EDITOR'S SUMMARY Mexico's political history has seen several parties rise and fall in the 21st century, and amidst the many transitions, the Mexican people have seen a divide growing in their society. This divide covers many areas, such as economic standing, access to healthcare and education, and access to digital technology. The digital divide means that access to internet service and smartphones is often limited to the affluent. However, access to technology is just one aspect of the digital divide. Citizens also require training and education in how to use the technology and where to access information. Currently, the vast majority of internet users in Mexico are 24 years of age and younger, meaning that older generations need the access and education in technology use. With more Mexican citizens given access to technology, more can actively participate in government and create a government that they deserve.

Recent studies indicate that customer awareness of and interest in mobile payments have been increasing. With customers worrying about their personal data being hacked or intercepted, major barriers to adoption are security and privacy risks. We are presenting in this paper the design of a secure scheme for mobile payments which guarantees mutual non-repudiation between the customer, merchant, and banker. With the proposed scheme, a customer can make a payment with the same payword chains of a single account from multiple devices.

Application-oriented underwater wireless sensor networks (UWSNs) are planned to design in such a way that they can monitor and transfer information efficiently. Therefore, quality data routing schemes are required to achieve certain goals. Many routing protocols are designed for application oriented networks. These types of networks require deployment strategies with quality data routing. Application like oil spillage monitoring requires cylindrical deployment of sensor nodes. So, there is a need of proposing new protocols which can minimize and balance the energy consumption of nodes. In our proposed protocol we introduce the energy balancing mechanism for single chain-based routing scheme (SCBS) in cylindrical network to prolong the network lifetime along with increased throughput.

Summary Being the second-largest country in the Middle East, Iran has a long history of civilisation during which several dynasties have been overthrown and established and health-related structures have been reorganised. Iran has had the replacement of traditional practices with modern medical treatments, emergence of multiple pioneer scientists and physicians with great contributions to the advancement of science, environmental and ecological changes in addition to large-scale natural disasters, epidemics of multiple communicable diseases, and the shift towards non-communicable diseases in recent decades. Given the lessons learnt from political instabilities in the past centuries and the approaches undertaken to overcome health challenges at the time, Iran has emerged as it is today. Iran is now a country with a population exceeding 80 million, mainly inhabiting urban regions, and has an increasing burden of non-communicable diseases, including cardiovascular diseases, hypertension, diabetes, malignancies, mental disorders, substance abuse, and road injuries.

Gliomas are the most common primary brain malignancies, with different degrees of aggressiveness, variable prognosis and various heterogeneous histologic sub-regions, i.e., peritumoral edematous/invaded tissue, necrotic core, active and non-enhancing core. This intrinsic heterogeneity is also portrayed in their radio-phenotype, as their sub-regions are depicted by varying intensity profiles disseminated across multi-parametric magnetic resonance imaging (mpMRI) scans, reflecting varying biological properties. Their heterogeneous shape, extent, and location are some of the factors that make these tumors difficult to resect, and in some cases inoperable. The amount of resected tumor is a factor also considered in longitudinal scans, when evaluating the apparent tumor for potential diagnosis of progression. Furthermore, there is mounting evidence that accurate segmentation of the various tumor sub-regions can offer the basis for quantitative image analysis towards prediction of patient overall survival. This study assesses the state-of-the-art machine learning (ML) methods used for brain tumor image analysis in mpMRI scans, during the last seven instances of the International Brain Tumor Segmentation (BraTS) challenge, i.e., 2012-2018. Specifically, we focus on i) evaluating segmentations of the various glioma sub-regions in pre-operative mpMRI scans, ii) assessing potential tumor progression by virtue of longitudinal growth of tumor sub-regions, beyond use of the RECIST/RANO criteria, and iii) predicting the overall survival from pre-operative mpMRI scans of patients that underwent gross total resection. Finally, we investigate the challenge of identifying the best ML algorithms for each of these tasks, considering that apart from being diverse on each instance of the challenge, the multi-institutional mpMRI BraTS dataset has also been a continuously evolving/growing dataset. This paper aims to facilitate the owner to control water pump machine from the vacuum, and the condition of the water is it full or not in house or apartment. The current control system still has many limitations in controlling the water pump machine at home or apartment. The water machine control system was designed with device that has a smart surveillance system that can be accessed with Android smartphone and all information from or to machine control system will command by using SMS, this device create a development of Arduino UNO microcontroller technology that allows the reading of the GSM Module and connected with SMS Gateway. Experiment results facilitate real-time water control and much easy for the owner to control water tank.

The purpose of this research is to know how influence of mixture of pertamax with Tuak Nias (Tuonifaro) to fuel consumption at 125 cc engine To prove that Tuak Nias or Tuonifaro can be used as fuel mixture on motorcycle and examine how big influence of mix between Tuak Nias or Tuonifaro with Pertamax, conducting research by literature study method or literature study. Many authors use various supporting / input factors and supporting books related to the titles discussed. because Tuak Nias or tuonifaro contain low 4-5% ethanonic elements and contain 90% alcoholic elements so that the fuel easily burns easily in the combustion chamber and produces great power. Berkah Mart is one of the new minimarkets in Pekanbaru city which began to develop as a retail business to meet the needs of the community. In his operation, Berkah Mart still uses the traditional store management perception that the placement of product layout on sale shelves has not been through sales analysis. Existing products have not been reviewed from the consumer's point of view, whereas the marketing economics concept provides a variety of product and consumer management methods for business management in Berkah Mart, including market bucket analysis techniques and various itemset search algorithms. In this research, Market Basket Basket Analysis with FP-Growth algorithm is proposed to determine the layout and planning of goods availability. The application of FP-Growth algorithm proved to be useful in generating many and informative association rules to find out the consumer spending pattern at Berkah Mart in Pekanbaru. Moreover, from the rules of the customer association can be segmented separately to meet the specific needs of customers with cost-effective by using some special promotions for the general group. The experimental results show that FP-Growth algorithm can analyze quickly and efficiently informing consumer shopping pattern at Berkah Mart and can increase Berkah Mart revenue.
