Context awareness is emphasized in order to provide automatic services in smart home. This paper uses case based reasoning as the reasoning method which solves the problem "In the first phase, we don't know exactly about the key processes and their interdependencies in smart home's context". The context's contents in smart home are described in this paper. Also, case representation, case storage and similarity calculation are discussed in smart home's context awareness. We propose a framework of context aware based on CBR, and discuss the case adaptation in detail. © 2005 IEEE.

Data mining in health care is becoming an important phenomenon as there is an increasingly use of computer technology in this field. Health care organizations accumulate a great deal of patient data and the health care business is facing growing financial risk everyday. Similar to the use of data mining in the financial industry to help construct financial models, data mining can be used in health care organizations for developing patient profiles for wellness and risk using patient information. Data Mining is a crucial tool that health care organizations need to implement not only to help organize their patient records but also to help with recognizing the everyday risks of the business. This paper reviews the process of data mining, some applications of data mining and ethical issues related to health care information. Evaluation results of one of the major data mining software and future of data mining is also discussed.

This paper presents a development of improved Tabu search (ITS) and its application to a least-cost generation expansion planning (GEP) including biomass energy sources under global environmental impact consideration. A carbon tax is taken into account as counter measure to reduce CO 2 emission for introducing and promoting biomass energies to GEP problem based conventional fossil-fuel plants. The proposed ITS is conducted by the proposed a self-reforming candidate list strategies to improve search performance of a standard TS. The ITS approach is applied to the test system with 15 existing power plants, 5 types of conventional fossil-fuel and 2 types of biomass energy over a 14-year planning period. The simulation results reveal that the proposed ITS not only can yield optimal solution as well as dynamic programming, but also can remarkably reduce computational time. Moreover, the proposed method provides better solution superior to a standard Tabu search with promising results.

The design of spot markets for generation services, such as energy, regulation, and operating reserves, and longer term markets for capacity, remain in evolution in many countries. Market design includes definition of the service, bid, or offer requirements, and rules for pricing and financial settlement. In the United States, most organized regional markets have converged on similar elements of spot market design. The design of capacity markets remains influx. Market power mitigation is currently a regulatory requirement in the United States, and experience with different methods shows that it must be carefully aligned with market design to ensure both efficient pricing and efficient investment. This paper surveys these topics and their relationships to each other and identifies researchable issues. © 2005 IEEE.

This paper concerns the critical role enhanced control will play in the operating of future electric power systems reliably and efficiently. The nonstandard control problems are due to a large variety of controllers, presently acting in a multirate mode at various levels of the system. Today's monitoring and control logic is largely effective during normal conditions. This paper concerns its possible enhancements which might enable the system to operate reliably over broader ranges of loading and equipment status. In particular, it is suggested that major benefits could come from providing computer tools to assist human operators with their decision making when the system is under stress. A multilayered approach is introduced to support: 1) on-line adjustment of available resources;2) monitoring the interconnection based on qualitative indices (QIs) essential for deciding the severity of the operating mode;and 3) using the QIs to adjust structure of control as the system evolves from one mode to the next. An equivalenced model of the Northeast Power Coordinating Council (NPCC) interconnection is used to illustrate the potential of enhanced control in scenarios that resemble the blackout of August 2003. Also, the potential for efficient use of the resources during normal conditions is illustrated using this multilayered monitoring and control architecture. © 2005 IEEE.

Extra features are added to the conventional CCII in order to extend the use of CCII-based filters to high-performance applications in submicron CMOS technologies. They include continuous programming of current gain and fully balanced low voltage low power operation in moderate inversion region. Measurement results of a biquad fabricated in a 0.5-/spl mu/m CMOS process are included that validate the proposed approach.

Life is priceless, so pre-hospital evaluation and management is important in emergency medical service. To enhance the quality of emergency medical service, the mobile hospital emergency medical system (MHMES) is designed to provide for e-prepared services. This system could improve the communication among the ambulance, the dispatch and mission control center and the emergency department of the hospital via a wireless network, and provide comprehensive service during pre-hospital resuscitation and transportation of the patients. The MHMES consists of three sub-systems located in three sites respectively, dispatch and mission control center, emergency department of hospital and ambulance. It includes electrical map to track the ambulances and transfer patients situation and histories with the hospital to follow the symptom. Therefore, this system would be able to reduce the mortality during transportation and enhance the safety and quality of emergency medical service. It structures an emergency informatics system of National Taiwan University Hospital to provide a application of wireless network in a medical emergency service network.

A CMOS transconductor suitable for very low distortion analog signal processing over a rail-to-rail input range is presented. Very low impedance virtual ground nodes obtained by local negative feedback allow a highly linear voltage to current conversion by passive resistors. Low mismatch sensitivity is achieved as the current generated in the resistors is not internally replicated. Measurement results for a 0.5/spl mu/m CMOS prototype show a spurious-free dynamic range at 1MHz higher than 70dB for a 6Vpp input and a dual supply of /spl plusmn/1.5V.

The objective of this work is to point out the advantages offered by the temperature dependent dielectric spectroscopy in frequency domain, as a possible diagnostic tool for power transformer lifetime prediction. Characterization of the insulating oil has been carried out for a wide selection of transformers and their gas concentrations were monitored. The work correlates gas chromatography data to the dielectrometry ones.

KINGPINS OR MULES: AN ANALYSIS OF DRUG OFFENDERS INCARCERATED IN FEDERAL AND STATE PRISONS

Mr. Sevigny's research interests lie in the area of drug policy with an emphasis on enforcement sanctioning international control and treatment/harm reduction. His previous experience includes substance abuse counseling and substance abuse treatment needs research of special populations including prisoners the homeless and adolescents. Mr. Sevigny received a B.A. in Psychology from Middlebury College. Jonathan P. Caulkins Ph.D. is Professor of Operations Research and Public Policy at Carnegie Mellon University's Heinz School of Public Policy. Dr. Caulkins specializes in mathematical modeling and systems analysis of social policy problems with a particular focus on issues pertaining to drugs crime violence and prevention. Dr. Caulkins has also published on airline operations sulfur dioxide pollution trading markets Internet-based advertising flexible manufacturing systems and personnel performance evaluation among other topics. At RAND he has been a consultant visiting scientist codirector of RAND's Drug Policy Research Center (1994–1996) and founding director of RAND's Pittsburgh office (1999–2001). Dr. Caulkins received a B.S. and M.S. in Systems Science from Washington University and an S.M. in Electrical Engineering and Computer Science and Ph.D. in Operations Research both from M.I.T.

Research Summary: Drug policy reformers and defenders contest the extent to which low-level drug offenders are being sent to prison and for how long. Using data from the Survey of Inmates in Federal and State Correctional Facilities, 1997 (BJS, 2000), we assess the seriousness of incarcerated drug offenders along dimensions of dangerousness, culpability, and harm—specifically, functional role and drug group participation, type and amount of drugs, firearms involvement, and criminal conviction and arrest history. We find that only about 1.6% of federal and 5.7% of state inmates can be described as “unambiguously low-level.” Alternatively, not many are “kingpins.” Rather, most fall into a middle spectrum representing different degrees of seriousness that depend on what factors are emphasized. policy Implications: Our findings dampen hopes of dramatically reducing prison populations by getting out of prison those who are unambiguously low-level drug offenders. They simply do not represent the majority of incarcerated drug offenders. In particular, most played some role in distribution, so eliminating prison terms for users (decriminalization) would not have affected many now in prison. Indeed, if decriminalization increased demand, it could plausibly increase prison populations by increasing the number of suppliers still subject to imprisonment. On the other hand, “drug courier exceptions” to sentencing laws that apply to minor role offenders possessing large quantities could have a greater prison reduction impact.
