Chong received the B.E.(Hons.) degree with First Class Honors from the University of Adelaide South Australia in 1987 graduating top of his class and the M.A. and Ph.D. degrees in 1989 and 1991 respectively both from Princeton University where he held an IBM Fellowship. He joined the School of Electrical and Computer Engineering at Purdue University in 1991 where he was named a University Faculty Scholar in 1999 and promoted to Full Professor in 2001. Since August 2001 he has been a Professor of Electrical and Computer Engineering and Professor of Mathematics at Colorado State University. His current interests are in communication networks and optimization methods. He coauthored the best-selling book An Introduction to Optimization 2nd Edition Wiley-Interscience 2001. He received the NSF CAREER Award in 1995 and the ASEE Frederick Emmons Terman Award in 1998. He coauthored a paper that was awarded Best Paper in the journal Computer Networks 2003. Professor Chong is a Fellow of the IEEE. He was founding chairman of the IEEE Control Systems Society Technical Committee on Discrete Event Systems and until recently served as an IEEE Control Systems Society Distinguished Lecturer. He has been on the editorial board of the IEEE Transactions on Automatic Control. He is currently on the editorial board of the journal Computer Networks. He has also served on the organizing committees of several international conferences. He has been on the program committees for the IEEE Conference on Decision and Control the American Control Conference the IEEE International Symposium on Intelligent Control IEEE Symposium on Computers and Communications and the IEEE Global Telecommunications Conference. As the technical supervisor fm the Impact and Feasibility Studies group of the E nginemang Department he provides engineering support to the Ships Communication Systems Operation Branch Naval Air Warfare Center Aircraft Division Patuxent River St. Inigoes Maryland. This support entails the integration of radio communication systems on USS Arleigh Burke (DDG 51)-class AEGIS destrqvers and special engineering projects. During 23 years of Naval service as an electronics technician he sewed as electronics division officer for the repair division (R-4) on board USS Ghore (AS IS) homeported in La Maddalena Sardinia. His last duty station was NAVCOMSTA Roosevelt Road Puerto Rico where he sewed as muster chief-in-charge of electronic communications repair the island-wide communications quality control chiel the contract administrator to the operations and maintenance contractor supporting Mystic Star transmitter and receiver facilities for Air Fme One communications the Naval transmitter station and 16 interconnecting remote mimowave sites. Wilhemina C. Greene is a Supervisory Electronics Engineer with the Combatant Engineering and Integration Section at NAWCAD. As the team leader directs the effots of Civilian and contractors personnel responsible for delivering a fully integrated and tested Radio Communication Systems for surfme cmnbatant ships. The team also pvovida the Nay's only system level training on RCS for all AEGIS Pre-Communits. As part ofthis eflort she is responsible for the operation and maintenance of the Satellite Production Test Centq a facility housing the RCS test beds. Ms. Greene has over 20 years of government service 13 years on the AEGIS RCS program. She has a BSEE degree from Tennessee State University.

After one year of military service with the French navy he worked as naval architect and program director for the French navy between 1984 and 1988. He was in charge of the development of AGNES200 Surface Effect Ship design which completed its sea trials in 1992. He also was responsible for the construction of five ships (four hydrographic vessels and one experimental MCM vessel) which entered service between 1988 and 1991. He has been involved in a number of projects and studies for the U.S. Navy U.S. Coast Guard and other foreign and domestic customers. At Band Lavis & Associates Inc. Mr. Goubault has expanded the computer tools used to conduct parametric analysis of advanced hullforms and has developed cost-effectiveness assessment tools and methodologies for both commercial and military ships. Mr. Goubault is a member of ASNE. Marc Greenberg:is employed as a cost analyst at the cost and economic analysis branch systems assessment and engineering division Naval Surface Warfare Center. He provides cost estimates and analyses of Navy ship and submarine technologies and has assisted in the development of parametric cost models since 1991. Employed as an electronics engineer by the U.S. Army Information Systems Command from 1989 to 1991 he provided support in simulation design and construction of high frequency and microwave communication systems. Mr. Greenberg received his BS degree in ceramic science and engineering from the Pennsylvania State University May 1987. He is a member of MORS. Before coming to SpaWar Mr. Biondi was head of the Combat Support Systems Integration Division (NavSea 61X1) of the Naval Sea Systems Command. While at the Naval Ship Engineering Center he was project engineer for the Naval Tactical Data System display system and the AN/SPS-48 radar eventually becoming the head of the Radar Branch in NavSEC/NavSea. He received his B.S.E.E. from the University of Illinois and did postgraduate work at the George Washington University. Barbara A. Keller:is the head of the New Construction (SCN) Ship Communications Design and Integration Branch (PMW-152–31) of SpaWar. She previously was head of the Combatant Ship Radio Communications System Design Branch. Ms. Keller has also served as radio communications system design manager for the DDG-51 class and she has held similar positions for the CVN-68 T-AO-187 and AOE-6 programs. He started his career at the former Naval Ship Engineering Center working on preliminary structural designs for FFG-7 CVAN-71 and PHM. Subsequently he participated in design integration of FFG-7 DG (AEGIS) CSGN and CG-47 Class ships. Later he served as the Lead Naval Architect for feasibility studies of LSD-41 T-AGOS and T-AO and feasibility studies as well as concept design of ARS-50. Mr. Broome is currently the Head of the Surface Combatant Section (SEA 33112) in the Advanced Design Division of the Naval Sea Systems Command. He is also serving as the Assistant Program Manager for Ship Design Concepts on the Ship Systems Engineering Standards (SSES) Program. In this capacity he is responsible for feasibility studies of the Variable Payload Ships. Mr. Broome is a member of ASNE and ASE. David W. Nelson:graduated from the University of North Carolina at Chapel Hill with a BA degree in History prior to joining the Navy in 1963. He served inUSS Conyngham (DDG-17)and at the Naval Communication Station Greece. He is the senior civilian in NAVSEA directly concerned with the readiness and effectiveness of radars communications ECM/ESM and all other shipboard electromagnetic systems. He received his BS degree in Mechanical Engineering from the University of Arizona at Tucson and his MS degree in Systems Engineering from West Coast University at Los Angeles. He has taken postgraduate courses in Electronics Engineering and Mathematics at Arizona State University and doctoral courses in Systems Engineering and Statistics at the University of Arizona. He has published several articles in the field of electronics including a paper for the Allied Radio Frequency Agency NATO Headquarters: “Current EMC Technology in Naval Ship Design with Application to other Communications-Electronic Operations.” Mr. McEachen is the originator and program manager of the Shipboard EMC Improvement Program (SEMCIP). Mr. H. Kent Mills:is an Operations Analyst and Electronic Warfare Specialist in the Technical Engineering Programs Directorate. CERBERONICS Inc. Falls Church Virginia. He is the Program Manager of EMC engineering contracts with the Navy and provides direct support to the Shipboard EMC Improvement Program (SEMCIP). He received his BS degree from Florida State University at Tallahassee then served as a Photo Reconnaissance and Electronic Warfare Officer in the Marine Corps for twelve years. He has authored and co-authored several studies and articles on EMC for the Navy including an EMC Training Plan for improving Fleet Shipboard EMC Readiness. He is a member of the Society for Technical Communication and the Association of Old Crows.
