Many individuals are concerned about the governance of machine learning systems and the prevention of algorithmic harms. The EU’s recent General Data Protection Regulation (GDPR) has been seen as a core tool for achieving better governance of this area. While the GDPR does apply to the use of models in some limited situations, most of its provisions relate to the governance of personal data, while models have traditionally been seen as intellectual property. We present recent work from the information security literature around ‘model inversion’ and ‘membership inference’ attacks, which indicates that the process of turning training data into machine-learned systems is not one way, and demonstrate how this could lead some models to be legally classified as personal data. Taking this as a probing experiment, we explore the different rights and obligations this would trigger and their utility, and posit future directions for algorithmic governance and regulation. Background: Temperature and rainfall patterns are known to influence seasonal patterns of dengue transmission. However, the effect of severe drought and extremely wet conditions on the timing and intensity of dengue epidemics is poorly understood. In this study, we aimed to quantify the non-linear and delayed effects of extreme hydrometeorological hazards on dengue risk by level of urbanisation in Brazil using a spatiotemporal model. Methods: We combined distributed lag non-linear models with a spatiotemporal Bayesian hierarchical model framework to determine the exposure-lag-response association between the relative risk (RR) of dengue and a drought severity index. We fit the model to monthly dengue case data for the 558 microregions of Brazil between January, 2001, and January, 2019, accounting for unobserved confounding factors, spatial autocorrelation, seasonality, and interannual variability. We assessed the variation in RR by level of urbanisation through an interaction between the drought severity index and urbanisation. We also assessed the effect of hydrometeorological hazards on dengue risk in areas with a high frequency of water supply shortages. Findings: The dataset included 12 895 293 dengue cases reported between 2001 and 2019 in Brazil. Overall, the risk of dengue increased between 0–3 months after extremely wet conditions (maximum RR at 1 month lag 1·56 [95% CI 1·41–1·73]) and 3–5 months after drought conditions (maximum RR at 4 months lag 1·43 [1·22–1·67]). Including a linear interaction between the drought severity index and level of urbanisation improved the model fit and showed the risk of dengue was higher in more rural areas than highly urbanised areas during extremely wet conditions (maximum RR 1·77 [1·32–2·37] at 0 months lag vs maximum RR 1·58 [1·39–1·81] at 2 months lag), but higher in highly urbanised areas than rural areas after extreme drought (maximum RR 1·60 [1·33–1·92] vs 1·15 [1·08–1·22], both at 4 months lag). Background: The sustainable development goals (SDGs) aim to end HIV/AIDS as a public health threat by 2030. Understanding the current state of the HIV epidemic and its change over time is essential to this effort. This study assesses the current sex-specific HIV burden in 204 countries and territories and measures progress in the control of the epidemic. Methods: To estimate age-specific and sex-specific trends in 48 of 204 countries, we extended the Estimation and Projection Package Age-Sex Model to also implement the spectrum paediatric model. We used this model in cases where age and sex specific HIV-seroprevalence surveys and antenatal care-clinic sentinel surveillance data were available. For the remaining 156 of 204 locations, we developed a cohort-incidence bias adjustment to derive incidence as a function of cause-of-death data from vital registration systems. The incidence was input to a custom Spectrum model. To assess progress, we measured the percentage change in incident cases and deaths between 2010 and 2019 (threshold >75% decline), the ratio of incident cases to number of people living with HIV (incidence-to-prevalence ratio threshold <0·03), and the ratio of incident cases to deaths (incidence-to-mortality ratio threshold <1·0). Findings: In 2019, there were 36·8 million (95% uncertainty interval [UI] 35·1–38·9) people living with HIV worldwide. There were 0·84 males (95% UI 0·78–0·91) per female living with HIV in 2019, 0·99 male infections (0·91–1·10) for every female infection, and 1·02 male deaths (0·95–1·10) per female death. Global progress in incident cases and deaths between 2010 and 2019 was driven by sub-Saharan Africa (with a 28·52% decrease in incident cases, 95% UI 19·58–35·43, and a 39·66% decrease in deaths, 36·49–42·36). Elsewhere, the incidence remained stable or increased, whereas deaths generally decreased. — Recently, the volatility associated with marginal prices has increased due to large scale integration of renewable generation. Price volatility is undesirable from a consumer perspective. To address this issue, we present a framework for hedging that uses duality theory for quantifying the amount of demand-side flexibility required for constraining marginal prices to the consumers maximum willingness to pay for electricity. Using our formulation, we investigate the ability of an Energy Storage System (ESS), as a demand-side flexibility source, to hedge against electricity price volatility across a multi-time period horizon while accounting for its inter-temporal constraints. Globally, nursing as a science is dynamically developing, in response to the growing needs of health care. Introduction The rapid integration of artificial intelligence (AI) into healthcare presents significant governance challenges, requiring balanced approaches that safeguard safety, efficacy, equity, and trust (SEET). This study proposes a cognitive framework to guide AI governance, addressing tradeoffs between speed, scope, and capability. Objective To develop a structured governance model that harmonizes stakeholder perspectives, focusing on multi-dimensional challenges and ethical principles essential for AI in healthcare. Methods A multidisciplinary team convened at the Blueprints for Trust conference, organized by the American Medical Informatics Association (AMIA), and the Division of Clinical Informatics at Beth Israel Deaconess Medical Center. Following extensive discussions with 190 participants across sectors, three governance models were identified to address specific domains: (1) Clinical Decision Support (CDS), (2) Real-World Evidence (RWE), (3) Consumer Health (CH). Results Three governance models emerged, tailored to CDS, RWE, and CH domains. Key recommendations include establishing a Health AI Consumer Consortium for patient-centered oversight, initiating voluntary accreditation and certification frameworks, and piloting risk-level-based standards. These models balance rapid adaptation with SEET-focused safeguards through transparency, inclusivity, and ongoing learning. Conclusion A proactive, constraint-based governance framework is critical for responsible AI integration in healthcare. This structured, multi-stakeholder approach provides a roadmap for ethical, transparent governance that can evolve with technological advancements, enhancing trust and safety in healthcare AI applications.

Lagrangian carotid strain Imaging (LCSI) involves estimation of deformation in the arteries undergoing cardiac pulsation and tracking the local strain over a cardiac cycle which is computationally intensive. We incur long offline processing times for LCSI which is a limiting factor for clinical adoption. We report on computations gains for a parallelized implementation of LCSI our algorithm using CUDA programming for fast computation. © 2017 IEEE.
