There is a very large demand for basic telephone service in developing nations, and remote parts of industrialized nations, which cannot be met by conventional wireline and cellular systems. This is the world's largest unserved market. We describe a system which uses recent advances in active phased arrays, fast-packet switching technology, adaptive routeing, and light spacecraft technology, in part based on the work of the Jet Propulsion Laboratory and on recently-declassified work done on the Strategic Defense Initiative, to make it possible to address this market with a global telephone network based on a large low-Earth-orbit constellation of identical satellites. A telephone utility can use such a network to provide the same modern basic and enhanced telephone services offered by telephone utilities in the urban centres of fully-industrialized nations. Economies of scale permit capital and operating costs per subscriber low enough to provide a service to all subscribers, regardless of location, at prices comparable to the same services in urban areas of industrialized nations, while generating operating profits great enough to attract the capital needed for its construction. The bandwidth needed to support the capacity needed to gain these economies of scale requires that the system use K(alpha)-band frequencies. This choice of frequencies places unusual constraints on the network design, and in particular forces the use of a large number of satellites. Global demand for basic and enhanced telephone service is great enough to support at least three networks of the size described herein. The volume of advanced components, and services such as launch services, required to construct and replace these networks is sufficient to propel certain industries to market leadership positions in the early 21st Century.

Y. as a Group Leader and Research Chemist on rocket fuels borane chemistry and the reactions of oxygen atoms with ozone. In 1959 he joined the United Technology Research Laboratories East Hartford Conn. as a Senior Research Scientist working in the area of fuel cells and electrochemistry. Presently he is a Scientific Staff Assistant in the Power Systems Division David W. Taylor Naval Ship Research and Development Center where since 1965 he has performed research and development studies on fuel cells gas turbines biphase turbines and MHD systems. Additionally Dr. Urbach was a Consultant to the Artificial Heart Program of the National Heart and Lung Institute NIH and presently is a member of the New York Academy of Science Sigma Xi American Chemical Society Electrochemical Society American Institute of Aeronautics and Astronautics and the American Society of Mechanical Engineers. Dr. Donald T. Knauss:received his B.S. degree in Mechanical Engineering from Duke University in 1956 at which time he took employment with the NASA Lewis Research Center Cleveland Ohio. Here he was involved with aircraft propulsion innovations until his entry into military service with the U.S. Air Force. After completing work toward his M.S.M.E. degree at Purdue University in 1962 he was employed by Battelle Memorial Institute Columbia Ohio where he was involved in a variety of projects related to Fluid and Thermal Mechanics. Alternative advanced power systems designed to operate a 500-ton submersible have been examined with respect to overall weight and volume fractions. Two-week and one-month missions, with and without the conventional “at-sea” recharge capability, were considered to evaluate the impact of advanced technologies on non-nuclear submarine design. Candidate air-breathing, primary-power systems studied included Diesel, Closed-Brayton Cycle (CBC), and fuel cells. A number of options for underwater operation were based upon high-energy reactants replenlshable from Base supplies. Another set of options was considered based upon using JP-S fuel with “at-sea” rechargeable secondary power systems, including thermal-energy storage, advanced lithium-sulfur batteries, or flywheels. Replenlshable high-energy reactant systems were, on average, lower in weight and volume than the rechargeable systems for the same submerged-mission profile. Moreover, the replenlshable systems permitted an extended tactical encounter with a maximum duration of 8 to 17 hours at speeds of 30 knots without the need to resurface and recharge a secondary energy storage device. The lowest-weight rechargeable systems in the order of increasing weight were the CBC engine with advanced lithium-sulfur battery, the CBC engine with carbon-block (thermal energy storage), and the Diesel engine with advanced lithium-sulfur battery. The rechargeable systems required unacceptable weight fractions in both missions. The high-energy (replenlshable from Base supplies) systems, with the exception of the heavy acid fuel cell using LOX, were all acceptable candidates for application in the two-week mission. Only the CBC engine with a llthium-sulfurhexaflaoride heat source, the lowest-weight system in both mission groups, was acceptable for the one-month mission.

In this paper we consider a method for finding several eigenvalues and corresponding eigenvectors of large-scale generalized eigenvalue problems. In this method, a small matrix pencil that has only the desired eigenvalues is derived using complex moments obtained via numerical integration. Since the process to derive the moments can be performed in parallel and we do not need to exchange data between processes, the presented method is suitable for master-worker programming models. We have implemented and tested the proposed method in a grid RPC (remote procedure call) system. Numerical examples illustrate the properties of our approach. (© 2004 WILEY-VCH Verlag GmbH & Co. Following release from active duty he specialized in the research and development of naval weapons systems both with government and private industry. He was previously Marketing Research Manager of Washington Technological Associates Inc. Rockville Maryland involved in the Polaris program underway logistics transfer and a variety of Navy operational analyses. Since joining Naval Air Systems Command (formerly BuWeps) in 1963 he has worked in the field of carrier aircraft operation at sea aircraft launching and recovery systems modularized shipboard aviation support and advanced carrier aviation “survivability” techniques. He is currently the Research and Technology Project Officer for Carrier Test Bed development.

THE ARCTIC SURFACE EFFECT VEHICLE program

Prior to his current employment his career was in private industry in the aerospace and the aircushion vehicle fields. With industry he was the Technical Director of the SKMR-1 Test Program and was later involved in the Army and Navy SK-5 Programs as well as the SES 100B test craft. With the Systems Development Department of DWTNSRDC he was the Technical Manager of the ARPA Arctic SEV Program but now he is in the Advanced Concepts Office. In addition to ASNE he is a member of SNAME and AIAA and is a registered professional engineer in the State of Ohio. Mr. Charles W. Harry:graduated from the University of Virginia in 1957 with an aeronautical option to his Mechanical Engineers degree. He has since been an employee of the David W. Taylor Naval Ship Research and Development Center (DWTNSRDC). Following wind-tunnel research on several V/STOL aircraft he participated in aerodynamic research on surface effect phenomena for both aircushion and wing-in-ground-effect vehicles. He served as Project Engineer and Test Pilot for the XR-3 one of the first U.S. aircushion vehicles with non-flexible sidehulls. He participated in establishing and managing the research and development of the aero-hydro technology for the then Joint Surface Effect Ship Program Office. More recently he was the Manager Technology Development for the Arctic SEV Program and is presently a member of the Advanced Concepts Office of the System Development Department at the DWTNSRDC.

The potential of the Surface Effect Vehicle (SEV) for operating in the Arctic was investigated. Investigation and development of the technology, for vehicle systems was undertaken as well as definition of the unusual and severe environmental conditions encountered. Photographic and laser data were taken and summarized to establish the surface characteristics of the sea ice in the Arctic Ocean as well as topographic features of coastal and land areas. First‐hand experience was gained in the Arctic during a six‐month test program with an SK‐S SEV at Barrow, Alaska. Designs for SEV's up to 1,000‐tons gross weight with speed capabilities up to 120 knots were prepared. Numerous skirt designs were tested over simulated terrain to establish feasibility of skirts higher than those currently in use. The prediction of the dynamic response of SEV's operating at high speeds over ice and other rough terrain required analytical programs different from those used for operations over water. The detection of ice ridges and estimation of their height is required for high speed operation, and a system utilizing a 95GHz radar was designed and tested. Specific designs of 150‐ton and 500‐ton vehicles were developed to establish their feasibility for conducting long‐range Arctic missions. © 1976 American Society of Naval Engineers

In the past decades many density-functional theory methods and codes adopting periodic boundary conditions have been developed and are now extensively used in condensed matter physics and materials science research. Only in 2016, however, their precision (i.e., to which extent properties computed with different codes agree among each other) was systematically assessed on elemental crystals: a first crucial step to evaluate the reliability of such computations. We discuss here general recommendations for verification studies aiming at further testing precision and transferability of density-functional-theory computational approaches and codes. We illustrate such recommendations using a greatly expanded protocol covering the whole periodic table from Z=1 to 96 and characterizing 10 prototypical cubic compounds for each element: 4 unaries and 6 oxides, spanning a wide range of coordination numbers and oxidation states. The primary outcome is a reference dataset of 960 equations of state cross-checked between two all-electron codes, then used to verify and improve nine pseudopotential-based approaches. Such effort is facilitated by deploying AiiDA common workflows that perform automatic input parameter selection, provide identical input/output interfaces across codes, and ensure full reproducibility. Engineering System Safety Operations Analysis and the operational and maintenance training of LHA I and DD 963 Class Navy crews. Mr. Reines received his BS degree from Columbia University in 1951 after his service in the U.S. Navy as an Aviation Machinist Mate/Combat Air Crewman. During his 27–year career since then he has worked in the automotive and aerospace industries and as a Consultant to industry and the military. Mr. John P. McCormickis a Principal Engineer and Group Manager in ARINC Research Corporation's Ships and Ordnance Division. He has been with ARINC Research since 1963 when he joined the Company to participate in reliability studies of NASA's SATURN Launch Vehicle. He was Project Leader of a comprehensive study of the Air Force Jet Engine Maintenance Management Program has conducted a number of studies involving the use of Army Maintenance Data and has considerable experience in the use and analysis of Navy Maintenance Data. Currently he is managing a number of projects involving the analysis of Navy Destroyer and Submarine Maintenance Information. Mr. McCormick received his BS degree in Physics from St. Bonaventure University in 1959. after which he was employed by the U.S. Naval Propellant Plant as an Internal Ballistics Specialist.

The purpose of this paper is to explain and demonstrate the value of using historical Navy maintenance data in analyses for developing improved Fleet maintenance practices. The Navy produces great volumes of maintenance and maintenance—related data on its ships, ship systems, and equipments. Analyses of these data by persons familiar with the intricacies of the data and the systems involved can provide the information and insight needed to evaluate present practices and develop improved Fleet maintenance. This paper identifies specific data elements, together with their sources, that have proven to be most useful. Capabilities of the data are highlighted, and the general analysis approach is described. A number of case studies are presented to trace the use of various data elements from their source, through analysis, to the requirements for improved maintenance practices. © 1978 American Society of Naval Engineers

The Body Appreciation Scale-2 (BAS-2) is a widely used measure of a core facet of the positive body image construct. However, extant research concerning measurement invariance of the BAS-2 across a large number of nations remains limited. Here, we utilised the Body Image in Nature (BINS) dataset - with data collected between 2020 and 2022 - to assess measurement invariance of the BAS-2 across 65 nations, 40 languages, gender identities, and age groups. Multi-group confirmatory factor analysis indicated that full scalar invariance was upheld across all nations, languages, gender identities, and age groups, suggesting that the unidimensional BAS-2 model has widespread applicability. There were large differences across nations and languages in latent body appreciation, while differences across gender identities and age groups were negligible-to-small. Additionally, greater body appreciation was significantly associated with higher life satisfaction, being single (versus being married or in a committed relationship), and greater rurality (versus urbanicity). Across a subset of nations where nation-level data were available, greater body appreciation was also significantly associated with greater cultural distance from the United States and greater relative income inequality. These findings suggest that the BAS-2 likely captures a near-universal conceptualisation of the body appreciation construct, which should facilitate further cross-cultural research.

A genomic database of all Earth’s eukaryotic species could contribute to many scientific discoveries;however, only a tiny fraction of species have genomic information available. In 2018, scientists across the world united under the Earth BioGenome Project (EBP), aiming to produce a database of highquality reference genomes containing all ~1.5 million recognized eukaryotic species. As the European node of the EBP, the European Reference Genome Atlas (ERGA) sought to implement a new decentralised, equitable and inclusive model for producing reference genomes. For this, ERGA launched a Pilot Project establishing the first distributed reference genome production infrastructure and testing it on 98 eukaryotic species from 33 European countries. Here we outline the infrastructure and explore its effectiveness for scaling high-quality reference genome production, whilst considering equity and inclusion. The outcomes and lessons learned provide a solid foundation for ERGA while offering key learnings to other transnational, national genomic resource projects and the EBP. © The Author(s) 2024, corrected publication 2024.

Background: The COVID-19 pandemic highlighted gaps in health surveillance systems, disease prevention, and treatment globally. Among the many factors that might have led to these gaps is the issue of the financing of national health systems, especially in low-income and middle-income countries (LMICs), as well as a robust global system for pandemic preparedness. We aimed to provide a comparative assessment of global health spending at the onset of the pandemic;characterise the amount of development assistance for pandemic preparedness and response disbursed in the first 2 years of the COVID-19 pandemic;and examine expectations for future health spending and put into context the expected need for investment in pandemic preparedness. Methods: In this analysis of global health spending between 1990 and 2021, and prediction from 2021 to 2026, we estimated four sources of health spending: development assistance for health (DAH), government spending, out-of-pocket spending, and prepaid private spending across 204 countries and territories. We used the Organisation for Economic Co-operation and Development (OECD)'s Creditor Reporting System (CRS) and the WHO Global Health Expenditure Database (GHED) to estimate spending. We estimated development assistance for general health, COVID-19 response, and pandemic preparedness and response using a keyword search. Health spending estimates were combined with estimates of resources needed for pandemic prevention and preparedness to analyse future health spending patterns, relative to need. Findings: In 2019, at the onset of the COVID-19 pandemic, US$9·2 trillion (95% uncertainty interval [UI] 9·1–9·3) was spent on health worldwide. We found great disparities in the amount of resources devoted to health, with high-income countries spending $7·3 trillion (95% UI 7·2–7·4) in 2019;293·7 times the $24·8 billion (95% UI 24·3–25·3) spent by low-income countries in 2019.
