He received the Doctor En- gineer degree (cum Laude) in Electronic Engineering from the University of Pisa. Italy in 1985. From 1986 he was with the European Space Agency (ESA). Stsliow and Communications Engineering Department. Darmrtadt (RFA) where he was involved in satellite telecommunication ground systems design and testing. In particular he followed the development of two new ESA's satellite tracking systems. In 1988 be joined the ESA's Research and Technology Centre (ESTEC). Noordwijk. The Netherlands where is holding a position as releeommunication enginm in the Electrical System Department. He is presently responsible for the definition and development of advanced satellite communication systems. His mull intenst b ddyrducd with effacnt digital modulation and access techniques for fued and mobile wtdlite services synchronization topics and communication systems simulation techniques. Carlo Elia (S'89) was born in Trepuzzi. Italy in 1964. He received the Doctor Engineer degree in Electronic Engineering from Politecnico di Torino. Torino. Italy. in 1989. He his now attending a Doctorate program at PolitanieO di Torino. S i 1990. he has been with the Eurpean Space Agency (ESA) in the Electrical System Department as Tdeeommunications Syrtcm Engineer. His main areas of interest are related to rdvanccd digital modulation and access techniques and channel equalization. R.A. (Bob) Harris (S'69–M'70) received the PhD from the University of Southampton. England in 1971. In 1970 he joined the European Space Agency (then ESRO). based at the European Space Research and Technology Centre (ESTEC) Noordwijk. The Netherlandswas working on telemetry and telecommand systems. Since 1978 he has been Head of the Transmision Techniques Section in the Directorate of Telecom munications. 作者: THALER, GJ UHRIN, JJ Dr. George J. Thaler received his B.E. degree (1940) and his Doctor of Engineering degree (1947) from The Johns Hopkins University. From 1947 until 1951 he taught at the University of Notre Dame. Since 1951 he has been with the U.S. Naval Postgraduate School Monterey Calif. where he is now Distinguished Professor of Electrical Engineering. He has written several books and more than 100 research papers almost all on the subject of Automatic Control and recently coauthored a paper with Lt. E. Romero. Colombian Navy which was published in the February 1979 Naval Engineers Journal. He is a Consultant for IBM a Lecturer at the University of Santa Clara and a registered Professional Engineer in the states of California and Indiana. In addition to ASNE which he joined in 1970 he is a member of Sigma Xi Eta Kappa Nu ASEE and a Fellow of IEEE. USN Lt. John J. Uhrin III USN was born in New Jersey and educated at Villanova University where he was enrolled in the U.S. Naval Reserve Program. He received his B.S. degree in Electrical Engineering in 1967 and after several tours of sea duty was ordered to graduate studies at the U.S. Naval Postgraduate School Monterey Calif. from which he received his M.S.E.E. degree in 1975 and his E.E. degree in 1976. He is a member of Sigma Xi and IEEE.

USN Captain Owen was commissioned in the Navy in 1940 upon graduation from the University of Washington where he received a Bachelor of Science degree in Chemical Engineering. After four years of service afloat during World War II and a brief tour in the Bureau of Naval Personnel he participated in the Navy officers' postgraduate training program. In 1950 he received the degree of Doctor of Philosophy in Physical Chemistry at Cornell University. After a year's work at the University of Amsterdam he was designated as an Engineering Duty Officer. He then returned to the United States for duty in the Naval Sciences Division of the Office of Naval Research. He was then transferred to the Long Beach Naval Shipyard where he served successively as Assistant Repair Superintendent and Production Control Superintendent. At the conclusion of this tour he was assigned to the Bureau of Ships as Head of the Materials Development Branch. He is now Director Applied Science Division of the Bureau. Captain Owen holds the Silver Star Medal Bronze Star Medal the Navy Unit Commendation and other area service awards. He is a member of the American Chemical Society Tau Beta Pi and Sigma Xi. Mr. Alfers graduated from Kansas State University with a degree in Electrical Engineering. He worked for several years with the Rural Electrification Administration on operation and maintenance of Rural Electric distribution systems. For the past 18 years he has worked in research and development and standardization of plastic and dielectric materials for the Bureau of Ships. At the present time he is Acting Head of the Section for Polymers Fibers and Packaging of the Material Development Branch. Mr. Alfers recently received a Master's degree in Engineering Administration from George Washington University. He has received the Distinguished Civilian Service Award from the Secretary of the Navy and the Executive Award from the Reinforced Plastics Division of the Society of the Plastics Industry.
