Despite efforts to mitigate blackout risk, the data available from the North American Electric Reliability Council (NERC) for 1984-2006 indicate that the frequency of large blackouts in the United States is not decreasing. This paper describes the data and methods used to come to this conclusion and several other patterns that appear in the data. These patterns have important implications for those who make investment and policy decisions in the electricity industry. Several example calculations show how these patterns can significantly affect the decision-making process.

Micro cogeneration technology (micro-CHP) is expected to be an important novel residential heating technology for the future in certain countries around the world. The interesting aspect of micro-CHP is that it is a controllable distributed generation technology. This paper provides novel conceptual insight into how micro-CHP systems can be controlled aggregatedly in virtual power plants (VPPs). Cost benefits for VPPs can be achieved through 'economies of intelligence' with the help of intelligent control schemes.

In the lifecycle of an engineering education grant, the phase where best practices are sustained and disseminated is perhaps the most crucial stage for maximizing impact. Yet this transition phase often receives the least attention as project team enthusiasm can wane, while funding tapers off, and faculty priorities are pulled in other directions. There are numerous obstacles associated with sustaining program changes, even those perceived as very valuable. Typical challenges are: What happens when the funding runs out? What grant-developed programs should be sustained by the university? Does the institution need to internally allocate resources in an annual budget large enough to replace the grant? Ultimately, sustaining successful programmatic improvements is about "change management" in an institution. In this paper, we will review the literature relating to institutional change in engineering education. We will build on current curriculum change models, in the context of a major engineering education grant at Boise State University that included a variety of curricular enhancements, academic support, and outreach efforts. Over the past two years, the project team focused considerable effort on institutionalizing the most successful programs, and met with mixed results. While many programs will continue and benefit students long-term, other programs, even ones with stellar success and solid assessment, have not been entirely adopted for a number of reasons that we will examine. We will review the role assessment played in the process of program transfer (from the grant to the university) and lessons learned about building alliances with other campus partners to achieve university-level buy-in, well before the last stage of the grant. Finally, we will discuss two factors that are not identified in institutional change literature, but that contributed significantly to the successful transition of our programs - the importance of taking a research based approach, an

This paper addresses potential benefits of applying model predictive control (MPC) to solving the energy dispatch problem in electric energy systems with many intermittent renewable resources. Based on predicting the output from the intermittent resources, this paper introduces a look-ahead optimal control algorithm for dispatching the available generation with the objective of minimizing the total production cost. This method is compared with the static economic dispatch which treats intermittent resources as uncertain negative loads. We suggest that the proposed MPC approach could lower the total generation cost by directly dispatching the output from the renewable resources in order to compensate temporal load variations over pre-defined time horizons. A small 12-bus power system comprising five generators is simulated to illustrate potential benefits from a look-ahead dispatch of both intermittent and more conventional power plants. The proposed method is directly applicable to managing systems with large presence of wind and photovoltaic resources.

Distributed Generation (DG) is generally considered as an alternative to bulk power transport. The basic idea is that the presence of electricity generation inside the distribution systems leads to a reduction of the local electricity needs, which consequently leads to a reduced need for power transmission capacity and thus a deferral of investments in transmission lines. However, due to the different operational characteristics of the plethora of types of distributed generation, this hypothesis may prove invalid. Controllable distributed generation, defined as local generation of which the power output can be regulated by the system operator (e.g. stand-alone gas-fired combustion units) will certainly have a positive impact on this direction. However, in reality different types of DG technologies could de implemented in the distribution systems, such as partially or stringently controlled micro-combined heat and power (micro-CHP) units operating according to different local control modes (e.g. thermal-led control) or non-controllable (stochastic) DG units, such as wind power plants. The operation of such units may lead to an opposite effect regarding the necessary transmission capacity. In this paper we first define four types of DG regarding their level of controllability. We then look into the effect on the transmission system of both stringently-controlled DG (i.e. micro-CHP) and stochastic DG (i.e. wind turbines). It is shown that micro-CHP systems may have a positive effect to the dimensioning of the transmission system, while the presence of wind power plants may instead lead to increased investment needs in power transport capacity.

In this paper a model of a future combined cyber-physical energy system is introduced. We view such systems as the intertwined physical-cyber network interconnections of many non-uniform components, such as diverse energy sources and different classes of energy users, equipped with their own local cyber. This modeling approach is qualitatively different from the currently used models that do not explicitly account for the effects of sensing and communications. The proposed approach is based, instead, on representing all physical components as modules interconnected by means of an electric network. However, not all physical components can be modeled from first principles because of the extreme non-uniformity and the complexity of various classes of components. Instead, many components and/or groups of components have to be monitored and their models have to be identified using extensive signal processing, sensing, and model identification. We illustrate such combined cyber-physical models of key components, and use these to introduce a structure preserving model of a cyber-physical infrastructure of the interconnected system. Such a model becomes a basis for deciding what to sense and at which rate, what level of data mining is needed for which (groups of) physical modules to achieve predictable performance for cyber-physical future energy systems. This model rests on the premise that the performance of future energy systems can be shaped in major ways by means of broadly available cyber technologies. In order to make the most out of the available cyber technologies, the first step is to establish models which capture these interdependencies. This paper is a step in such direction.

A large number of papers have proposed cryptographic protocols for establishing secure group communication. These protocols allow a set of group members to exchange or establish keys to encrypt and authenticate messages within the group. At the same time, individuals outside of the group cannot eavesdrop on group communication or inject messages. There have even been usability studies, demonstrating an average user can successfully complete some of these protocols. However, group protocols are rarely used in the real world. In this work, we conduct a survey to help uncover why the general population ignores such mechanisms for group communication. We also try to determine what protocols would best match respondents' current expectations for group protocols and methods for establishing trust. Survey results indicate that a group protocol that leverages location-limited channels, PKI, or Web-of-Trust authenticated public keys and allows addition and deletion of members fulfills the majority of users' expectations.

In this paper we consider an adaptive modulation system with multiple-input multiple-output (MIMO) antennas in conjunction with orthogonal frequency division multiplexing (OFDM) operating over frequency selective Rayleigh fading environments. In particular, we consider a type of beamforming with a maximum ratio transmission, maximum ratio combining (MRT-MRC) transceiver structure. For this system we derive a central limit theorem for various block-based performance metrics. This motivates an accurate Gaussian approximation to the system data rate and the number of outages per OFDM block. In addition to data rate and outage distributions, we also consider the subcarrier SNR as a random process in the frequency domain and compute level crossing rates (LCRs) and average fade bandwidths (AFBs). Hence, we provide fundamental but novel results for the MIMO OFDM channel. The accuracy of these results is verified by Monte Carlo simulations, and applications to both performance analysis and system design are discussed.

This research developed the moisture-resistance of printed circuit board (PCB) laminate prototypes based on the non-toxic composite materials made from epoxidized linseed oil, melamine polyphosphate, and flax fibers. One of the key issues associated with using renewable base materials in composites is their sensitivity to moisture. A characterization of the properties of the 'green' printed circuit boards developed in the present study showed that moisture absorption for untreated fiber laminates (4.87% vs. established limit <0.8% for FR4 boards over a 24 hour submersion period) compromised electrical resistance and decreased dielectric breakdown to an unacceptable level. A theoretical model was used to target methods for reducing moisture absorption. Based on this model, we found that reductions in fiber diffusivity and fiber volume fraction substantially reduce composite diffusivity. Through the use of chemical treatment, moisture absorption over a 24 hour time period was reduced from 4.87% to 1.15%, which improved electrical properties. At the end of this study, 15 of 18 PCB property requirements were met, while 3 moisture-critical property targets were narrowly missed.
