Although wireless hearing aid systems have been proposed by several research groups, no viable whole-system simulation results have been reported so far for better evaluation of this advanced hearing device. In this paper, a system-level simulation using ADStrade is presented based on one of the typical wireless hearing aid architecture. The results show that the wireless hearing aid system function can be simulated and verified. And from these results, we can get a very promising performance which can be used for further design

KINGPINS OR MULES: AN ANALYSIS OF DRUG OFFENDERS INCARCERATED IN FEDERAL AND STATE PRISONS

Mr. Sevigny's research interests lie in the area of drug policy with an emphasis on enforcement sanctioning international control and treatment/harm reduction. His previous experience includes substance abuse counseling and substance abuse treatment needs research of special populations including prisoners the homeless and adolescents. Mr. Sevigny received a B.A. in Psychology from Middlebury College. Jonathan P. Caulkins Ph.D. is Professor of Operations Research and Public Policy at Carnegie Mellon University's Heinz School of Public Policy. Dr. Caulkins specializes in mathematical modeling and systems analysis of social policy problems with a particular focus on issues pertaining to drugs crime violence and prevention. Dr. Caulkins has also published on airline operations sulfur dioxide pollution trading markets Internet-based advertising flexible manufacturing systems and personnel performance evaluation among other topics. At RAND he has been a consultant visiting scientist codirector of RAND's Drug Policy Research Center (1994–1996) and founding director of RAND's Pittsburgh office (1999–2001). Dr. Caulkins received a B.S. and M.S. in Systems Science from Washington University and an S.M. in Electrical Engineering and Computer Science and Ph.D. in Operations Research both from M.I.T.

Research Summary: Drug policy reformers and defenders contest the extent to which low-level drug offenders are being sent to prison and for how long. Using data from the Survey of Inmates in Federal and State Correctional Facilities, 1997 (BJS, 2000), we assess the seriousness of incarcerated drug offenders along dimensions of dangerousness, culpability, and harm—specifically, functional role and drug group participation, type and amount of drugs, firearms involvement, and criminal conviction and arrest history. We find that only about 1.6% of federal and 5.7% of state inmates can be described as “unambiguously low-level.” Alternatively, not many are “kingpins.” Rather, most fall into a middle spectrum representing different degrees of seriousness that depend on what factors are emphasized. Policy Implications: Our findings dampen hopes of dramatically reducing prison populations by getting out of prison those who are unambiguously low-level drug offenders. They simply do not represent the majority of incarcerated drug offenders. In particular, most played some role in distribution, so eliminating prison terms for users (decriminalization) would not have affected many now in prison. Indeed, if decriminalization increased demand, it could plausibly increase prison populations by increasing the number of suppliers still subject to imprisonment. On the other hand, “drug courier exceptions” to sentencing laws that apply to minor role offenders possessing large quantities could have a greater prison reduction impact.

Carbon nanotube growth from Cu–Co alloys for field emission applications

We have developed a method of catalyst preparation for carbon nanotube (CNT) growth that uses solid-state diffusion to precipitate Co particles in a Cu matrix and control the size and size distribution of catalyst particles. Copper is an excellent electrical and thermal conductor, and has a small or negligible solubility for Co. Cu–Co alloys of approximately 5 atm% Co were formed in bulk by splat quenching the liquid alloy and on Si substrates by e-beam evaporation of the alloy, sputtering of the alloy, and sputter deposition of thin films of pure Cu and Co. The Co easily precipitates from dilute solutions of Cu–Co with heat treatment. These alloys and films were used to generate uniform distributions of Co precipitates, and CNTs were successfully grown by plasma enhanced chemical vapor deposition (PE-CVD) and thermal CVD on the materials. These alloys can be patterned by photolithography and sputtering in order to grow CNTs in defined locations. Therefore, the technique is amenable to very large scale silicon integration for field emission applications. The results of this work and data from field emission studies are presented herein.

System dynamics of supply chain network organization structure

Information technology is providing manufacturers with additional flexibility with regard to their supply chain network choices. Our research studies supply chain network organization structures categorized by the organic and mechanistic management control structures. The structural impacts on cost and fill rate performance are studied in two-echelon and two-supply-chain network organization models under different market coordination conditions using system dynamic simulations. Our results show significant effects of demand and network structural factors, and their interactions, on these measures. As demand becomes dynamic, the cooperative interaction model, where supply chains cooperate to satisfy customer demand, is found to have better system performance than the competitive supply chain model. The analysis also suggests that increasing the responsiveness at the downstream plant is particularly important to the overall system performance improvement.

Electric, water, gas and transportation utilities face severe challenges associated with security, quality, availability, reliability and profitability issues. They must solve interrelated system problems with respect to generation of electricity, transportation of fuel, and potable as well as waste water. In the future, engineers and managers of utilities must be well versed in the different disciplines of engineering including electrical civil, mechanical and information technology. The University of Colorado at Boulder addresses this educational opportunity by proposing a novel Integrated Utilities Management program for M.S. candidates who have a solid B.S. background or equivalent in a related discipline. The M.S. program will consist of four interdisciplinary paths dealing with business management and legal topics as they relate to federal and state regulatory issues, as well as agency and people-related leadership issues. The electric utilities option of this program will be centered on three core courses related to electric power generation/transmission and distribution, security and availability, quality and reliability, economics and environmental policy, and utility finance;two elective courses from a group of courses that address nuclear power, waste water, solid waste, telecommunications, renewable energies, data communication, fuels and case studies;and one capstone course consisting of either operations research or the investigation and resolution of a pending utility project such as the right-of-way of transmission lines, specification of new power plants, retrofitting of power plants or their impact on the environment. It is expected that candidates for this MS program will come from universities, from utilities, and from private and public agencies. The MS program can be completed by full- or part time students within one or two years of intensive study, respectively. Generally peak-to-average power ratio (PAPR) reduction imposes transmission performance degradation or system capacity reduction. This paper proposes a method for reducing the PAPR of OFDM signals by combining carrier interferometry (CI) spreading code and iterative processing (IP). The proposed method is capable of reducing the PAPR significantly while minimizing the bit error rate (BER) performance degradation. computer simulation results prove the effectiveness of the proposed method. Further, the proposed method does not introduce out-of-band interference, which requires filtering whose complexity depends on the filtering requirement.

In this study, various thicknesses of Pd catalytic films were deposited on Ti/Si substrates and pretreated with NH/sub 3/. The effects of catalyst deposition parameters and NH/sub 3/ pretreatment time (0, 1, and 10 minutes) on the size distribution of Pd catalytic particles, and subsequently, on the diameter and density of synthesized carbon nanotubes (CNTs) were investigated. The CNTs were synthesized by thermal CVD at 750/spl deg/C using methane (CH/sub 4/) as the carbon source, and a mixture of Ar/H/sub 2/ (80 vol.%/20 vol.%) as the carrier gas.

In this paper, the study of thermal CVD grown CNT field emitters in a triode amplifier configuration is reported. The DC characteristics of the CNT triode are investigated, including I/sub a/ vs. V/sub a/ for different V/sub g/. Moreover, DC parameters such as transconductance, amplification factor and anode resistance of the triode amplifier are determined. It was shown that a higher amplification factor can be achieved with optimum gate-anode-cathode spacing such that the cathode is effectively shielded from the anode by the gate but the anode still collects all electrons emitted from the cathode. High emission current at low gate voltage is key to achieving high transconductance. This can be obtained by optimum configuration of high-density CNTs array in a triode structure with a common gate.
