Healthcare systems and insurers nationwide regularly make decisions regarding which drugs to include or exclude from their formularies based on evidence concerning benefits, risks, and costs of the medications. A major barrier to effective drug selection is the lack of sufficient published information on the safety of drugs, particularly new drugs. In this paper, we propose an innovative multi-agent system, named ADRMonitor, for actively monitoring and detecting signal pairs implicating anticipated or potential adverse drug reactions (ADRs) of interest at a healthcare facility. Each intelligent agent is empowered by a fuzzy logic-based computational recognition-primed decision (RPD) model where fuzzy logic is utilized to represent, interpret, and compute vague and/or subjective information. We conducted a simulation study based on thousands of hypothetical patient cases that were created on the basis of real patients who were prescribed the drug Cisapride in a local hospital. At the current stage, our focus is to establish that the system can outperform the spontaneous reporting approach in identifying signal pairs. Under certain conditions (e.g., without agent collaboration), our simulation results show that (1) ADRMonitor detected 21 out of 27 (78%) ADRs when the optimized RPD model was used as a gold standard; (2) the number of ADRs detected by the agents is (many) more than those detected by the spontaneous reporting strategy (assuming 10% reporting rate - high end of rates reported in the literature) at any particular time. The second result implies that useful information could be collected more timely by the proposed agent system for formulary decisions.

We describe our findings and experiences from our technical review of vote verification systems for the Maryland State Board of Elections (SBE). The review included the following four systems for possible use together with Maryland's existing Diebold AccuVote-TS (touch screen) voting system: VoteHere Sentinel;SCYTL ***;MIT-Selker audio system;Diebold voter verified paper audit trail. As a baseline, we also examined the SBE's procedures for "parallel testing" of its Diebold system. For each system, we examined how it enables voters who use touch screens to verify that their votes are cast as intended, recorded as cast, and reported as recorded. We also examined how well it permits post-election auditing. To this end, we considered implementation, impact on current state voting processes and procedures, impact on voting, functional completeness, security against fraud, attack and failure, reliability, accessibility, and voter privacy. Our principal findings are, first, that each system we examined may at some point provide a degree of vote verification beyond what is available through the Diebold System as currently implemented, provided the system were fully developed, fully integrated with the Diebold system, and effectively implemented. Second, none of the systems is yet a fully developed, commercially ready product. This interdisciplinary study-the first of its kind-is of interest for the way in which it evaluates the systems, for the technical questions it raises about standard interfaces, and as a snapshot of the state of vote verification technologies and their commercial development. © EVT 2006 - 2006 USENIX/ACCURATE Electronic Voting Technology Workshop. This is a summary of the presentations of the panel entitled "International Power engineering Research Collaborations" at the 2006 IEEE/PES GM in Montreal, Quebec, Canada. The panel chair George Gross, and the seven panelists from different parts of the world aim to summarize the key aspects of research collaborations in various power engineering domains and across virtually all the continents. The collaborative efforts range from market mechanisms to renewable energy integration and from specific power topics to interdisciplinary projects.

This paper concerns a novel modeling and software framework in support of future electricity and energy services. A broad vision for one such possible framework named Energy-Temporal and Structural Kit (EN-TASK) is described. It is explained why is this needed, and how would such framework facilitate Dynamic Energy Control Protocols (DECPs) of the future. The emphasis is on a framework which zooms in and out to assess potential of candidate technology and /or organizational change at the level where it matters the most.

This paper is motivated by the basic need to develop methods for on-line detection of abnormal conditions in large electric power systems. In order to implement truly effective near-automated tools for this purpose, it is necessary to overcome several problems such as: (1) excessive computational complexity; (b) unacceptable approximations; and, (3) dependence on full state measurements. In an attempt to overcome these major roadblocks, we combine tools capable of producing accurate results over broad ranges of conditions, such as off-line data mining and machine learning, with the approximate, well-understood deterministic methods, such as sensitivity-based methods. The resulting approach indirectly overcomes the dependence on full state measurements; the actual choice of the most relevant measurements becomes a result of such a combined approach. The proposed approach is illustrated on an example of detecting a given voltage threshold violation.

In this paper we observe that recent voltage problems, including August 2003 blackout, are often caused by the lack of adequate and timely information. We study the type of information essential to avoiding such problems in the future. The needed information concerns (a) choice of a performance index characterizing problems of interest; (b) information structure necessary to monitor the performance index with acceptable accuracy; and, (c) the interdependence between (a) and (b). We propose a novel performance index and corresponding information structure. This information structure requires very little or no communications between decomposed subsystems. Illustrations of proposed concepts in multi control area systems are presented. These findings form a basis for grid modernization through communications and computing for improved voltage support in multi control area system.

With rising expectations of the educational community, general public and state/national policy makers, it is imperative that new curricula and teacher training programs adhere to the rigor and high standards presented in No Child Left Behind. Over the past eight years, the Kentucky Electronics Education Project (KEEP) has grown from an outreach project into an embedded research initiative. KEEP utilizes a microelectronics theme to connect math and science standards based lessons with hands-on real world applications. Efforts to date include teacher training, hands-on circuit building activities, construction/validation of training and classroom evaluations and standards-based lessons. This paper demonstrates the alignment of KEEP concepts with national math, science and technology standards, overviews the circuit project steps, reports empirical findings and summarizes current progress toward long term objectives. © American Society for engineering Education, 2006.

As the need to meet the high security and reliability requirements of the electric power grids intensify, it is essential to make the existing relays smarter and more adaptive to changing system conditions. A successful implementation of enhanced relay performance requires both improved logic and the ability to manage computing and communications in near-real time. In this paper, we first summarize our recently introduced hypothesis-testing-based improved logic for over-current relays. The new contribution concerns the computational and communications problem associated with the large combinatorial burden of decision making underlying this new logic when relays are embedded in large electric power networks. We refer to this problem as the scalability problem. In this paper, a possible approach to solving the scalability problem is presented. In particular, this approach leads to: 1) Shorter simulation and training time prior to installing new relays; 2) Less data requirement for training and updating each relay; and 3) Faster dynamic updating with lower communication traffic load. These features are essential for a physical cyber system (PCS) to effectively meet the goals of secure and reliable critical infrastructures, such as a large electric power system.
