Monitored natural attenuation (MNA) has emerged as a preferred remedial option at many sites contaminated with chlorinated solvents because it offers a cost-effective and practical approach for cleanup of solutes in groundwater. However, existing MNA protocols do not include 1,4-dioxane and commonly co-occurring chlorinated solvents like 1,1,1-TCA, 1,1-DCA, and 1,1-DCE. The objectives of this project were to: 1) develop a modified model and framework for evaluating natural attenuation of these compounds; 2) develop and validate a protocol to directly measure rate constants for natural biodegradation of 1,4-dioxane using 14C-labeled 1,4-dioxane and groundwater from 10 different field sites; 3) use the field and lab data to establish if there is consistency between various lines of evidence for 1,4-dioxane attenuation. An evaluation of MNA relies on establishing various lines of evidence, including secondary and tertiary lines of evidence that help demonstrate degradation processes and associated rates that are responsible for the primary line of evidence (decreasing concentrations of the target compound(s)). This project developed a new fate and transport model to easily evaluate historical monitoring data to predict biodegradation rate constants as well as new decision matrices (flowcharts) that serve as a guided tour on how to interpret potential lines of evidence for MNA. These were then integrated into an existing software platform (BioPIC) that allows users to access both the model and the decision matrices. Several approaches were also used to generate input data to support and validate the model and framework. First, rate coefficients and lines of evidence for attenuation were calculated and/or measured at multiple sites using a focused sampling program at 10 field sites. Second, degradation and the associated rate constants for 1,4-dioxane at these same sites were determined using a 14C-labeled assay developed for this project.

This demonstration project addressed the Department of Defense need for innovative technology for monitoring avian populations in inaccessible areas. This report presents results from field validation tests for an autonomous aerial acoustic recording system, a helium filled weather balloon that transported an instrument payload over inaccessible areas (e.g., ordnance impact areas) to record avian vocalizations.

A linked watershed model was evaluated on three watersheds within the U.S.: (1) House Creek Watershed, Fort Hood, TX; (2) Calleguas Creek Watershed, Ventura County, CA; and (3) Patuxent River Watershed, MD. The goal of this demonstration study was to show the utility of such a model in addressing water quality issues facing DoD installations across a variety of climate zones. In performing the demonstration study, evaluations of model output with regards to accuracy, predictability and meeting regulatory drivers were completed. Data availability, level of modeling expertise, and costs for model setup, validation, scenario analysis, and maintenance were evaluated in order to inform installation managers on the time and cost investment needed to use a linked watershed modeling system. Final conclusions were that the system evaluated in this study would be useful for answering a variety of questions posed by installation managers and could be useful in developing management scenarios to better control pollutant runoff from installations.

A long-term low flow capillary canister sampling system was demonstrated and validated at Naval Weapons Station (NWS) Yorktown bycharacterizing VOCs from vapor intrusion (VI) using the innovative low flow sampling system and comparing the results to those from both long term diffusion tube sampling (2 weeks) and consecutive multiple day 24-hour canister sampling. The innovative low flow rate capillaryflow controller provides flow rates ranging from 0.1 to 0.5 mL/min, allowing collection of samples over a 1-3 week sampling period. Twolocations in each of two large buildings impacted by VI were sampled for six consecutive quarters. Results, focused on TCE which was thehighest concentration VOC sampled, demonstrate that the low flow capillary canister system samples collected concentrations over two-week sampling periods that were comparable to average values collected daily over two weeks using the traditional canister sampling approach. TCE concentrations measured using diffusion samplers were significantly different. Seasonal impacts on VOCs concentrations were noted, but did not negatively affect capillary canister performance. Sampling using the capillary canister system required no additional expertise relative to the traditional approach. The capillary canister sampling system controllers are lower cost than traditional flow controllers, and the extended sampling period the approach provides allows for estimation of long-term average exposure, thus allowing for a more robust mitigation decision, which can translate into significant long-term cost savings.

Energy and infrastructure security are a key part of the DoD's mission. Fixed installations that do not have independent energy supply may be exposed to interrupted service should civilian energy grids fail. Alternative baseload power sources are needed to mitigate this risk. Fixed installations that procure energy from commercial grids are also subject to changing cost, and this can cause budget overruns. Sierra's FastOx (registered trademark) gasification waste to energy platform is designed to provide baseload power and has the added advantage of eliminating the need to transport waste to landfills. It also can allow DoD facilities to control energy costs by generating on-site power. The objective of this demonstration project was to validate that FastOx gasification is an environmentally sustainable and economic solution to energy security issues both on DoD installations and in the broader civilian market.

(MR-2735) in 2020. Testbed development and field operations were conducted by PNNLs Coastal and Marine Research Laboratory in support of the SERDP/ESTCP underwater MR program. A series of standardized UXO demonstration sites (testbeds) are being developed by SERDP/ESTCP to test, evaluate, and demonstrate technologies that can detect, geolocate, and classify proud and buried munitions in 035 m water depths. As a prototype demonstration site, Sequim Bay is a semi-enclosed marine waterbody containing sand and mud sediments with minimal clutter in 530 m water depths. MCRL is located at the entrance to Sequim Bay, where it provides operational, logistical, andfacilities support for testbed activities. The primary objectives of Phase II were to (1) establish a calibration and blind site grid at the Sequim Bay testbed, including placement and retrieval of 30 targets in 2530 m water depths in sand/mud sediments; (2) provide operational support to the Applied Physics Laboratory University of Washington (APL-UW) for an engineering field test of their acoustic sensor platform; (3) evaluate target geolocation systems to support accurate placement of targets; and (4) support collection of targetground truth information for scoring protocol development by the MR program. Phase II was accomplished by building on lessons learned from Phase I in 2019, and focused on developing cost-effective, safe, and technically sound approaches that can inform future operations of the Sequim Bay testbed and other underwater demonstration sites.

This projects goal was to demonstrate and validate environmentally friendly Meal, Ready-to-Eat coated corrugated fiberboard ration cases to replace the current solid fiberboard cases used by the Army. Pallet loads of these cases were manufactured, assembled and tested for performance in comparison to the existing control fiberboard. These cases were lightweight and recyclable and reduce the amount of solid waste for the military. The cases performed comparable to the control case in all testing and is a potential container for many military packaging applications.

Command detonation (i.e., static firing) provides a method of testing munitions for their postdetonation residues early in the acquisition process. However, necessary modifications to the firing train and cartridge orientation raise uncertainty whether command detonation accurately represents residue deposition as it occurs during live-fire training. This study collected postdetonation residues from live-fired 60 mm IMX-104 mortar cartridges and then compared estimated energetic-compound deposition rates between live fire and prior command detonations of the same munition. Average live-fire deposition rates of IMX-104 compounds determined from 11 detonations were 3800 mg NTO (3-nitro-1,2,4-triazol-5-one), 34 mg DNAN (2,4-dinitroanisole), 12 mg RDX (1,3,5-Trinitroperhydro-1,3,5-Triazine), and 1.9 mg HMX (1,3,5,7-Tetranitro-1,3,5,7-Tetrazocane) per cartridge. Total live-fire residue deposition (mean standard deviation: 3800 900 mg/cartridge) was not significantly different from command detonation using a representative fuze simulator (3800 900 mg/cartridge, n = 7, p = 0.76) but was significantly different from command detonation using a simplified fuze simulator (2200 500 mg/cartridge, n = 7, p < 0.01). While the dominant residue compound NTO was broadly similar between live fire and command detonation, the minor residue compounds RDX and DNAN were underestimated during command detonation by a factor of approximately three to seven.

Empirical measurements of the spatial distribution, particle-size distribution, mass, morphology, and energetic composition of particles from low-order (LO) detonations are critical to accurately characterizing environ-mental impacts on military training ranges. This study demonstrated a method of generating and characterizing LO-detonation particles, previously applied to insensitive munitions, to 81 mm mortar rounds containing the conventional explosive formulation Composition B. The three sampled rounds had estimated detonation efficiencies ranging from 64 to 82 as measured by sampled residual energetic material. For all sampled rounds, energetic deposition rates were highest closer to the point of detonation; however, the mass per radial meter varied. The majority of particles (>60 ), by mass, were <2 mm in size. However, the spatial distribution of the <2 mm particles from the point of detonation varied be-tween the three sampled rounds. In addition to the particle-size-distribution results, several method performance observations were made, including command-detonation configurations, sampling quality control, particle-shape influence on laser-diffraction particle-size analysis (LD-PSA), and energetic purity trends. Overall, this study demonstrated the successful characterization of Composition B LO-detonation particles from command detonation through combined analysis by LD-PSA and sieving.
