Electric, water, gas and transportation utilities face severe challenges associated with security, quality, availability, reliability and profitability issues. They must solve interrelated system problems with respect to generation of electricity, transportation of fuel, and potable as well as waste water. In the future, engineers and managers of utilities must be well versed in the different disciplines of engineering including electrical civil, mechanical and information technology. The University of Colorado at Boulder addresses this educational opportunity by proposing a novel Integrated Utilities Management Program for M.S. candidates who have a solid B.S. background or equivalent in a related discipline. The M.S. program will consist of four interdisciplinary paths dealing with business management and legal topics as they relate to federal and state regulatory issues, as well as agency and people-related leadership issues. The electric utilities option of this program will be centered on three core courses related to electric power generation/transmission and distribution, security and availability, quality and reliability, economics and environmental policy, and utility finance;two elective courses from a group of courses that address nuclear power, waste water, solid waste, telecommunications, renewable energies, data communication, fuels and case studies;and one capstone course consisting of either operations research or the investigation and resolution of a pending utility project such as the right-of-way of transmission lines, specification of new power plants, retrofitting of power plants or their impact on the environment. It is expected that candidates for this MS Program will come from universities, from utilities, and from private and public agencies. The MS program can be completed by full- or part time students within one or two years of intensive study, respectively. A family of low-voltage power-efficient class AB CMOS operational transconductance amplifiers (OTAs) is described. It is based on the combination of adaptive biasing techniques and resistive local common-mode feedback (LCMFB), which provides increased dynamic current boosting and gain-bandwidth product (GBW). The different classes of AB OTA topologies presented result from the combination of various adaptive biasing schemes and LCMFB. A 0.5-/spl mu/m CMOS implementation of three different OTAs shows enhancement factors of slew-rate and GBW up to 280 and 3.6, respectively, for an 80-pF load, compared to a conventional class A OTA with the same quiescent currents and supply voltage. The overhead in area, noise, and static power consumption, is minimal.

Unlike the well-known bang-bang control for continuous plants, the closed-form time optimal control for discrete time plants was obtained only recently (Z. Gao, 2004, J. Han, 1999). It is shown in this paper that this new discrete time optimal control (DTOC) law offers a practical alternative to bang-bang control. A particularly interesting property of DTOC is that the control signal is not always bang-bang. Instead of constant chattering, DTOC can produce a smooth control signal that results in a similar performance to that of the bang-bang control. Helpful insight is offered on how to maintain the smoothness of control signal in the presence of significant sensor noises. Superior robustness of the new control law is demonstrated for a general second order system with substantial dynamic uncertainties. Implementation issues and the tuning of the control parameters are also discussed. Finally, the performance of the new control law is examined in an industrial motion control case study and a computer hard disk drive problem.

Two schemes for power efficient gain programmable V-I conversion based on class AB CMOS mirrors are introduced. These allow for high-speed gain programmable precision rectification. Experimental results from a test chip prototype, in 0.5 /spl mu/m CMOS technology with /spl plusmn/1 V supplies are shown that validate the proposed circuits.

We investigated the performance of an ordered-subsets expectation- maximization (OSEM) algorithm for accelerated reconstruction in cone-beam SPECT. SPECT scans were performed using a Defrise phantom filled with 0.9 μCi/ml of Tc-99m and a dual-head gamma camera equipped with one cone-beam (CBC, f = 70 cm) and one parallel-beam collimator (PBC). Images were reconstructed using a fully-3D approach with resolution and attenuation modeling and an ordered-subsets version of a maximum-likelihood expectation-maximization algorithm (MLEM). Three grouping patterns of subsets were applied: consecutive, orthogonal, and uniform. In contrast to PBC SPECT, we observe that, in CBC SPECT, the reconstruction grouping pattern of the subsets is very important for the image quality obtained. Only when the projection data grouped into a subset were selected as uniformly as possible from all the acquired views, were the image quality and the noise in the images very close to results obtained using MLEM. However, we note that, for both CBC and PBC SPECT, the loglikelihood for a given iteration is practically the same for different grouping patterns of subsets. © 2004 IEEE.

We aligned two fundamentally different models of smallpox transmission after a bioterrorist attack: A location-explicit multi-agent model (Bio- War) and the conventional epidemiological box model, called a SIR model for Susceptible-Infected-Recovered. The purpose of this alignment is part of a greater validation process for BioWar. From this study we were able to contribute to the overall validation of the complex agent based model, showing that, at the minimum, the epidemiological curves produced by the two models were approximately equivalent, both in overall and the time course of infection and mortality. Subtle differences on the model results revealed the impact of heterogeneous mixing in the spread of smallpox. Based on this foundation, we will be able to further investigate the policy responses against the outbreaks of contagious diseases by improving heterogeneous properties of agents, which cannot be simulated in a SIR model. © Springer-Verlag Berlin Heidelberg 2004.

A simple modification to a conventional single-stage OTA based on the combined use of local common-mode feedback and very efficient class AB input stages leads to three proposals for class AB amplifier topologies. They operate at low voltage and feature very low static power consumption, bandwidth enhancement, and very high slew rate. Measurement results in a 0.5-/spl mu/m CMOS technology confirm the mentioned improvements.

The use of simple and extremely accurate voltage buffers to drive two MOS transistors in triode region is employed to obtain a very linear voltage-to-current conversion. Transconductance can be simply and precisely adjusted using DC level shifters. Measurement results of a balanced transconductor fabricated in a 0.5-/spl mu/m CMOS technology show a -54 dB THD at 100 kHz for 80-/spl mu/A peak-to-peak outputs, using a 2-V supply. Silicon area is 0.07 mm/sub 2/ and static power consumption is 0.92 mW.

A technique for implementing class AB differential input stages is proposed. It is well suited for low voltage operation, and can be applied to single-stage or two-stage OTAs in continuous time or sampled-data systems. In order to illustrate this approach an OTA is presented, combining the input stage proposed and local common-mode feedback with two-resistors to obtain high slew rate and very low static power consumption. Measurement results from a 0.5-/spl mu/m CMOS implementation with supply voltages of /spl plusmn/1 V show a slew rate of 50V//spl mu/s for an 80-pF load capacitance, and a static power consumption of only 120 /spl mu/W. Silicon area for this OTA is 0.024mm/sup 2/.
