Emergency Department overcrowding is an important healthcare issue garnering significant public and regulatory scrutiny in Canada and around the world. Many approaches to alleviate excessive waiting times and lengths of stay have been considered and implemented to various degrees. In theory, a more optimal emergency department patient flow may be assisted via balancing patient loads between emergency departments within the region - in essence spreading patients more evenly throughout this system. This investigation uses available data for one regional health authority, and utilizes simulation to explore a process control strategy built on 'crowdinforming', aimed to balance patient loads between six Emergency Departments within a mid-sized Canadian city. The preliminary model uses patient arrival rates as an indicator of 'busyness' and as the basis for crowdinforming. Intuitively expected metrics such as the number of patients waiting, the average length of stay, and time waiting to be seen were not found to be meaningful metrics of emergency department 'busyness' with this particular data set for the purpose of a process control strategy. © 2011 IEEE.

It is well known that dipole antennas are suitable for applications in wireless technology, because they are simple to design and have excellent radiation properties. The analysis of series-fed printed strip dipole antennas gets complicated by the presence of dielectric inhomogeneity. In addition, the strip dipoles are closely spaced and connected through transmission lines that are integral part of the antenna. Therefore, an analysis method that takes into account the presence of dielectric substrate and the effect of connecting lines is presented to accurately design these antennas. In this paper, arrays of printed strip dipoles antennas are analyzed based on moment method in the spectral domain. The double-sided configuration has been selected because it offers several practical advantages. © 2011 University of Split.

Privilege user is needed to manage the commercial transactions, but a super-administrator may have monopolize power and cause serious security problem. Relied on trusted computing technology, a privilege separation method is proposed to satisfy the security management requirement for information systems. It authorizes the system privilege to three different managers, and none of it can be interfered by others. Process algebra Communication Sequential Processes is used to model the three powers mechanism, and safety effect is analyzed and compared. © 2011 ICST Institute for computer Science, Social Informatics and Telecommunications engineering.

A CMOS voltage-to-current converter is presented. It is based on a class AB current mirror with very low input resistance and a passive resistor connected to the input for voltage-to-current conversion. Class AB operation is achieved without extra supply voltage requirements or static power consumption, using Quasi-Floating Gate techniques. Measurement results of a differential configuration for a 0.5μm CMOS test chip prototype are presented. A measured harmonic distortion at 1MHz of -59dB is achieved for current signals 20 times larger than the bias currents. The circuit consumes 265μW using a supply voltage of ±1.65V and requires a silicon area of 0.04mm2. © 2011 IEEE.

The research regarding students who transfer from community colleges into engineering majors is limited. The National Science Foundation funds millions of dollars to community colleges to build inter-institutional linkages to create seamless transition for women and minorities to pursue STEM majors. The purpose of this mix-method study is to understand students' community college academic preparation and their subsequent academic experiences as transfer students in engineering majors at a research university in the Midwest. Using data collected from the Transfer Students' Questionnaire (TSQ), this study links survey data to students' academic transcripts from the Office of the Registrar. The TSQ instrument measures student demographic characteristics, community college experiences and four-year experiences. The community college variables include engagement with coursework, faculty interaction, and skill development. The four-year component measures academic and social engagement, adjustment issues, and level of satisfaction. Data from over 150 transfer students comprise the target population. In addition to the quantitative data, a qualitative component will provide in-depth and rich descriptions of student experiences. Specifically, this component of the analysis will illuminate the experiences of students of how they describe the role of community colleges in preparing them for the academic rigor and transfer into an engineering major. Findings will also address how students describe the factors that facilitate their success as engineering students. The goal of the study is to contribute to the research literature about the relationship between students' community college academic preparation and their subsequent experiences at the four year university. The authors discuss implications for practice, policy and research. © 2011 American Society for engineering Education.

We present the design and context of a simple electronic indicator which aids in the disinfection of drinking water. The indicator provides visual feedback of the solar disinfection process, which is otherwise unobservable to the user. We discuss the competitions, hosting institutions, partner organizations, and novel internet-based social technologies which fostered and shaped this product development process. We emphasize the importance of user acceptance and scalable business model in our continuing design process. © 2011 IEEE.

The aim of this paper is the study of various parameters affecting the ageing of transformer oil in transformers of 150/20 kV. 44 samples of oil were taken from such transformers. The transformers function in the major Athens area, Greece. Parameters, such as breakdown strength (measured with a Foster test cell, according to IEC 156/95), oil colour (with a chromometer than meets the specifications PIN 51517-ASTM P155), humidity (measured with the Karl-Fischer method, according to IEC 814), interfacial tension (which is of importance especially in the early stages of ageing, measured according to ASTM D971-91) and tanδ (with a system counting tanδ values with maximum accuracy from 0.00001 to 4.0, measured according to IEC 247) were taken into account. Transformer ageing is strictly related to the rate of ageing of its whole insulation, and mainly of the oil. Thermal and mechanical stresses have as a result the oxidation of oil and the degradation of its insulating and cooling properties. Humidity and foreign particles also consist factors contributing to the decrease of oil dielectric strength and its premature failure. Foreign particles combined with humidity result in a decrease of interfacial tension of the oil. A colour index close to 3 is not necessarily an objective indication regarding the quality of the oil. One of the main conclusions is that all aforementioned measured parameters should be taken into account. One should not base his judgment about the quality of oil on only one or two of the above parameters. Special attention is given to the way one gets the oil samples. In case of contradictory results, a repetition of sampling and the corresponding parameter measurements are required. The frequent and careful oil sampling in such transformers is recommended in order to avoid malfunctions. In general, from the transformers investigated in the context of this work, in only very few cases oil filtering was required and none of the transformers was found to

This paper presents a novel means of collecting and analyzing data related to personal social contact networks. The work developed a custom application for Smart phones that support Bluetooth connectivity, as representative of the ensemble of many consumer electronic products and can be used to infer users' proximity, contact duration, and GPS-based information. In many cases this is augmented by device meta identity. The 3G application, data storage and retrieval is discussed in detail. Preliminary data were collected (device-device proximity, duration, and location) gathered in pilot testing on the Blackberry Storm and HTC Hero (Android). Data are presented as distributions and visualization tools for evolving contact graphs, including Pareto distributions and power law exponents generated representative of face to face contacts. Finally, data are then demonstrated to be useful in estimating the potential of infection spread (e.g. respiratory illness), where a key transmission vector is person-person contact. A variant of the standard SIR agent based model is developed, with agent contacts guided by contact distributions extracted from the data.

Transformer ageing is strictly related to the rate of ageing of the whole insulating system, and mainly of the oil. Absence of transpiring system with silica gel has as a result the increase of oil humidity. The lengthy use of transformers under heavy load, and consequently under high temperatures, is a main factor for oil ageing (and oxidation). Especially in the last few years, the increased loads required by the transformers (which have to do also with the climatic changes), have as a result the additional stressing of the oil. Various arcs, resulting from short circuits in the network, have as a consequence the production of gases and sludge. Such gases and sludge influence in a negative way the insulating properties of the oil as well as its rate of ageing. Special attention has to be paid to the way one gets the oil samples. In the case the results are contradictory, one has to repeat the sampling and the corresponding measurements. Some comments are also offered regarding the manufacturers, who try to reduce the production cost of the transformers and their respective materials by reducing the size of the transformers. This on one hand has as a result the possibly higher breakdown strength of the oil,

This paper presents a novel means of collecting and analyzing personal social network data, using 3G Smartphone that support Bluetooth connectivity. The application discovers and logs other close-proximity Bluetooth-discoverable devices, and this can be used to infer individuals' proximity, contact duration, as well as geographical location information. The contact data are presented in terms of distributions and visualization tools for evolving contact graphs. Finally, contact data are then demonstrated to be of utility in estimating the potential of the spread of a contact-based infectious disease, where a vector of transmission is proximity to infected agents.
