Thyristor controlled equipment is one of the major sources of harmonics in power systems impacting power quality. In this paper the thyristor controlled series capacitor (TCSC) installed by power utilities for increase of power transfer capability of transmission lines is investigated in terms of harmonic distortion in the power system. In addition, series compensation may cause subsynchronous oscillations leading to subsynchronous resonance (SSR) phenomena. The investigation of a TCSC control strategy that ensures sufficient SSR damping is presented.

The problem of restoring a power system following a complete blackout is complex and multi-faceted, Many control actions have to be performed on time, while constraints such as power balance and system stability have to be carefully respected, In this paper, the application of long-term dynamic analysis in studying frequency and voltage responses due to load and generation mismatches in isolated systems or during extension of the existing system in the restoration phase is presented. Simulation results covering the main steps of the Hellenic power system restoration process following a recent total blackout are presented and discussed.

ITHACA is a project supported by the healthcare telematics programme of the European Commission's Fourth Framework Programme. The user organisations involved in ITHACA shared a philosophy of community based care that focuses on the client and development of the multi-disciplinary care team, involving a range of professionals delivering care to clients in their own homes or community facilities. The focus of ITHACA system is to support client case management which includes client assessment, care planning, delivery and evaluation of care outcomes. System analysis and design process identified that practices and procedures in health and social care are very similar throughout the diverse sites represented in ITHACA and they are represented in a generic model that describes the great majority of local health and social care requirements. The ITHACA demonstrator will consist of a client/patient centred community care information system, which is distributed across a number of community care centres within a given region and covers the homes of selected clients. © 1997, The authors.

In this paper, a simple control method that combines a linear state-feedback with a nonlinear mod-operation is proposed for making an arbitrarily given, deterministic, discrete-time dynamical systems chaotic. The given system can be arbitrary in the sense that it can be either linear or nonlinear, lower or higher-dimensional, asymptotically stable, unstable, or chaotic. The resulting controlled system is chaotic in the sense that the controlled map (1) has sensitive dependence on initial conditions, (2) is topologically transitive, and (3) has a dense set of periodic points.

He currently the program manager for the Sustainable Hardware and Affordable Readiness Practice Program (SHARP). is a Navy-wide logistics research and development prgram aimed at the successful transiton of proved technologies inot the fleet. SHARP focuses on reducing acquisition performance capability reliability maintainability and readiness of these systems. Mr. Grubb has served as a department director for the past eleven years. His most recent assignment was as director of the Tactical Computer Resources and Test Equipment Department. This organization provided acquisition and in-service engineering support of the Navy's tectical embedded computers priphirals displays and mass memory storage devices. The organization also provided a complete range of product engineering and metrology engineerig services for SSP NevSeaSysCom and the Trident Program. Prior to this appointment Mr. Grubb was deptuy director psysical security programs department and site responsible for program management and system integration of ashore integrated security systems. Mr. Grubb holds a B.S. degree in industrial engineering from Iowa State Universtiy an M.S. degree in industrial engineering from Purdue University and has copleted the course work (Dec.'96 for a master's degree in public and environment affairs at Indiana University-Purdue Univeristy Indianapolis. Dr. Alfred Skolnick operates System Science Consultants (SSC) specilizing in strategic planning technical program definiton technology assessment and engineering analyses on selected matters of national interest. He has taught physics mathematics and management sciences at University of Virginia and Marymount University and is currently adjunct professor of mathematics at Northern Virginia Community College. In an era of fiscal austerity, downsizing and unforgiving pressure upon human and economic capital, it is an Augean task to identify resources for fresh and creative work. The realities of the day and the practical demands of more immediate fleet needs can often dictate higher priorities. Yet, the Navy must avoid eating its seed corn. Exercising both technical insight and management foresight, the fleet, the R&D community, the Office of the Chief of Naval Operations (OpNav) and the product engineering expertise of the Naval Surface Warfare Center (NSWC) are joined and underway with integrated efforts to marry new, fully demonstrated technologies and operational urgencies. Defense funding today cannot sponsor all work that can be mission-justified over the long term because budgets are insufficient to support product maturation within the classical development cycle. However, by rigorous technical filtering and astute engineering of both marketplace capabilities and currently available components, it is possible in a few select cases to compress and, in effect, integrate advanced development (6.3), engineering development (6.4), weapon procurement (WPN), ship construction (SCN), operation and maintenance (O&M,N) budgetary categories when fleet criticalities and technology opportunities can happily meet. In short, 6.3 funds can be applied directly to ''ripe gateways'' so modern technology is inserted into existing troubled or aging systems, sidestepping the lengthy, traditional development cycle and accelerating practical payoffs to recurrent fleet problems. To produce such constructive results has required a remarkable convergence of sponsor prescience and engineering workforce excellence. Seamless access to multiple wireless data networks. A wireless data network infrastructure at Carnegie Mellon University

In order to support mobile computing research, including the development of software which will allow seamless access to multiple wireless data networks, a wireless data network infrastructure is being built at Carnegie Mellon University. This infrastructure will allow researchers and other members of the campus community to use mobile computers to gain access to data networks while they are on-campus, or off-campus in the greater Pittsburgh area. The infrastructure will initially include two different types of wireless networks, a low-bandwidth wide area system and a high-bandwidth local area system, each of which will provide access to the campus computer network. Since the campus network is called "Andrew" (after Andrew Carnegie and Andrew Mellon), the new wireless infrastructure has been dubbed "Wireless Andrew". The article describes the Wireless Andrew infrastructure being built. An overview of the infrastructure and the characteristics of the two types of wireless networks used are presented. Each of these networks is then described in more detail. The technology used, its implementation in the wireless network infrastructure, and deployment experience are discussed.

Edge detection using neural network for non-uniformly illuminated images

Existing edge detection methods provide unsatisfactory results when contrast changes largely within an image due to non-uniform illumination. Koch et al. developed an energy function based upon the Hopfield neural network, whose coefficients were fixed by trial and error, and remain constant for the entire image, irrespective of the differences in intensity level. This paper presents an improved edge detection method for non-uniformly illuminated images. We propose that the energy function coefficients for an image with inconsistent illumination should not remain fixed, rather should vary as a second-order function of the intensity differences between pixels, and actually use a schedule of changing coefficients. The results, compared with those of existing methods, suggest a better strategy for edge detection depending upon both the dynamic range of the original image pixel values as well as their contrast.

In integrated-services networks, both the arrival processes and the performance objectives can vary greatly from one packet stream to another. Either the network must be designed to meet the strictest performance requirements by every possible measure of performance, or traffic control algorithms are needed that differentiate traffic based on performance objectives, and adjust performance accordingly. There is therefore a need to evaluate and compare the performance of such traffic control algorithms including algorithms for admission control, transmission scheduling, and packet dropping. However, ATM integrated-services networks place great demands on simulation systems. This paper describes an efficient approach to the design of discrete-event simulations for these networks. It is used to evaluate several different traffic control approaches. Some sample results from the simulation are presented which compare these algorithms. It is shown that cost-based scheduling is the most effective of the scheduling algorithms simulated, but the priority token bank, which is simpler to implement, is close behind.

Handwritten postal code recognition by neural network - A comparative study

This paper compares some popular character recognition techniques which have been proposed until today. 17 feature extraction methods and 4 neural network based recognition processes were used in handwritten numerals (postal codes) recognition. It was found that Weighted Direction Index Histogram, Peripheral Direction Contributivity Function and Expansion Cell feature extractions gave good results. As for the neural network recognition process, CombNET-II and multi layer neural network showed good performances.
