This paper examines the use of least-squares (regression) techniques in developing static polynomial(ZIP) models from voltage change tests. It is demonstrated that test conducted at the distribution feeder level can yield unreliable models. Reasons for the poor quality of results are explored through examples. Preliminary experience with using fuzzy regression to identify dynamic and ZIP models through a physically-based model estimation approach is provided.

In actual mobile communication networks, the users' locations, the number of mobile communication users, and their behavior change depending on the time zone. This dependency affects the cell traffic; thus, the allocation of base stations (BSs) in the service area is an important problem to be investigated. In this paper we propose a new model for allocation of BSs in mobile communication networks, taking account of user distribution, user movement, channel occupancy, and handover. On the basis of this model, we develop a simulation system and carried out many simulations to evaluate the system performance. For simulations, we consider the actual location of the road network and the population distribution in Yamagata City, Japan. We carried out many simulations for various scenarios and parameters. The performance evaluation shows that our simulation system makes a good BS allocation.

In this paper we explore different strategies to guide backpropagation algorithm used for training artificial neural networks. Two different variants of steepest descent-based backpropagation algorithm, and four different variants of conjugate gradient algorithm are tested. The variants differ whether or not the time component is used, and whether or not additional gradient information is utilized during one-dimensional optimization. Testing is performed on randomly generated data as well as on some benchmark data regarding energy prediction. Based on our test results, it appears that the most promissing backpropagation strategy is to initially use steepest descent algorithm, and then continue with conjugate gradient algorithm. The backpropagation through time strategy combined with conjugate gradients appears to be promissing as well.

In ATM networks, traffic control design is major challenge because of the diverse services and the need for efficient network resource engineering. To cope with rapidly changing network conditions, traffic control methods for high speed networks must be adaptive, flexible, and intelligent for efficient network management. The use of intelligent algorithms based on fuzzy logic, neural networks and genetic algorithms can be efficient for traffic control in ATM networks. We propose a routing scheme which is based on fuzzy logic. The proposed scheme of routing the tagged cells can improve network utilization. Performance evaluation via simulations shows that the DPFC decision is very close to the ideal decision. The DPFC and FRM were able to send to the destination node 31% and 54% of tagged cells, respectively.

Learning Communities, a growing initiative at Iowa State University, aid freshmen in the transition to college life as students live in the same residence hall and attend a common block of classes. By combining learning communities with the concept of student-centered active learning, students will gain control of and adjust more quickly to their new environment, experience increased achievement, and persist in the program. First year computerengineering students involved in the learning community participated in two new courses during the 1999/2000 academic year. The new courses were framed within the context of active learning to better prepare students for continuation in computerengineering by increasing their skills in group work and providing essential life-long learning skills. Students completed their freshman year with a greater awareness of complete, engineering, knowledge and skills for successful teamwork, and experience a quicker and more satisfying acclimation to the university and college life. The goal of project SUCCESS is 'to provide every student interested in computerengineering an opportunity, to succeed Iowa State University and to prepare him or her for their future careers." engineering students take an academically challenging program of study beginning with rigorous courses in calculus, chemistry, and physics during their freshman year. While these courses are essential for providing a foundation upon which all engineering programs are based, many students find the courses difficult and elect not to continue their study of engineering. Project SUCCESS is an effort to help students survive the demands placed upon them as freshmen by providing a collaborative environment in which they will learn to seek assistance from and provide support to peers.

The deregulation of the electric power industry in Europe is the major issue nowadays. The new environment raises questions concerning all sectors of the electric power industry. Nevertheless, the transmission system is the key point in market development since it puts constraints to the market operation due to technical requirements. Especially, in systems having weak connections among areas, congestion problems arise due to line overloading or to voltage security requirements. This paper focuses on topics concerning voltage security in a deregulated power market and related market issues. Results by the application of the proposed methodology in the Greek Electric Power System (EPS) are presented.
