Multi-criteria Planning Approach for Ranking of Land Management Alternatives at Different Spatial Scales

Integrated land management decisions require comprehensive sets of criteria in order to properly account for all managerial alternatives. Economic criteria have been used to evaluate possible alternatives in most cases. However, it is important to consider the broadest possible range of social, economic and environmental criteria. This paper describes an integrated framework for land management planning at different spatial scales, comprising watershed, sub-watershed and land-unit levels. The structure includes four elements: (1) application of the strategic land management planning approach using the Delphi method and group decision analysis at sub-w atershed scales, (2) identification of decision criteria at the land unit scale using socio-economic analysis and hydrologic modelling, (3) multi-criteria decision analysis of different alternatives, and (4) multi-stakeholder alternative prioritization. The Kan watershed north of Tehran, Iran, was selected as a case study. The major objective of this research is to integrate quantitative and qualitative decision criteria for planning purposes. This approach can be adapted to prioritize a w ide variety of land and water resources management decisions in similar watersheds.

Biomass conversion technologies that produce energy and reduce carbon emissions have become more feasible to develop. This paper analyzes the potential of converting biomass into biomethanol at forest management units experiencing three forest management practices (community-based forest management (CBFM), plantation forest (PF), and natural production forest (NPF)). Dry aboveground biomass collected varied considerably: 0.26–2.16 Mg/ha/year (CBFM), 8.08–8.35 Mg/ha/year (NPF), and 36.48–63.55 Mg/ha/year (PF). If 5% of the biomass was shifted to produce biomethanol for electricity production, the NPF and PF could provide continuous power to 138 and 2,762 households, respectively. Dedicating 5% of the biomass was not a viable option from one CBFM unit. However, if all biomasses were converted, the CBFM could provide electricity to 19–27 households. If 100% biomass from two selected PF was dedicated to biomethanol production: (1) 52,200–72,600 households could be provided electricity for one year; (2) 142–285% of the electricity demand in Jambi province could be satisfied; (3) all gasoline consumed in Jambi, in 2009, would be replaced. The net carbon emissions avoided could vary from 323 to 8,503 Mg when biomethanol was substituted for the natural gas methanol in fuel cells and from 294 to 7,730 Mg when it was used as a gasoline substitute.

Scaling up sediment transport has been problematic because most sediment loss models (e.g., the Universal Soil Loss Equation) are developed using data from small plots where runoff is generated by infiltration excess. However, in most watersheds, runoff is produced by saturation excess processes. Therefore, scaling up requires a hydrology model that accurately predicts the location and extent of runoff source areas. These runoff predictions can then be used for simulating sediment concentrations. We base sediment predictions on a simple, well-tested distributed saturation excess hydrology model, which calculates surface runoff, interflow, and baseflow. Surface runoff originates from bottom lands that become saturated during the rainy season or from severely degraded lands with little or no storage capacity. Baseflow and interflow are generated from the remaining parts of the landscape. Interflow comes from the shallow soils over an impermeable surface and base flow results from percolation below the impervious layer. To obtain the sediment concentrations, we assume that during surface runoff, there is a linear relationship between runoff velocity and sediment concentration, but baseflow and interflow are sediment free. Thus only the runoff component of stream discharge is involved in active erosive work compared to baseflow and interflow that contribute minimally to watershed sediment yield. To show the general applicability of the Saturation Excess Erosion Model (SEEModel), the model was tested for watersheds located 10,000 km apart, in the United States and in Ethiopia. In the Ethiopia highlands, we simulated the 113 ha Anjeni watershed, the 400 ha Enkulal watershed and the 180,000 km2 the Blue Nile basin. In the Catskill Mountains in New York State, the sediment concentrations were simulated in the upper 493 km2 Esopus Creek watershed. Visualization of highway traffic environments in virtual reality plays a key role on fidelity of simulation and validity of driving behaviors in driving simulator studies. This paper describes a procedure to replicate a signalized intersection with many complex features into a driving simulator's 3-D databases through building a graphical visual database, constructing a road motion database, and creating simulated traffic. The validity of the visualization was assessed via the comparison of the drivers' speeds in the simulator and the speed data at the real intersection. It was found that both speed data follow normal distributions and have equal means for each intersection approach;however, that the speeds measured in the driving simulator have a larger variability than those measured in the field. The users' subjective evaluation results indicated that 92% subjects could recognize the simulated intersection in the driving simulator experiment. Therefore, the strategy of geo-specific environment modeling would be useful for studying driving behaviors in virtual environments.

In this study, a multistage scenario-based inexact fuzzy-stochastic chance-constrained programming (MSIFSCCP) is proposed for water resources management under uncertainty. The developed a hybrid inexact optimization approach integrates multistage scenario-based interval-stochastic programming (MSISP), chance-constrained programming (CCP) and fuzzy-stochastic linear programming (FSLP) within a general optimization framework. It can directly incorporated and reflect uncertainties presented as both interval numbers and probability distributions. Using semi-infinite analysis can be incorporated into the modeling framework to deal with infinite α-cuts to the membership functions of fuzzy parameters. This model could be used for water authorities and thus it provides useful decision under various social environmental system conditions. © 2010 IEEE.
