National Information and Communications Technology Australia (NICTA) is the largest ICT research center in Australia, having been established 10 years ago in 2002. It has five laboratories in four Australian capital cities: Sydney, Canberra, Melbourne, and Brisbane. There are currently around 700 staff and Ph.D. students working at NICTA. In June 2009, the 100th Ph.D. student to study at NICTA graduated. At present and averaged over the year, one new Ph.D. student studying at NICTA graduates every 10 days. NICTA has close links with its university members (Australian National University, the University of New South Wales, and the University of Melbourne) as well as with its partner universities (University of Sydney, Griffith University, Queensland University of Technology, University of Queensland, and most recently Monash University). Many of the researchers at NICTA are seconded from these universities. In addition, most of the other researchers at NICTA hold adjunct positions at one of these universities, enabling them to teach courses and supervise Ph.D. students. NICTA also has close links with a number of other research organizations (including Australia's CSIRO, France's INRIA, Japan's NII, and Germany's Fraunhofer institute) and major companies (including Microsoft, Google, SAP, and Ericsson). The superconducting SmFeAsO1−xFx (x=0.2) polycrystalline bulks were prepared by the powder-in-tube (PIT) method. The magnetic field and temperature dependences of critical current densities in the samples were investigated by resistive and ac inductive (Campbell's) methods. It was found that a fairly large shielding current density over 109 A/m2, which is considered to correspond to the local critical current density, flows locally with the perimeter size similar to the average grain size of the bulk samples, while an extremely low transport current density of about 105 A/m2 corresponding to the global critical current density flows through the whole sample. Furthermore, a unique history dependence of global critical current density was observed, i.e., it shows a smaller value in the increasing-field process than that in the decreasing-field process. The history dependence of global critical current characteristic in our case can be ascribed to the existence of the weak-link property between the grains in SmFeAsO1−xFx bulk.

We have performed numerical study on random Boolean networks with power-law rank outdegree distributions to find local structural cause for emergence of high or low degree of coherence in binary state variables of the entire networks. The degree of randomness and coherence of the binary sequence, are measured by entropy and mutual information, depend on local structure that consists of a node with highly connected, called hub, and its upstream nodes, and types of Boolean functions for the nodes. With the larger number of output connections from a hub, the effects of Boolean function on the hub are more prominent. The local structures that give larger entropy tends to give rise to larger mutual information. On the basis of both numerical results and structural condition we derived time-independnt transmission characteristic function of state variables for local structures. We show good relations between the numerical and the analytical results, reveals that dynamical properties from the whole networks can be inferred from the differences in the local structures. ©ISAROB 2007.

The WATERS Network (WATer and Environmental research systems Network) will be an integrated real-time distributed observing system which will enable academic and government scientists, engineers, educators, and practitioners to advance effective management of our nation's water resources by understanding human interactions with water and the natural and built environment. WATERS will provide easily accessible real time environmental data as well as analysis tools to engineers, scientists, educators, K- graduate students and policymakers so they can better understand how water quantity, quality and related components of the hydrologic cycle are impacted by natural and human influences. The WATERS strategic plan will be completed by July 2007 and requires constituent input. This paper describes the draft Conceptual Design and the Education Plan of WATERS Network. This paper will highlight the potential impact of WATERS on undergraduate and graduate environmental engineering education in order to elicit input from the environmental engineering education community on how WATERS Network could better meet the future needs of undergraduate and graduate students and educators. Standard reinforcement learning methods are inefficient and often inadequate for learning cooperative multi-agent tasks. For these kinds of tasks the behavior of one agent strongly depends on dynamic interaction with other agents, not only with the interaction with a static environment as in standard reinforcement learning. The success of the learning is therefore coupled to the agents' ability to predict the other agents behaviors. In this study we try to overcome this problem by adding a few simple macro actions, actions that are extended in time for more than one time step. The macro actions improve the learning by making search of the state space more effective and thereby making the behavior more predictable for the other agent. In this study we have considered a cooperative mating task, which is the first step towards our aim to perform embodied evolution, where the evolutionary selection process is an integrated part of the task. We show, in simulation and hardware, that in the case of learning without macro actions, the agents fail to learn a meaningful behavior. In contrast, for the learning with macro action the agents learn a good mating behavior in reasonable time, in both simulation and hardware.

As networks have become an important infrastructure in everyday life in recent years, the need to increase the degree of quality control has also arisen. Because it is necessary to accurately understand the state of the network for quality control, time information on measurement equipment has become important Consequently, we have aimed at improving the precision of time synchronization through the network and propose highly precise time synchronization techniques that utilize network support Two approaches are MQL (maximum queue length) and QTL (queue to live) both employing the suggested "self-discarding packet technique", which is a means of determining transfer by comparing the queue length of the transiting router with a specified queue value on the probing packet. In this paper, we clarify the influence a router has on the precision of time synchronization and report these two approaches and their adaptability.

LIVELY graduated from the University of Colorado with a BS in applied mathematics and an MS in mathematics in 1976 and from the Massachusetts Institute of Technology with an MS in electrical engineering and the degree ocean engineer in naval architecture and marine engineering in 1984. He retired from the U.S. Navy in 1989 after 23 years of service. Assignments included electrical officer on the USS Constellation (CV 64) project engineer for the DDG 51 machinery control system (NAVSEA) and DDG 51 Technical Director (NAVSEA). He was vice president of the PDI Division of Bird-Johnson Company from July 1989 to November 1998 where he managed various gas turbine and machinery controls related development projects. He joined Anteon Corporation's Systems Engineering Group as senior controls engineer in December 1998 where he provided technical support to the integrated power systems program (NAVSEA PMS 510) and managed the Office of Naval Research Afloat Laboratory. DR. MARK KIRKPATRICK is currently an independent consultant in human factors and work-load/manning analysis and modeling. He holds a Ph.D. degree in experimental psychology from The Ohio State University and has 34 years of experience in applied human factors. From 1982 through 2000 Dr. Kirkpatrick served as the senior vice president of Carlow International. Prior to joining Carlow in 1982 Dr. Kirkpatrick served as a member of the technical staff at North American Rockwell's Missiles Division and as a project director and vice president for Essex Corporation. His areas of expertise include workload simulation task analysis operator-in-the-loop simulation human performance experimentation statistical analysis and human factors T&E. Aboard current ships, such as the DDG 51, engineering control and damage control activities are manpower intensive. It is anticipated that, for future combatants, the workload demand arising from operation of systems under conditions of normal steaming and during casualty response will need to be markedly reduced via automated monitoring, autonomous control, and other technology initiatives. Current DDG 51 class ships can be considered as a manpower baseline and under Condition III typical engineering control involves seven to eight watchstanders at manned stations in the Central Control Station, the engine rooms and other machinery spaces. In contrast to this manning level, initiatives such as DD 21 and the integrated engineering plant (IEP) envision a partnership between the operator and the automation system, with more and more of the operator's functions being shifted to the automation system as manning levels decrease. This paper describes some human systems integration studies of workload demand reduction and, consequently, manning reduction that can be achieved due to application of several advanced technology concepts. Advanced system concept studies in relation to workload demand are described and reviewed including. Piecemeal applications of diverse automation and remote control technology concepts to selected high driver tasks in current DDG 51 activities. Development of the reduced ship's crew by virtual presence system that will provide automated monitoring and display to operators of machinery health, compartment conditions, and personnel health. The IEP envisions the machinery control system as a provider of resources that are used by various consumers around the ship. Resource needs and consumer priorities are at all times dependent upon the ship's current mission and the availability of equipment pawnbrokers.

Professor John Belcher developed a series of short videos with animation and text of selected experiments to properly demonstrate the phenomena of electromagnetism. Such 3D animations are visually compelling, instilling in the student both a sense of wonder about the phenomena and a mental model of why and how it works. The products of these approach includes video clips of demonstrations, 3D animations of these demonstration which display time changing field-lines as a guide to understanding their dynamical effects and Java applets which allow the student to actively construct and animate 2D field lines for varying configurations of sources. These technologies are also implemented to develop animations for Faraday's insights, using video clips.
