXO and significantly reduce the pressure and impulse seen by marine life.

This study addressed optimizing the integration of large-scale energy storage into microgrids for military installations energy security. This Phase 1 Project Team includes the Electric Power Research Institute (EPRI), Southern Company, PowerSecure, and Lockheed Martin. The reliability performance targets and stacked grid services were investigated at five dod installations, which were then incorporated into economically, viable energy storage enabled microgrids.
