The Information Age has revolutionized the way students learn in the classroom. The United States Military Academy (USMA) emphasizes the importance of Information Technology (IT) through an academy-wide IT specific goal. This goal supports the USMA's mission of producing Army Officers who can respond effectively to technological changes in the defense of our nation. Courses augmented with IT can be daunting for cadets who lack the experience and confidence level to succeed in the course. As a result, these types of courses are avoided by cadets if at all possible. This is not an option for an aspiring officer who will lead the soldiers of tomorrow on a digitized battlefield. Since 1990, cadets have been issued a computer which has played a central role in bringing the power of IT to all graduates of the Military Academy. Integration of IT in the curriculum begins early with every cadet receiving a laptop computer. An integrated software package is included to support any course of instruction. Cadets receive two courses in IT, one in their freshman year and one in their junior year. The freshman course teaches the cadet the basic functionality of the laptop, a basic programming language, and creating a basic website. The junior course builds on the freshman course by teaching the cadets to create an advanced website, design and build a network, manage a database, and create an information system. IT plays a central role in several overlap courses between engineering and the humanities in such areas as information warfare, terrorism, and the legal aspects of intellectual property rights. What makes this approach unique is the methodical diffusion of IT into course design which removes the barrier between learning and the implementation of IT as an academic multiplier. An academy-wide committee consisting of 12 members is responsible for examining collected data to see how well the Military Academy is meeting its LT goal. Project management is the art and science of planning and controlling projects in their various aspects of time, cost, and scope. Scheduling focuses on the time aspect while considering the various needed resources. The critical path method (CPM) is the most common scheduling technique, whereby the project is broken down into activities with specific durations and relationships among each other. Calculation occurs in two major steps. In the forward pass each activity is scheduled to occur as early as possible while obeying its dependency conditions. The backward pass examines the inverse case of delaying all activities as late as possible without impacting the project end. The flexibility of each activity, its float, is assessed by comparing these extreme cases. Activities with zero float are time critical, as postponing any of them would impact the project end. Any traditional computer program for the two-step CPM algorithm consists of defining variables for the time and dependency information of each activity from the schedule input, sorting them, making case distinctions whenever the dependency structure splits or merges between predecessors and successors, and saving the maximum early dates and minimum late dates to the output. An object-oriented programming (OOP) approach would use the appealing existing division into objects, the activities, which are related in a clearly defined sequence. It would follow a one-dimensional flow of individual commands including various loop statements to accommodate the case distinctions at forks in the dependency structure. Numerous standard textbooks on project management that have been reviewed fail to consider these case distinctions in their presentation of the CPM algorithm, which in the experience of the authors often leads to students initially having difficulties in how to apply the parallel evaluation of numerous activities under CPM to solve complex schedules. Despite the maturing of the implementation of the EAC engineering Criteria (EC2000), there persists a misinterpretation and misunderstanding regarding the program educational objectives and program outcomes. Many an engineering program still heads into the accreditation process without a clear sense of the meaning and implementation of these items. This paper traces the development of the current definitions associated with ABET criteria 2 and 3 and provides insights into the resulting impact on program and curriculum development, specifically, the assessment process. A useful understanding of objectives and outcomes can be achieved with a top-down approach. The process starts with the expected niche of the engineering world in which the graduates of an engineering program expect to pursue their intended/possible careers. The descriptors of the range of career paths and accomplishments expected of the graduates form the program objectives. The academic input and contribution that would foster and enhance the abilities of the graduates to achieve the intended career paths and accomplishments are limited to the years the graduate is a student. Hence, the skills and characteristics of the student at the time of graduation form the program outcomes since they are what a university is able to influence and attempt to assure. After establishing of the objectives and outcomes, consideration is given to the entire range of academic pursuits, from curriculum development to advising to institutional support activities. All of these form the vehicle for imparting the required knowledge and for channeling the development of the needed personal characteristics. © American Society for engineering Education, 2007.

Globally, restrictions on emissions from fossil fuel fired power plants and internal combustions engines are becoming more stringent. Microscale (MEMS) gas sensing devices are being developed to help monitor emissions and provide feedback for advanced engine controls and emission control devices. Bulk electroceramic BaZrO3 and BaZrO3 doped with Y have been found to be sensitive to H2O at high temperatures (T > 500 °C), where its ionic conductivity was modulated by the partial pressure of H2O. These materials have not been studied in a thin film form, therefore this research focuses on sputter deposition of undoped BaZrO 3 and BaZrO3 doped with Y. This report focuses on the effects of annealing temperature and gas ambient on the properties of consistently deposited BaZrO3 and BaZr0.8Y 0.2O2.9 thin films to investigate their stability at high temperatures. Use of anneals at temperatures greater than 800 °C will likely be used to stabilize films for use at operating temperatures greater than 500 °C. The materials were annealed at 800 °C and 1000 °C for 3 hours in both forming gas (H2:Ar 2%:98%) and O2. Thin films of these materials were deposited on microhotplates with interdigitated electrodes (IDEs) to measure the film conductivity. X-ray photoelectron spectroscopy (XPS) was used to measure the composition of the as deposited films, and found the films to be deficient in Ba. X-ray diffraction (XRD) was used to measure the crystal structure of the films, and indicated the as deposited films were amorphous and some crystallization occurs with annealing. Atomic force microscopy was used to examine the surface morphology of the thin films versus annealing conditions, and used to quantify RMS roughness and average particle size for the films. © 2007 Materials Research Society.

Earthquakes frequently strike the neediest regions of the planet with devastating consequences for their inhabitants. Impacts of such disasters extend beyond the immediate casualties, which may reach several 10,000, including the destruction of residential and commercial property and infrastructure, which severely weakens the regional economy in the longer term. Simple residential dwellings from adobe, brick, or un-reinforced concrete blocks, which are the predominant structures in significant portions of the reviewed developing regions, are frequently damaged to structural failure and collapse by earthquakes, which may obliterate entire villages and their livelihood within minutes. Designing such small residential structures to be more resistant to earthquake loads, followed by physical testing of scaled models and implementing the design concepts in an actual prototype are the objectives of the program development for a two-semester course sequence that is currently being undertaken by the authors. This program began when guest presentations by Peace Corps alumni and the founder of Engineers Without Borders caused the students and their faculty mentors to realize that the traditional course of study in civil engineering did not sufficiently prepare them for addressing engineering problems within a global context. Since then, an introductory course on sustainability has been added to the curriculum and the students have founded a student chapter that has begun to participate in organizing the outreach to a partner community in a developing region. In a new course sequence on disaster-mitigating design and practice, the undergraduate civil engineering and architecture students are working together in entrepreneurially oriented teams. Faculty members and representatives from industry and from foreign aid organizations are collaborating in guiding the courses. Microscale (MEMS) gas sensing devices for power plant and automobile exhaust gas are being developed. Bulk BaZrO3 has been previously found to be sensitive to H2O at high temperatures, but was never studied in a thin film form. This research thrust focuses on undoped BaZrO3 and doped BaZrO3 with Y. Thin films were deposited on oxidized n-type silicon substrates at room temperature from ceramic targets with an Ar sputtering ambient. Various deposition pressures and deposition powers were used for the initial investigation. The structural and electrical properties of the deposited films were characterized to investigate their relationships to the deposition process parameters. X-ray diffraction (XRD) was used to measure the crystal structure of the deposited films, and in particular was used to determine if any crystallographic texture is present in the films. XRD results indicate the as-deposited films are amorphous before annealing. Films sputtered with and without oxygen in the ambient were compared. The crystal structure and morphology of BaZrO3 and BaZrO3 doped with Y after annealing were also determined. The materials changed from amorphous to crystalline after annealing at temperatures of 800 °C and 1000 °C for 3 hours in forming gas (2% H2 balanced with Ar gas) and oxygen. Temperature was found to dominate over deposition conditions in determining the final film structure. Atomic force microscopy was used to examine the morphology of the thin films. Gas sensor test structures using a Pt thin film metallization for interdigitated electrode structures were fabricated for gas sensing measurements. The experiments with the completed test structures measured the materials¡¦ resistivity as a function of temperature and gas concentration. Both materials decrease in resistance with increasing temperature, which is consistent with ionic conduction. In high-numerical-aperture optical coherence tomography, the depth-of-field is usually quite short and therefore the focus is scanned through the object to form a well-resolved image of the entire volume. However, this may be inconvenient for in vivo scanning when precision placement is not easily achieved between the object and the focusing objective. We show that by scanning the illumination wavelength, and using novel inverse scattering methods on the detected interferograms, features outside of the focus can be resolved and therefore the focus does not need to be scanned.

Burgeoning demands for communications bandwidth stress the abilities of military and civil spectrum managers to provide needed access to spectrum resources while taking appropriate measures to avoid causing harmful interference to legacy users. Empirical analysis shows that radio frequency (RF) bandwidth is often available: measurement data indicate that while most channels are used at some times, most channels remain unused at any given time. Going forward, so-called "smart radio" technologies will be able to exploit these holes in the RF spectrum and will play a crucial role in achieving the core objectives of efficient spectrum management. The United States Defense Advanced Research Projects Agency's ("DARPA") NeXt Generation Communications program ("XG") is on the vanguard of smart radio innovations. In particular, XG technology uses automated intelligence at a system's edges in order to navigate real-time fluctuations in spectral conditions that cannot be precisely predicted in advance. This dynamism will enable opportunistic use of intermittently available spectrum. This paper examines how the introduction of smart radio technologies fit within past precedents and current regulatory developments involving shared use of spectrum resources. The key finding is that implementation of smart radios in the near term would represent an incremental policy step that is consistent with policy trends and recent regulatory actions. Two perspectives militate in favor of this conclusion. First, smart radio systems enable regulators and spectrum managers to more efficiently achieve long-held policy and spectrum management objectives. And second, the regulatory prospects of smart radios are further buoyed by contemporary examples of approved technologies and sharing methods that are modest precursors to XG. The establishment of the Women in science and engineering (WiSE) program represents the serious commitment of the University of Southern California to address the under-representation of women in science and engineering. Since the launch of the program in 2000, WiSE has helped to more than double the number of tenured and tenure-track women faculty at USC from 15 to 35, through its recruitment and retention programs. Its complimentary programs to support undergraduates, graduate students, and postdoctoral scholars through a range of financial awards and activities have also grown in scope and impact. This paper describes the programs developed and administered by WiSE, the perceived successes to date, the challenges that remain, and the future directions of the program to ensure continued progress toward gender equity in science and engineering at USC. Through an analysis of the WiSE program at USC, we hope to present a model from which others can draw on to tackle the same issues at their own institutions. © American Society for engineering Education, 2007.
